Q&A:
Please note that the following information has been added to the solicitation, which was revealed in correspondence with the market. The following questions and answers are provided:
1. “Under mechanical, requested is hydraulic lift bed. XXX offers electric lift or manual lift, would either of these be acceptable? If both hydraulic and electric systems could lift the same capacity, does it matter whether the lift is hydraulic? May this spec be changed to “automatic” lift, for example, so that it may include either hydraulic or electric?” The hydraulic lifting mechanism is much more stable for holding the plow up and down for multiple usage reasons. The electric winch lifting mechanism is susceptible to moisture- and weather-related failures thus causing the Government added long term maintenance and repair costs. The hydraulic version requires no added maintenance costs due to outside storage. It is the same reason why plows that are on vehicles don’t use a winch to lift them. When using a plow for commercial purposes it is necessary to apply down force during certain situations to prevent lifting of the plow. Not to mention if the plow is lifted by an electric winch then how would the plow rotate from side to side without hydraulics? That would mean that the plow would have to be manual and that does not meet the requirements we put forward. The plow needs to be completely operable from inside the cab with advanced lifting rotating and v nose closing and opening operation.
1. “It is our confident recommendation that you swap the ATV tires for the HD worksite tires. Our dealer has sold 100 of these units this year and none of them have been retailed with ATV tires. The orange unit has the worksite tires and the camouflage unit has the ATV tires. The school system in Chicago uses the worksite tires and finds the tires preform just as well in the snow, without rutting up the grass.” Worksite tires will be accepted. See SUMMARY OF CHANGES, below.
1. “Our dealer also recommends that if the end user is not going to ever use a broom attachment, the better snow plow is a Boss RTV unit.” I looked into the Boss plow also and it is extremely overkill for the application and is unnecessary and was pricier than the Kubota plow, and we want the mount so we can put on the broom accessory because we recently got rid of our street sweeper so that was a pro of having the Kubota plow.
1. “I was talking with my supplier and they said that it 1100 series would be the best value to go with for all 7 UTVs. Would that be something the end user would be interested in?” This is to be addressed in the question below. Otherwise, anything that meets the technical specifications/salient characteristic outlined in the solicitation should be acceptable.
1. “The Request for Quote states heat and air conditioning, the 900 does not have air available except with a roof mounted unit aftermarket, It would cost more than an RTVX1100 to build this way.” Maintain a heater option on the 900-series vehicles but remove the requirement for A/C on those vehicles. See SUMMARY OF CHANGES, below.

Mechanical:
· Must have a hydrostatic transmission.
· Must have a minimum 60 amp alternator for accessory equipment.
· Must have Power steering.
· Must have in-cab differential lock.
· Must have in-cab control of bed operator.
· Must have a hydraulic lift bed with at least 15+ cu. ft. capacity.
· Must have front and rear tow hitch capability.
· Must have power in cab operated V plow with advanced hydraulic lift/swing/open and close capabilities.
· Factory installed heated and cooled cab.
· Fully enclosed (covered) cabs.
· Must have diesel engines.
· Must have 4-wheel drive.
Safety:
· Minimum 2.0" steel tube roll cage; Must meet OSHA 1928.53 & SAE J2194 ROPS.
· 4-wheel disk system must be sealed to reduce failures related to moisture.
