1. General Objectives and Requirements
Title of project: 550-19-113 Dead-Legs Phase 2 B98, 101, and 103
Authority for the project: Veterans Affairs (VA) National Contracting Office (NCO) 12
Purpose of the project: To remove dead-leg piping from behind the walls and ceilings and replace the domestic water supply isolation valves at the Veteran’s Affairs ‘Illiana’ Health Care System (VAIHCS) in Danville, Illinois.
Background: VHA Directive 1061 requires the removal of unused water lines and dead-leg piping that is longer than twice the diameter of that dead-leg pipe. A list has been compiled to show the locations where known dead-legs and/or unused water lines (several include the plumbing fixture) are visible or suspected of being located behind the walls and ceilings in these areas. We have determined that the isolation valves in these buildings are not in ideal condition and will need to be properly replaced in order to meet the requirements of this directive.
Scope and methodology:
· Work includes labor, materials, equipment, supervision, and all other resources necessary to remove identified, inactive dead-leg piping, and plumbing fixtures with associated piping and remove and install new isolation valves required in project scope.
· The isolation valves in these buildings are degrading and may not function properly. The Contractor shall locate the closest existing isolation valves for each room requiring dead-legs and fixtures removal in the project scope (See sheet # GC-003). The Contractor shall assume a total of 40 isolation valves will be inoperable and require replacement. In addition, the Contractor shall install a total of 45 isolation valves on the branch water lines to rooms in the project where dead-legs and fixtures are to be removed, but other existing fixtures are to remain. The new isolation valves must be installed in practical, accessible, and consistent locations, approved by the VA COR.
· This project involves routine water supply outages in three patient care buildings. Except for the initial water outages to remove and install the new isolation valves, it will not be possible to have:
a. water outages longer than 1 hour in any patient-care area, or;
b. entire building or entire floor/quadrant (if one floor) water outages – of any duration – during normal business hours and during waking hours in the 24-hour patient-care areas.
The goal is to first replace the isolation valves, with the larger valves being replace first during evenings and/or nights, as coordinated with the VA COR. It is the contractor’s responsibility to determine the number of off-hours water outages needed once the site is investigated and to request these water outages at least two weeks in advance with the VA COR. Depending on the affected areas of the water outages, a reasonable amount of time must be provided to communicate the construction schedule with VA staff in the affected areas. Once these larger ball valves are replaced, smaller water outages and repairs may be coordinated.
Contractor shall trace the potable water supply system to locate, track, and remove/replace old isolation valves in these buildings required in the project scope.(B101, B103 and the third floor of B98).
· Any new isolation valves must be installed in the most ideal locations as coordinated between the Contractor and the VA COR once location and termination of each supply line is known. New isolation valves may not necessarily be installed in the same locations as the removed isolation valves. Locations where old valves are removed and a new valve will not be installed, the pipe must be properly coupled with no length of dead-leg pipe remains.Contractor shall verify exact dimensions and installation locations before removal and installation of valves and seek approval by the COR.
· All installed isolation valves must be new, lead-free ball valves and made in the USA and approved by the COR in advance.
· The locations of dead-leg piping and unused plumbing fixtures provided by the VA may not necessarily contain a dead-leg or plumbing fixture. This may simply be where a fixture once was or the room where a dead-leg is suspected to be located immediately around, such as behind a wall or above the ceiling. The contractor shall trace the water lines to determine where these lines go and determine the locations where the walls and/or ceilings must be opened, if necessary. The wall and/or ceiling areas to be opened and repaired must be marked by a non-permanent method (pencil marking, paper sign, etc.), then repairs coordinated with VA COR at least two weeks in advance to schedule construction with VA staff in the affected areas.
· An above-the-ceiling work permit is required (coordinate with VA COR) before any work is performed above the ceilings.
· The Contractor shall be responsible for making repairs to walls and ceilings to match the original conditions and all paint must be to a level-4 or better finish. All work behind walls and/or ceilings must be inspected by the
VA COR before any walls or ceilings are repaired.
· For any areas that appear to differ from the list of dead-legs and fixtures provided by the VA, the VA COR shall be notified as soon as possible.
2. Tasks and Associated Deliverables
The initial project schedule must organize the work so that the only major (building, floor, quadrant, ect.) water outages are performed as early as possible once site investigations are complete and before any areas of the medical center are under construction.
Description of tasks and associated deliverables:
· Precautions must be taken so that construction does not interfere with daily medical center functions. Each isolation valve must only control water fixtures on that floor, or quadrant (if there is only one floor). An initial meeting between the Contractor, COR, and internal VA Plumbing department staff will be held before construction begins to review the procedures for the water outages. The VA plumbing staff may opt to control the main water supply gate valves during the building/floor water outages. The water outages must be scheduled far enough in advance (by at least two weeks) to coordinate the outage day and time with the Contractor, COR, and plumbing department staff.

