PROJECT NUMBER: 541-25-501

QUESTIONS AND RESPONSES TO PRESOLICITATION REQUEST FOR SF-330
MODIFICATION TO A PREVIOUS NOTICE
1. QUESTION – SOW 1.1 indicates that this solicitation is seeking A/E services for design, construction documents, and construction period services. Enviros is uniquely structured with the in-house capabilities to perform both the design [field investigation, issue identification/verification, corrective design and construction documents, and construction period services] as well as the implementation of repairs, including but not limited to senor calibration/replacement, equipment maintenance, cleaning, repair or replacement, test, and balance [TAB], etc. Our team has recently implemented similar repairs associated with our retro-commissioning findings for VISN 9 Stations in Kentucky + Tennessee. Please confirm if it is possible for the A/E to implement or oversee some or all simple repairs deemed to be within the scope/budget of this contract.
Response: Any firm that received a solicitation will be required to complete the Certificate of Acknowledgement- No Construction Contract, which forbids the Architect-Engineer from being awarded a construction contract for a project that it designs.
2. QUESTION – SOW 1.3 notes that the A/E shall contract with a third-party Master Systems Integrator [MSI]. Our firm has multiple experienced controls programmers on-staff with the expertise required to serve as the MSI. Can you please confirm if the MSI is required to be a third-party, or if an employee of the A/E is acceptable?
Response: The SOW has been updated to allow for the A/E to provide the Master Systems Integrator Services. Please see the document: AE SOW – FINAL revised 06-18-2024, Section 1.0 Scope of Work, Item 17.
3. QUESTION – SOW 1.3 indicates an established construction budget. Are you able to provide an estimated construction cost based on available funding for project 541-25-501?
Response: In accordance with (IAW) FAR 36.609-1(b) The amount of the construction funding limitation (to be inserted in paragraph (c) of the clause at 52.236-22) is to be established during negotiations between the contractor and the Government. This procurement has not reached the negotiation phase. Therefore, the VA is not required to disclose the estimated construction budget.
Upon review of the presolicitation notice it was discovered that the range of the estimated cost of construction was incorrect. The correct range for the estimated cost of construction is $500,000.00 -$1,000,000.00.
