QUESTIONS AND ANSWERS (RFIs)

QUESTIONS AND ANSWERS

1. RFI #1 Question: Reading section 02 83 33.13, it doesn’t really state how much lead paint was found. Looks like it’s a small amount. If this is true, are you requiring the Prime to bring a licensed abatement team to remove any and all lead paint?

Answer: Any paints on plaster walls are to be treated as containing lead. It appears unlikely that paint on plaster walls would be disturbed; however, there may be instances where the contractor could disturb painted plaster above the suspended ceiling such as drilling a hole through the wall. Lead paint in this instance, as example, would be incidental to the work and requires compliance with OSHA (and the spec when disturbing) and this does not require a licensed lead abatement team but does require training in compliance with OSHA and per any requirements in the specification. The project scope of work and project specification do not require all or any lead paint to be removed; again, the purpose of the spec is if painted plaster will be disturbed then the requirements for that incidental disturbance are per the specification.

2. RFI #2 Question: There are no painting specs for this project. Can we get a list of product that will acceptable to apply after all lead abatement is finished

Answer: The intent of the project is to match all existing finishes. If plaster is disturbed provide MPI 45 .

3. RFI #3 Question: Drawing # 13-M102 Note#2 states

“EACH COOLING TOWER HAS APPROXIMATELY 96 EXISTING NOZZLE

CUPS IN THE WARM/UPPER BASIN (48 PER SIDE) - CONTRACTOR TO

VERIFY EXISTING QUANTITY PRIOR TO BIDDING. PROVIDE

ADDITIONAL NOZZLE CUPS, SO THAT EACH TOWER HAS A TOTAL OF

160 NOZZLE CUPS IN THE WARM BASIN (80 EACH SIDE). NOZZLE

CUPS SHALL MATCH EXISTING CUPS AND SHALL BE DESIGNED AND

MANUFACTURED BY THE EXISTING TOWER MANUFACTURER”

Has the owner checked with the cooling tower manufacturer to see if this is possible? It is effectively adding 2/3s increase in volume without changing the basin size or the piping and pumping systems.

Answer: The quantity of nozzle cups was coordinated with the cooling tower manufacturer during design. Per the manufacturer, each tower has 276 total nozzles, and 160 nozzle cups (80 per side) is the maximum allowed per tower. Regarding increase in volume, I am not sure what this is referring to. Adding the nozzle cups does not change anything at design conditions – the warm water overflows the cups at design condenser water flow. The nozzle cups increase the condenser water flow turndown capability of the towers, by maintaining the water depth above the outer (no cup) nozzles in the warm basin at low condenser water flow conditions. This ensures the outermost part of the fill still has full flow even at minimum condenser water flow conditions, to keep the entire fill wet to prevent fouling due to evaporation

4. RFI #4 Question:

Drawing #M601 Note #3 states

3.” NEW PUMPS SHALL BE CONTROLLED BY THE SAME BAS (MANUFACTURER) AS THE ASSOCIATED AHU.”

In that there has been numerable projects in the past 2 decades with various BAS manufacturers I don’t see how this can be accomplished. Please advise.

Answer: Any controls manufacturers/subcontractors that control an existing AHU associated with this project, will need to perform work on this project as specified. We believe that there may be one AHU associated with this project that is on Automated Logic Controls, while all others are believed to be on Johnson Controls – contractor shall verify existing control manufacturer for all affected AHUs during bidding.

5. RFI #5 Question: Specification SECTION 23 21 13 HYDRONIC PIPING

Can press type fittings be used on this project? They are commonly used throughout the facility by contractors and maintenance and would simplify tie-ins and limit shut-down time.

Answer: Press type fittings are acceptable for hydronic (not steam & steam condensate) piping. Fittings used shall be per manufacturer’s recommendations according to system type.

6. RFI #6 Questions:

A. Drawing # M501

The pipe sizes on the existing piping to be tied into are not shown on the drawings for AHU-4 & AHU-5

Answer: Field verification of existing pipe sizes/materials during design was difficult due to insulation. The size of the existing chilled water pipe runouts to AHU-4 and to AHU-5 is believed to be approximately 3” (per existing drawings). Contractor shall field verify existing pipe sizes, materials, and joining methods prior to performing work. New pipe sizes, materials, and joining methods shall match existing.

B. Drawing # M502

The pipe sizes on the existing piping to be tied into are not shown on the drawings for none of the AHU’s on this drawing.

Answer: Field verification of existing pipe sizes/materials during design was difficult due to insulation. The size of the existing chilled water pipe runouts to AHU coils shown on this sheet are believed to be approximately the following (per existing drawings) – AHU-7: 3”, AHU-8: 3”, AHU-9: 3”, AHU-10: 1.5”, AHU-11: 2”, AHU-13: 2”, AHU-14: 2”, AHU-15: 2.5”. Contractor shall field verify existing pipe sizes, materials, and joining methods prior to performing work. New pipe sizes, materials, and joining methods shall match existing.

C. Have the pipe compartments for AHU-7 and AHU-8 been measured to see if the proposed piping and pump will fit?

Answer: Field measurements were taken inside these piping compartments during design for the basis of design pumps and piping components – we believe the basis of design components will fit in the existing compartments, as detailed on the drawings.

D. Drawing #M503

The pipe sizes on the existing piping to be tied into are not shown on the drawings for none of the AHU’s on this drawing.

Answer: Field verification of existing pipe sizes/materials during design was difficult due to insulation. The size of the existing chilled water pipe runouts to AHU coils shown on this sheet are believed to be approximately the following (per existing drawings) – AHU-19: 2”, AHU-23: 4”, AHU-28: 3”, AHU-29: 3”, AHU-30: 6”, AHU-41: 2”, AHU-44: 5”, AHU-60: 5”. Contractor shall field verify existing pipe sizes, materials, and joining methods prior to performing work. New pipe sizes, materials, and joining methods shall match existing.

E. Have the pipe compartments for AHU-28 and AHU-29 been measured to see if the proposed piping and pump will fit?

Answer: Field measurements were taken inside these piping compartments during design for the basis of design pumps and piping components – we believe the basis of design components will fit in the existing compartments, as detailed on the drawings.

7. RFI #7 Questions:

A. Most of my conduit runs are in the corridors. What are the HEPA filter requirements? Do I need to build a plastic tent around an area to take a ceiling tile out in the corridor? Please advise. The pipe sizes on the existing piping to be tied into are not shown on the drawings for AHU-4 & AHU-5

Answer: Most halls are level 2 unless it is an inpatient area. Running conduit in occupied rooms will have to be done in the evening. See Addendum #1 for further clarification.

8. RFI #8 Questions:

A. Will the VA provide any parking for us?

Answer: There will be no parking by any Contractors on the Cincinnati VA Campus per specification 01 00 00 1.5F2

9. RFI #9 Questions:

A. I believe that the VA does their own inspections so I don’t need to include money for permits and inspections?

Answer: The Contractor shall maintain an adequate inspection system and perform such inspections as will ensure that the work performed under the contract conforms to contract requirements.

10. RFI #10 Questions:

A. Can grooved piping and fitting be utilized to minimize downtime and allow for less hot work?

Answer: No, groove piping is not allowed.
