36C25020B0044 – Project 506-19-102 Upgrade Elevators – Ann Arbor VAMC, Ann Arbor MI 1.) Please confirm the amperage and voltage of the new shunt trip breakers being installed. [GE] Shunt trip is not required per the Michigan Elevator Code. Will be removed from the Ghafari drawings.
See updated Sheet EP401, 2.) What is the manufacturer and model of all the existing switchboards where the shunt trip breakers are being installed? [GE] Existing MCC and fused disconnects are Square D. As the drive sizes have been reduced, we will have to specify fuse reducers and fuse sizes. See updated Sheet EP401 3.) Drawings do not indicate where the existing switchboards are located. What room is each switchboard located in and what floor? [GE] Location will be identified on a composite plan. See updated Sheets EP001 and EP401.
4.) It appears that all new feeders from the shunt trip breaker to the elevator disconnect are required. What size are these feeders? tags on the lines do not match up with anything on the feeder schedule. [GE] No new feeders and conduit in this project, just conduit and wire between new/existing disconnects and new drive controllers. See updated Sheet EP401.
[LB 7/27/20] Preliminary AC motor/drive data is below.
P1-P4: 480VAC, 40HP, 30KW, 60A output; P5 & P6: 480VAC, 50HP, 37KW, 75A output Preliminary motor data for hydraulic elevators E1 & E2 460VAC, 30HP, 40 FLA, 120 Starting Amps
5.) Please confirm the demolition of all the existing feeders & conduit are part of the project. [GE] No demolition of any feeders and conduit.
6.) Reference drawing EP401. There are (2) square boxes that are labeled P1B & P2. They are called out as elevator power supply panels. Is the electrical contractor or the elevator contractor to supply these? [GE] Panels are existing to remain. P2 is not labeled correctly. Should be CPDM-1. See updated Sheet EP401.
7.) On EP401 the drawing notes call out to refer to existing one-line diagram E7.4R1 / E7.7 / E7.7. These drawings do not appear to be in the bid pack. [GE] These notes were deleted in latest set. See updated sheet EP401.
8.) Who / What is the existing fire alarm system in the building? Could a contact be provided? [GE] Jeff Means is contact. System is JCI Simplex Grinnell.
General
9. Duration: 170 days to complete is not achievable (specifications indicate 1 elevator out for modernization at a time). Performing one elevator at a time, we would anticipate 80-90 weeks to complete. [GD] Period of Performance shall be 80 weeks (560 calendar days from the NTP).
10. Fire intercom / phone system: Need capability to communicate from lobby to all elevators and machine room? Need capability to communicate from machine room to all elevators? Please confirm.
[LB] Two-Way communication required between fire panel and elevators as well as machine room to each elevator in the group.
Hydraulic Elevators E1 / E2
11) Cab Interior Approved Vendors: Can Snap cab be added as an approved cab interior vendor? [LB] Yes, Snap Cab is approved.
12) Communication System: Please define and provide detail of what is being requested per the statement “voiceless communication”. [LB] Not mentioned in current specifications.
13) Power Units: Specification calls for dry unit. Is a submersible unit acceptable? [LB] Yes, provided all other criteria is met.
14) Firefighters Phone: Is actual phone required or a phone jack at the lobby and in the car as is current code. [LB] Provide a phone jack.
Traction Elevators
11) Cab Interior Approved Vendors: Can Snap cab be added as an approved cab interior vendor?
[LB] Yes, Snap Cab is approved.
12) Hoist Ropes: Spec calls for new machines, but states hoist ropes to be retained. Replacement of machines typically require new hoist ropes. Are new hoist ropes to be installed with new machine? [LB] Provide new (Current specifications state to provide new, Page 14 21 00-13)
13) Firefighters Phone: Is actual phone required or a phone jack at the lobby and in the car as is current code. [LB] Provide a phone jack.
14) Our elevator contractor informs us that this job will take much longer than is listed currently in the specifications. Can we get this extended to something more realistic? We are looking at Somewhere between 60 and 72 weeks. [GD] Period of Performance shall be 80 weeks (560 calendar days from the NTP).
15) There is a card reader listed on the temporary partitions. What is the purpose of this? Is this to have power and/or data? If so, where are these to be fed from? [GD] Card reader to be omitted.
16) Are we able to reconfigure the temporary partitions to allow for a temporary ceiling partition instead of going all the way to the deck? [GD] The Contractor shall provide ICRA partition plans to the VA for approval per specifications.
17) Just letting you know that you will need a hole cut in the roof for each of the machine rooms, which will require the use of a crane and for the facility to allow us to cut the roof open. [GD] Yes. Contractor to perform all ancillary needs to support means and methods for installation of all equipment.
