1.0 ASBESTOS INSPECTION SUMMARY
On August 2, 2013, Wes Green, Brett Brumbaugh and Samuel Ansara performed an inspection and sampling to comply with the US Environmental Protection Agency (EPA) regulation National Emission Standards for Hazardous Air Pollutants (NESHAP). The purpose of this inspection was identify and quantify the potential regulated asbestos containing materials (RACM) and non-RACM materials located in Quarters 31, 32, 33, 34, 37, 38, 41, Quarter Garages 75, 78, 81, 82, 83, and Quonset Huts 110, 111, 112, 113, 114, 116, 117, and 124 on the Danville VA campus in Danville, IL for the Department of Veterans Affairs as part of the planned demolition of the structures.
As a result of this inspection, and previous asbestos inspections, asbestos was identified in the following structures:

The asbestos materials in these 8 structures must be removed by a State Licensed asbestos contractor prior to the demolition of the structures in accordance with USEPA NESHAP and State of Illinois asbestos regulations.
The remaining 12 structures were determined to be asbestos free as a result of the inspections and subsequent laboratory analyses of suspect asbestos containing materials.
Bulk sampling of suspected ACM was based upon the appearance, texture, and location of the material. All bulk samples were analyzed utilizing current EPA methods for PLM (Polarized Light Microscopy) by EMSL laboratory in Ann Arbor, MI. EMSL laboratory is accredited by the NIST, NVLAP program (National Institute of Standards and Technology, National Voluntary Laboratory Accreditation Program) and also an American Industrial Hygiene Association (AIHA) accredited laboratory.
The bulk sampling of the asbestos materials was conducted by Wes Green who is accredited by the State of Illinois as an Asbestos Inspector and Management Planner #100-06951. Also assisting with the surveys and report preparation were Brett Brumbaugh who is an accredited asbestos inspector in 7 states and has conducted asbestos inspections for 26 years; and Sam Ansara was also assisting on the inspections and has also been conducting asbestos inspections for 25 years.
Prior to this inspection, USFin was provided copies of the previous asbestos survey conducted by Cape Environmental in 1995 that included extensive sampling. The purpose of this inspection was to verify the adequacy of the previous sampling and to re-quantify all asbestos containing materials in the buildings. Also, the 1995 survey determined that numerous suspect asbestos containing materials that were analyzed had no asbestos detected. A negative sample analysis is the only definitive method to determine if a material can be considered “non-asbestos” in accordance with OSHA and EPA regulations.
All physically accessible areas in the buildings were visually inspected and any material suspected to contain asbestos was sampled during the inspection. Bulk sampling of suspected ACM was based upon the appearance, texture, and location of the material. Random samples were taken from each homogeneous area of materials. Every effort was made to collect bulk samples from already damaged areas. When samples were taken, efforts were made to reduce the potential for exposure to the evaluator and the building occupants. Where feasible, the sampling area was wetted with amended water to reduce the release of fibers when the sample was taken.

2.0 ASBESTOS INSPECTION SAMPLING PROTOCOL & GLOSSARY
SAMPLING PROTOCOL
The bulk samples were collected from locations that were selected to be representative of the building materials. Sampling was accomplished using the simplified sampling scheme referenced in the AHERA regulations and found in the “Pink Book”. Locations of individual samples are referenced on this report.
The samples were either collected with a coring tool designed for asbestos sampling or placed into a plastic bag for laboratory analysis. The samples were analyzed via polarized light microscopy with dispersion staining, using the “Interim method for the Determination of Asbestos in Bulk Insulation Samples” found in Appendix A to Subpart F in 40 CFR Part 763.
The regulations require specific numbers of samples be obtained per homogeneous area. For example when sampling for joint compound or asbestos in hard plaster (sprayed-on or troweled-on surfacing materials) samples are to be taken based on the following increments: 0 to 1000 square feet of material, 3 samples are necessary. From 1001 to 5000 square feet, 5 samples are necessary, over 5000 square feet 7 samples are required. If during analysis any samples are found to contain asbestos, the entire homogeneous area is delineated as asbestos containing material. In the case of pipe insulation or other types of manufactured materials, the regulations require only enough samples to ascertain whether asbestos is present. In this case, the minimum amount of samples to collect and analyze is usually three.
The sampling performed in this inspection followed these sampling guidelines.
ASBESTOS GLOSSARY OF TERMS
Friable asbestos material: means any material containing more than 1 percent asbestos as determined using the method specified in appendix E, subpart E, 40 CFR part 763 section 1, Polarized Light Microscopy, that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure.
Category I Non-friable Asbestos Containing Material (ACM) means asbestos containing packings, gaskets, resilient floor coverings, and asphalt roofing products containing more that 1 percent asbestos as determined using the method specified in appendix E, subpart E, 40 CFR part 763, Section 1, Polarized Light Microscopy.
Category II Non-friable ACM means any material, excluding Category I non-friable ACM, containing more than 1 percent asbestos as determined using the method specified in appendix E, subpart E, 40 CFR part 763, section 1, Polarized Light Microscopy that when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.
Regulated Asbestos Containing Material (RACM): means (a) Friable asbestos material, (b) Category I non-friable ACM that has become friable, (c) category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or (d) Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material expected in the course of demolition or renovation operations regulated by this subpart.

6.0 LEAD-BASED PAINT INSPECTION SUMMARY
The sampling of the paint chips was conducted by Wes Green who is accredited by the State of Illinois as a Lead Inspector. Also assisting with the sampling and report preparation were Brett Brumbaugh who is an EPA trained Lead Inspector and Risk Assessor and has conducted lead testing for 22 years.
Lead paint testing was conducted in the structures by collecting paint chips of representative chips of paint. Lead paint is not regulated as asbestos in such that it does not need removal prior to demolition. However, the OSHA Lead in Construction Standard (1926.62), mandates that any contractors who will disturb lead-based paint are required to conduct an initial exposure assessment of their workers to determine whether the action level for airborne Lead exposure to workers of 30 ug/m3 will be exceeded during the project (unless the contractor has historical data or a negative exposure assessment from a similar project.)
The OSHA Lead Exposure in Construction Standard 29 CFR 1926.62 makes no exceptions for the percentages of lead in paint. The actual wording in the OSHA Standard is “if lead is present in your workplace in any quantity...”, then the Standard is in effect. Therefore, the demolition contractor must abide by the OSHA regulation during demolition regarding employee exposure.
In addition, it is recommended that the demolition contractor cleanup all loose paint chips on the soil following the demolition of the structures and prior to backfilling the excavated holes. This will prevent the lead paint chips from remaining in the soil for potential future exposure to the campus occupants.
As a result of the paint chip testing, it is determined that all structures have painted surfaces that contain lead in some percentage and therefore the contractor must abide by the OSHA regulations during the demolition activities. The summary of the lead chip testing is provided in Appendix B.