· Remove existing plumbing dead-legs and fixtures at the locations identified on drawing sheet 'GC-003': ‘Dead-Leg and Fixture Locations’. The actual location where the dead-leg is to be cut/capped at the main may not be in the room identified in the appropriate table. The room numbers in each table identify the approximate locations were the dead-legs terminate/presumed to terminate or where they are visible. Asbestos Containing Material (ACM) may be located on the plumbing lines (Many ACM elbows) to be removed. Estimated ACM fittings on the dead-legs pipes to be removed listed on sheet # GC-003. This must be verified by the contractor before removal. Copies of all ACM reports, surveys, etc. will be made available. Water supply lines will be of various diameter, but general standard size depending on location within the building. Gypsum board walls, plaster walls, and block walls may require minor demolition to remove piping. Effort shall be made to completely remove the dead-leg, but demolition to walls/ceilings must be kept to the minimum area to remove the dead-leg piping. It is estimated that each area where the walls need to be opened should be no greater than 5SF. It is the contractor's responsibility to repair each wall/ceiling opened to the original finished condition, equal to or better than a level-4 finish. Contact the COR if additional demolition is required before proceeding.
a. Remove identified, inactive cold and hot water supply piping. Piping removal shall be accomplished at the main with no more length of pipe remaining past the main than twice the diameter of the pipe being removed. Removed piping shall be capped at the nearest, live main using a standard, approved method and leak-test verified. If it is not possible to cut the dead-leg down to this length, then the pipe shall be properly coupled to eliminate any length of dead-leg pipe.
b. For any water supply piping unable to be removed without further demolition and to be abandoned in the ceiling and/or walls, a section of pipe of at least three feet in length from the main, shall be removed. Piping removal shall be accomplished at the main with no more length of pipe remaining past the main than twice the diameter of the pipe being removed. Any removed piping along the main shall be capped or plugged and leak test verified. The abandoned section of pipe shall be capped or plugged, then tagged as “abandoned” at both ends.
c. Gypsum board wall/ceiling demolition to gain access to identified supply water piping for removal to the main shall be the responsibility of the Contractor and shall be minimized to the smallest opening necessary to remove the piping from the wall. All demolition to walls and/or ceilings shall be repaired and match surrounding area. Finish shall be level-4 or better.
d. Block wall demolition to un-restrict identified water supply piping protruding from walls for removal shall be the responsibility of the Contractor and shall be minimized to the smallest opening necessary to cap the piping in the wall cavity.
The Contractor shall first attempt to remove the unrestricted piping from the wall through an existing ceiling access point. If not possible to remove, the piping shall be removed to a point within the wall cavity and plugged or capped in such a manner to not impede wall repairs, then tagged as “abandoned”. Every wall/ceiling opened shall be properly repaired by the contractor to match existing condition.
e. Hard ceiling demolition to gain access to identified water supply piping for removal to the main shall be the responsibility of the Contractor. It is the Contractor’s responsibility to determine the accessibility strategy. Installation of access panels (versus ceiling repairs to match surrounding ceiling) may be an option in some areas. Access panel locations shall be identified by the contractor and approved by the COR in advance, prior to installation of the new access panel.
The Contractor shall be responsible for ceiling repairs to return to a finished condition. Above ceiling inspections by VA personnel is required before any ceiling areas are repaired.
f. The Contractor shall remove identified piping insulation with Asbestos Containing Material (ACM) in accordance with the project specifications for asbestos abatement. A negative pressure assessment shall be performed for all asbestos abatement jobs.
· The Contractor shall schedule work at each location and coordinate/participate with the COR and appropriate department staff a minimum of fourteen (14) days in advance. Some areas may require additional time due to patient care and other
VA scheduling conflict.
· All work requiring a building, floor, or quadrant water shutdown shall be accomplished during off hours unless permission in provided by the VA COR in advance. Off hours are between the hours of 9:00pm and 6:00am. All water outages shall be requested in writing by the Contractor to the COR a minimum of two full week in advance.
· Insulation removed to provide accessibility for required work shall be the responsibility of the Contractor to repair/replace.
· The Contractor shall remove all excess material and debris from the site and dispose of properly.
· All personnel working on VA property are required to complete VA Privacy training.
· All personnel working on VA property are required to be in possession of a Ten (10) hour OSHA card. Competent persons are required to have at least an OSHA 30-hour card.
· Infection Control Risk Assessments (ICRA) will be required to be completed for all areas prior to work commencing in that area and are required to be posted at the job site and turned in to the COR upon completion of the work. Based on the area and the level of ICRA required, some work may be required to be completed within containment and under negative air conditions. If negative air conditions are required, a monitor must be utilized and located at the containment site. It must be visible from outside the containment area. Sticky mats must be used and maintained at all entrances to containment area and debris material must be removed in covered carts with particular attention to cleanliness of wheels.
· Above ceiling work permits and follow up inspections will be required for all areas, direct coordination for permits and inspections will be coordinated with Harishankar Kushwaha at (217)554-5930.
· Prior to work commencing, direct coordination with Department of Veterans Affairs Illiana Health Care System (VAIHCS) Engineering is required. Primary point of contact is Harishankar Kushwaha at (217) 554-5930.
· Work will be performed at:
Department of Veterans Affairs
Illiana Health Care System
1900 East Main St.