18) Who is the manufacturer of the roof? Is there a warranty currently? [GD] Once the roof is opened, the existing warranty will be voided, and the Contractor will have to provide patching as necessary and provide a warranty on their specific work.
19) Please specify the due date time as it is not on block 13 of the SF1442.

20) 01 35 26 is not in the table of contents but is in the spec book. Please advise that this spec is the correct version of this project. [GD] This spec is the correct version of this project. Section 01 35 26 is included with this RFI response.
21) With current COVID-19 requirements please state if the CO will also accept email submissions with a public bid opening via webex or other as we are seeing this in several hospitals with tightening restrictions in July.
Email submission will not be allowed. Following the instruction provide.
There is NO visitor access to Dominos Farm. Contracting personnel will be waiting by the entrance to Lobby M to receive dropped off bids. You may drop off your bid, observing social distancing, and call in from your vehicles.

22) The solicitation does not have a pricing schedule incorporated by CLINs. Spec section 01 00 00 1.3 has a statement of bid items; Item 1, Item II, and a bid alternate No.01. Please advise to the structure of this bid. [GD] The bidder shall bid the project with Items 1 & 2 as base bid and separate alternate deducts as indicated in spec section 01 00 00.
23) In addition, the award criteria is not shown in the solicitation. Please let us know if this is an LPTA, low price only and please let us understand the award criteria when evaluating all CLINs.
This procurement is an Invitation for BID. LPTA is the process used for award.
24) Spec Section 01 00 00 1.6 states that temp buildings or storage areas may be erected by contractor. Will the hospital allow our team to utilize the nearest mechanical or penthouse spaces for a limited laydown area for new motors and controls for the project? [GD] The VA will provide construction lay-out space for the Contractor.
25) We see four cars in bank #1 (P3, P4, P5, P6), two in bank #2 (E1, E2) and two in bank #3 (P1, P2) for a total of eight (8) elevators in three different locations. Please provide the constraints for this project in terms of completion. Is this gaining substantial completion or is this a finally accepted elevator by state/USG 3rd party inspectors. Please also confirm if USG will require 3rd party testing at the completion of each phase or if all elevators will have final 3rd party inspection at the completion of all 8 elevators. We want to ensure the correct number of trips for this project. [GD] Each phase will have a substantial completion.
26) There appears to be only 8 cabs included in this project, however, GI104 detail 3/GI104 has S3 and S4 that appear to be out of contract per the electrical drawings (that would make 10 with S3 and S4 inclusion). Please advise. [GD] S3 and S4 is not included in this project. See updated Sheet GI104.
27) The period of performance on this project is 170 days (5.6 months 24 weeks)). From experience on VA elevator projects the procurement process from VA approved submittals can be 12-18 weeks to fabricated and deliver elevator components to site. This leaves 6-12 months to construct the 8 cabs. Please provide an understanding of constraints from RFI #05 and please let us know if the VA would consider extended the POP on this project or if the intent would be to provide a limited notice to proceed for the procurement of material/equipment. P3-6 could take well over the period of performance alone. Please advise. [GD] The Period of Performance shall be 80 week (560 calendar days) for the entire project.
28) Spec Sections 01 45 00, 01 35 26 state the requirements for SSHO, CQC Systems Manager, and CQC Specialists. The contract stays mute about collateral duties for either the (1) superintendent
(2) SSHO (3) CQC Systems Manager. The spec states that the CQC System Manager reports to the Project Superintendent. The spec states that the SSHO has to be independent of the CQC Systems Manager. We know that the SSHO is employed by the prime while Competent Persons (CPs) are employed by the subcontractors. Therefore, the current solicitation calls for three (3) full-time personnel by prime contractor within its field management staff. Please confirm this requirement or please help us understand the collateral duties for each expected member of the team. [GD] These can be the same person within the Prime Contractor.
29) Spec Sections 14 21 00 – 1 and 14 21 00 – 2 show approved vendors under 1.3 quality assurance. Are other notable approved contractors allowed that aren’t on this list, but that have significant past performance and relevant experience. For example, Mid America Elevator was at the site visit but is not on this list. [LB] Mid-American Elevators is approved.
30) Please confirm standard working hours for the project. We have times in GI102 noted. [GD] Refer to response #53.
31) We see the phasing plan, but can we amend to consider P5/P6 and P3/P4 as ‘separate banks’? [GD] No, bid as documented.
