556-3680169-5001-756400-2542 070056100 Reference solicitation 36C25218Q0317 for Pest Control Services at the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, IL. The purpose of this Amendment is to provide the following:
- Provide answers to questions submitted by intere sted parties (See continuation, page 2)
- Provide a site map for the FHCC campus (See Attachment A)
- Provide the latest Department of Labor (DOL) Wage Determination for Kenosha County, Wisconsin (See Attachment B)
- Include the statement, "The Contractor shall be able to provide pest control services at two (2) Community Based Outpatient Clinics (CBOCs) located in Illinois and 1 (one) CBOC located in Wisconsin. Under this contract, the Pest Controller must have appropriate license to s ervice the CBOCs in both states" and include addresses to the CBOC locations. (See Section 2.12, Special Qualifications and Section 4.0, Place of Performance on the attached conforming solicitation). All other terms and conditions remain unchanged.

Amendment 00001 for solicitation RFQ 36C25218Q0317 for Pest Control Services at the Captain James A. Lovell Federal Health Care Center (FHCC) located in North Chicago, IL.
Q1: Who is the incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number; award amount?
A1: The incumbent contractor is Orkin, LLC. The contract number is GS-06F-0003N VA69D-12-F-1838, dated July 3, 2012; award amount $160,250.
Q2: How many were the plus year options?
A2: The contract was awarded for one (1) base year, plus four (4) option years.
Q3: Has the SOW changed from previous solicitations?
A3: The only change was to include bed bug treatments at the Community Based Outpatient Centers (CBOCs) located in Evanston, IL, McHenry, IL and Kenosha, WI when a patient brings the bugs into the facility from the outside. No other service was added to the Captain James A. Lovell Federal Health Care Center (FHCC) campus.
Q4: Is parking access provided free of charge for our technicians at all sites listed?
A4: The COR notifies VA Police that the Contractors marked pest control vehicle will pull up on the grassy areas and side streets to perform tasks. There is parking on-site that is free of charge. Naturally, common sense must prevail. If you park in handicapped, red zones, in front of hydrants, you are liable for tickets.
Q5: Given that the scope is very broad in terms of target pests, do you have specific information or trending data available for problems with each pest over the past 1 - 2 years?
A5: There have been ants sited in the tramway. Due to the old buildings, cockroaches have also been reported that were driven to upper floors by steam leaks. Once steam leaks are taken care of, baiting works.
Q6: For issues such as lice, scabies, etc which are traditionally more medically treated pests, what exactly are you requesting the IPM provider to complete in terms of treatment?
A6: Lice and scabies are treated medically. We ask the pest controller to treat the area that the patient visited as a preventive measure.
Q7: What type of wildlife issues have you had, and how frequent?
A7: There are issues with raccoons. The raccoons crawl between the walls in Building 1. There are cats on the property that are protected by staff members. They prevent trapping and get PETA involved. The fox and coyotes take care of the rodents, chipmunks and geese. Raccoons are year around and geese are seasonal.
Q8: What issues have you had with mosquito?
A8: There are no issues with mosquitoes.
Q9: What is the scope of any bird work (pigeons, etc) that has been performed over the past 3 years?
A9: Bird work consists of catching and releasing birds that fly into the tramway through open doors and make their way into the buildings. It happens approximately twice a year, but staff catch and release. We also have an occasional bat, which is catch and release. This happens during the October timeframe each year. Maybe one or two occurrences.
Q10: Is there preference for Veteran owned businesses?
A10: This requirement is a 100% Veteran Owned Small Business Set-Aside.
Q11: Are there subbasements on the FHCC campus?
A11: Yes.
Q12: Will a site map of the FHCC campus be provided?
A12: Yes, see Attachment A.
