About this file
This document is a Statement of Work (SOW) for the "Address Retro Commissioning Items" project at the Louis Stokes Cleveland VA Medical Center. The project will utilize a final Retro-Commissioning report received by the VA to identify and address HVAC-related items that need correction to improve energy savings at the facility.
The SOW outlines the A/E firm's responsibilities, which include performing site investigations, developing construction documents for bidding, managing the construction phase, and coordinating with a third-party Master Systems Integrator and Commissioning Agent. Key requirements include completing design submissions at Schematic Design, 65%, 100%, and Final stages, providing cost estimates, developing a phasing plan to minimize disruptions, and complying with various VA design and construction standards. The project schedule allocates 133 calendar days for the A/E firm to complete the construction documents and cost estimate. The VA plans to award a construction contract following the A/E firm's final design submission.

3. This project will require the A/E to work with the VA Contracting Officer Representative (COR) and the Final Report that indicates the items that need corrected as indicated in the Retro Commissioning Final Report. Although the report addresses items that total to more than the allowed construction budget, the VA COR and A/E shall make the determination as to which items shall be addressed that will have the most impact for energy savings at the VAMC while remaining within the project allowed budget. VA would like to focus on Heating, Ventilation and Cooling (HVAC) related items, including all identified sensors that are out of calibration or broken to be repaired, and addressing as many VAV balance (both air and water) as possible. Include the VA Cleveland Energy Manager in decisions for energy savings.
A/E shall contract with a third-party Master Systems Integrator (MSI) which will integrate the new sensors into existing graphics and verify energy numbers are updating with the new values. MSI shall also work in conjunction with the TAB contractor when balancing VAV’s.
