RFI Questions and Government Responses

Solicitation: 36C25219B0014 Project: 550-19-113, Dead-Legs Phase-2 B98-B101-B103 at VA Illiana Health Care System, Danville, IL

Q#1 There is no defined listing or locations of the 60 -1/2” valves or the 663 – 2” Valves.

· Does the contractor take full responsibility for these locations as stated in the General Objectives and Requirements by including engineering layout time to their quote?

· Contractor shall trace the entire potable water supply system to locate, track, and remove/replace all old isolation valves in these buildings (B101, B103 and the third floor of B98).

A#1: See amended drawing sheet #GC-001, GC-002, GC-003 and added reference drawing sheets P-B101 and P-B103 for changes regarding isolation valves installation scope of work and isolation valves locations. The Contractor is required to locate the closest existing isolation valves for each room requiring dead-legs and fixtures removal in the project scope. The Contractor shall assume a total of 40 isolation valves will be inoperable and require replacement. In addition, the Contractor shall install a total of 45 isolation valves on the branch water lines to rooms in the project where dead-legs and fixtures are to be removed, but other existing fixtures are to remain. The following rooms require isolation valves:

Building 98: Contains CW, HW and HWR plumbing lines. Pipe dimension varies from ½’’ to 3’’.

3092 B 3064 A 3116 A 3014B 3047 A Building 101: See added reference drawing sheets P-B101(Plumbing building 101 floor).

106 D 159 D 160 D Building 103: See added reference drawing sheets P-B103(Plumbing building 103 floor).

160 D 159 D 106 D 136 B 159 B 160 B 141 A 159 A 160 A 107 C 127 C 127 E 159 C 106 B

Q#2 It is assumed the 663 – 2” Valves are only an accurate count of valves.

· The sizing will be determined by the engineering layout time. Which may be as much as 2 to 3 weeks. Is this correct?

A#2 Note: Response taken from A# 1.

See amended drawing sheet #GC-001, GC-002, GC-003 and added reference drawing sheets P-B101 and P-B103 for changes regarding isolation valves installation scope of work and isolation valves locations. The Contractor is required to locate the closest existing isolation valves for each room requiring dead-legs removal in the project scope. The Contractor shall assume a total of 40 isolation valves will be inoperable and require replacement. In addition, the Contractor shall install a total of 45 isolation valves on the branch water lines to rooms in the project where dead-legs are to be removed, but other existing fixtures are to remain. The following rooms require isolation valves:

Building 98: Contains CW, HW and HWR plumbing lines. Pipe dimension varies from ½’’ to 3’’.

3092 B 3064 A 3116 A 3014B 3047 A Building 101: See added reference drawing sheets P-B101(Plumbing building 101 floor).

106 D 159 D 160 D Building 103: See added reference drawing sheets P-B103(Plumbing building 103 floor).

160 D 159 D 106 D 136 B 159 B 160 B 141 A 159 A 160 A 107 C 127 C 127 E

Q#3 The statement below says to replace all old isolation valves they must be removed and replaced such that each fixture is controlled by at least two ball valves in a proper line valve sequence.

· Does that mean all fixtures need new ball valves in building 101 &103 and 3rd Floor of building 98. If this is a true statement 60 – ½’ ball valves are not a correct number and there will be different sizes. Lav’s ½’ –Water Closet at least 1” and the many other fixtures located within these buildings.

· Locate, remove, and install cold, hot, and hot water recirculation line isolation valves throughout the entire domestic potable water supply. All old isolation valves must be removed and replaced such that each fixture is controlled by at least two ball valves in a proper line valve sequence. The new isolation valves must be installed in practical, accessible, and consistent locations, approved by the VA COR. Isolation valves must be arranged in such a way to isolate no more than a reasonable number of fixtures to prevent disruption to medical center operation.

A#3 Note response taken from A#1 See amended drawing sheet #GC-001, GC-002, GC-003 and added reference drawing sheets P-B101 and P-B103 for changes regarding isolation valves installation scope of work and isolation valves locations. The Contractor is required to locate the closest existing isolation valves for each room requiring dead-legs removal in the project scope. Q#4 Most of this work would be better off worked on a night shift due to productivity reasons and conveyance for staff and patients.

· Will the COR and VA be able to commit to mostly night work. Working 4 days a week 10 hour days with some work better off on the weekends.

A#4 No.

Night shift would be preferred ideally; however, it is not very practical for the COR to be on night shift or on stand-by during night shift work when it is not necessary. Because of this, the work should be scheduled to keep night work to a minimum. The only work scheduled at night should be only work requiring a water shut-down. For example, just cutting the dead leg from the main and capping the main. The daytime work should include everything else where a water supply shut-down is not necessary, such as wall demo, repairs, etc. The work schedule is up to the contractor and will be reviewed by the COR and approved after coordinating with appropriate VA staff. It may be more practical to schedule wall demo during the day for a specific number of rooms among as many floors as possible to prep for a single nights work, then at night, cut as many dead leg pipes from the main as possible so that the remainder of the work can be scheduled during the day. To keep disruption to a minimum for our patients and staff, we are only allowed a certain amount of room closures at a given time. The work schedule may need to incorporate several walls/ceilings in multiple buildings at a time to maximize the amount of work done during the night shifts and to space out the construction sites.

Q#5 Will all dead leg piping (37) and fixtures (16) be identified by the VA Staff?

A#5: See amended drawing sheet # GC-003, #GC-001 and GC-002.

· Will all 723 valves be identified and re-routing of any piping be identified?

Note: Response taken from A# 1.

See amended drawing sheet #GC-001 and added reference drawing sheets P-B101 and P-B103 for changes regarding isolation valves installation scope of work and isolation valves locations. The Contractor is required to locate the closest existing isolation valves for each room requiring dead-legs removal in the project scope. · Is there a Valve Tag List and locations for said valves? No.

· Is all the above the responsibility of the contractor performing the work. Yes.

Q#6 Will new valve tags and list be required for all new valves in all 3 buildings.

A#6 Yes, the new valve tag and list will be required only for new valves installed.

Q#7 Will replacing the dead legs require opening and patching of wall materials, or will they be able to remain in the wall if they are capped off above ceiling?

A#7: See drawing sheet notes bullet 1 GC-002.

Q#8 If patching of walls is required will the VAMC provide areas of such and what material finishes are required?

A#8:

It’s contractor responsibility to identify areas of such and material finishes required. Material finishes shall match existing. Submit finishes to COR for approval.

Q#9 The drawings are in 11x17 format. Will full size drawings be issued?

A#9: No.

Q#10 The table of contents lists 22 07 11 as a specification but is not included in the specification book. Will this be issued?

Q#10: Yes.

Q#11 Who is responsible for locating dead legs in rooms behind walls? IE 3095 A#11: Contractor.

Q#12 When adding valves and freezing of the pipes will be required, who will be doing the freezing?

A#12: Contractor.

Q#13 When metal shower walls are in the room who will be removing them? IE 3014B A#13: Contractor

Q#14 What are we doing with abandoned shower drains?

A#14: Cap the abandoned shower drains.
