About this file
This document is a Special Notice from the Department of Veterans Affairs (VA) Cleveland Medical Center (CLE VAMC) regarding the intent to sole source an MRI lease for its facility in Parma, Ohio.
The CLE VAMC currently leases a Philips Ingenia Mobile MRI unit with compressed sensing software that allows for faster scan times without compromising image quality. Due to flooding issues, the VA needs to extend the hours of this MRI to meet patient demand. To replace this MRI, the VA would require a new magnet with the latest reconstruction technology, which would take over 18 months to procure in the current supply chain environment. To avoid this unacceptable delay and cost, the VA intends to negotiate solely with the incumbent provider, Rayus Radiology, for a continued MRI lease. The NAICS code is 532490 with a small business size standard of $40M. Other interested parties may identify their capabilities by April 19, 2024, but the decision to compete the requirement is solely at the Government's discretion.

SPECIAL NOTICE
NOTICE OF INTENT TO SOLE SOURCE
MRI LEASE PARMA
The Department of Veterans Affairs Cleveland Medical Center (CLE VAMC), 10701 East Blvd., Cleveland, OH 44106 intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(1)(i) - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 532490 with a small business size standard of $40. M. The VA intends to solicit and negotiate with Rayus Radiology, 5775 Wayzata Blvd., Suite 400, St. Louis Park, MN 55416 for an MRI lease for Parma, Oh.
The CLE VAMC is currently leasing a Philips Ingenia Mobile MRI housed in a mobile coach and intends to re-lease it. The limited MRI capacity caused by flooding downtime requires the VANEOHS to extend its hours on this machine even to scanning on weekends to try and keep up with demand. The compressed sense software capabilities allow for the VANEOHS to do shorter studies with preserved signal to noise. The Compress SENSE” is a proprietary, special algorithm, imaging technique, along with a proprietary 70cm large bore magnet that allows this specific Philips Ingenia to do an MRI scan in half the time as a normal MRI scanner, but maintains the same level of image quality, which is important to how busy the CLE VAMC is currently. To replace this magnet, we would need whatever manufacturer to build a new magnet with latest generation reconstruction (e.g., Philips “compressed sense”, or GE’s Air Recon DL, or Siemens “Deep Resolve” reconstruction optimization). A magnet with these features would require a new build, not an old magnet repurposed for mobile use. A new build in today’s supply chain environment would take over 18 months. This would be an unacceptable delay and cost to the Government.
Other persons may identify their interest and capability to respond to this requirement by Friday, April 19, 2024, at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. No solicitation is available at this time. All inquiries must be submitted by email to Rachelle Hamer at rachelle.hamer@va.gov.