32) Please describe the reflected ceiling condition of the basement. Does the basement have an open ceiling to deck or is there a hard lid or ACT ceiling? [GD] Lobbies are all hard ceilings – Mechanical Rooms are open.
33) AD101, note 5, states to remove and replace elevator pit ladders. Please provide a detail, pit height, and the 05 specification. Also, please confirm that there are no pit lighting requirements or sump pump requirements. [GD] The sizes of the elevator pit vary from one elevator bank to another. The sizes will have to be field verified. Coordinate with the COR on the requirements for pit lighting and sump pump. Attached please find a standard elevator pit ladder detail, as well as Section 05 50 00 Metal Fabrications.
34) Please confirm patch painting. Patching at the existing patch, or painting seam to seam at the location of all directional indicators and other surface mounted elevator controls. [GD] Walls to be patched and then painted from corner to corner, floor to ceiling.
35) The drawing notes state that Primavera Submittal Exchange must be used. Is this a hard and fast requirement? We have never used this and using it likely means a learning curve. There are other options available like Procore that are more of the standard. [GD] Primavera is likely to be supported, but others must have the same functions and end result as Submittal Exchange and be approved.
| 36) | Are Edge Guard ICRA panels with electric push button door locks acceptable to use in lieu of metal studs and drywall partitions? [GD] Edge Guard ICRA panels are acceptable. |
| 37) | If hard walls are required, are temp door card readers local readers only (they don’t tie to any system)? [GD] Card reader to be omitted. |
| 38) | Can the VA advise who the fire alarm vendor/contractor is? [GE] Repeated question. See response to no. 8. |
| 39) | Can the Superintendent perform SSHO and QC Manager roles or are these required to be two different employees of the Prime Contractors? [GD] These can be the same person within the Prime Contractor. |
| 40) | Are roles such as Superintendent, SSHO, QC Manager, etc. to be assigned strictly to this project and this project only, or can they be shared across multiple projects? [GD] They are to be assigned per project. |
41) Is this a tax exempt project? [GD] Yes
42) If tax exempt, will the VA be providing a tax-exempt certificate for contractors to use? [GD] Yes
| 43) | The solicitation specifies ductwork and VAV boxes as part of the scope of work associated with this project, but there is nothing in the drawings or specs. Please advise. [GD] There are no ductwork or VAV boxes within the scope of work. |
| 44) | We expect that the best method for getting equipment into position is to cut an access hole in the roof of the Central and Freedom buildings and install an approximately 6’x6’ access hatch. Can the VA advise if this is an acceptable means and methods? [GD] This is acceptable. Contractor to perform all ancillary needs to support means and methods for installation of all equipment. |
| 45) | If yes, this will require a crane for the picks. Can cranes make picks on regular hours or do these require off hours? [GD] Regular hours are acceptable. |
46) Does the VA expect any portions of this project will require off hours work? If acceptable, can specs and drawing details be provided for the hatch and its installation? [GD] If the hatch is required, the A/E will give direction on necessary installation, but Contractor to perform all ancillary needs to support means and methods for installation of all equipment.
| 47) | Is there space for a Superintendent to set up within the VA or should contractors plan to supply an office trailer (asking because we understand VA’s are always short on available space)? [GD] VA will provide lay-out space for the storage of materials and Superintendent office. |
| 48) | Are the elevators currently powered by emergency generator power? If yes to the above, are all elevators able to operate at the same time or do they need to be selected once they are lowered on emergency power? [GD] The elevators are connected to emergency generator power – they are to be selected once they are lowered on emergency power. |
| 49) | For the 4-car elevator group, is the elevator contractor able to work 2 crews at the same time? In other words, can 2 of the 4 elevators be down at the same time in that group? [GD] The elevators are to be completed per the phasing described in the Construction Documents. |
| 50) | Who will be the Inspecting Code Authority for the elevators upon completion? [GD] The VA is the AHJ. |
51) Drawing EP401 calls out the existing power drawings, are we going to receive these drawings? [GD] Drawing EP401, in General Note 1 references EE001 and EE02. Both drawings are in the drawing set. No other drawings are called out as references on drawing EP401.
52) Is this project Tax Exempt? [GD] Yes
53) What are the working hours? [GD] Working hours are from 8 am – 4 pm. Disruptions or work that will impact facility operations will have to be performed on off hours and/or weekends and holidays.
54) Who is the Elevator company who installed/upgraded these elevators? [LB] Mid-American (Traction); Schindler (Hydro)
55) Who has the controls for the elevator? [LB] Elevator contractor performing the work. Tie-in of these controls to the BMS system is a joint effort between the elevator contractor and Siemens Technologies.
