About this file
This document contains an amendment to a solicitation for a federal contract opportunity with the Department of Veterans Affairs. The amendment provides answers to questions from potential offerors regarding project details. Specifically, it addresses a project to replace an air handling unit at a VA medical center, with a value between $100,000 and $200,000 under NAICS code 236210. The solicitation requires the work be performed by a verified Service-Disabled Veteran-Owned Small Business, and that the contractor perform a minimum of 25% of the construction work. Offerors must submit all required small business registrations and certifications. The amendment clarifies access to the mechanical room, thickness of an existing concrete pad, tax exemption status, and other technical details. It does not provide any new information on products or services required for the project.

Questions
Q1. Where are doors located on the roof that will provide the egress for the new AHU? What is the size of these doors?
A1. Drawing M104 shows the double doors that go to the chillers on the roof.
Q2. Is there the proper clearance to get the AHU in its location in the mechanical room (duct work, piping in the way)?
A2. The unit is required to be brought into the penthouse in pieces and re-assembled in the final location. Refer to the phasing notes on sheet M104 for more detail on what is required for transporting AHU components into and through the penthouse.
Q3. How do you get to this mechanical room (elevator, stairwell)?
A3. Access to the mechanical room is via the stairwell shown on M104.
Q4. We are supposed to remove the existing AHU concrete pad, how thick is this slab?
A4. The A/E notes show 2”.
Q5. Is this a tax-exempt project?
A5. Yes, this is a tax-exempt project.
Q6. If so, will the VA issue a Tax-Exempt certificate for use by the Prime Contractor and Subcontractors?
A6. The tax-exempt document will be issue to the prime contractor after award of the project.
Q7. During the Prebid walk we were unable to see the CT Scan Room. We were very interested in seeing above the ceiling tiles. There are no utilities shown on the drawings. Can the VA provide details on fire sprinkler piping and other utilities above the ceiling? If something like a fire main or other major utility needs to be moved, and its not indicated in the drawings, and we were unable to see inside the room or in the ceiling during the Prebid, this could present an obstacle.
A7. The following drawing is for reference only. It shows a fire mains running along the corridor and a 4” main that enters into the control room.
Q8. Who is the Honeywell and/or Fire Alarm rep? We’ve been unable to reach Honeywell after several attempts.
A8. Courtney Shoemaker at 613-800-9450
Q9. The drawing FX102 shows sprinkler modifications extending outside of the CT Scan room and into the corridor. Does the VA expect the piping outside of the room needs to be reworked or replaced?
A9. Yes, piping modifications are anticipated which is why it is included on the fire suppression sheet.
Q10. Is yes to the above question, are we do build ICRA partitions in the Corridor? If the piping in this area needs to be replaced, the ICRA walls would block the Corridor.
A10. Yes. ICRA barriers are required for the work. Corridor shall not be blocked during daytime hours. Coordinate work times with COR.
Q11. Does the VA expect us to cover the whole room with plastic before beginning any work?
A11. Areas of work will not be cleared for work. Any equipment, furniture, etc. must be protected in place.
Q12. Are we expected to build ICRA walls in the corridor area where cross ties to the Bone Density room ductwork will happen or can this work take place with the ceiling tiles removed as-is?
A12. Yes. Corridor shall not be blocked during daytime hours. Coordinate work times with
COR.
