Solicitation 36C25019B0033-001 - Attachment 2

RFI Q&A

Q1. Section 23 81 23 1.4 F states that Completed System Readiness Checklists provided by the Commissioning Agent and completed by the contractor, signed by qualified technician and dated on the date of completion, in accordance with the requirements of section 23 0 8 00 Commissioning of HVAC Systems. There is no section 23 08 00 in the specs. Please verify the requirements and if the commissioning agent is provided by the VA or the contractor.

A1. There is not a commissioning agent on this project. Startup, testing, and training as part of 3.5 and

3.6 shall be provided by the contractor and will be witnessed by the VA.

Q2. Drawings #A-SD-04 conduit path talks about infection control safety measures. “General Notes #9” - Does this mean running conduit down hallway with a HEPA?

A2. This work can be completed with an above ceiling work permit, Engineering does not think a HEPA tent is necessary.

Q3. Does the VA have a tent on site to use?

A3. The VA does not.

Q4. Working in the corridor normal or off hours?

A4. Work shall be coordinated with Parma CBOC director and building owner. It is reasonable to plan for this type of work occurring outside of normal business hours.

Q5. Could we visit the site?

A5. As referenced in the solicitation the scheduled site visit was May 23, 2019.

Q6. The drawings specify R-20, 3” roof insulation, there are no products that meet this. Polyisocyanurate has an R-value of 17.4 at 3”, and Extruded Polystyrene insulation has an R-value of 15 at 3”. Please advise as to which standard you are requiring: R-20 or 3”. Please also advise whether you want polyisocyanurate or Extruded Polystyrene, whether this is to be in one layer or two layers, as well as the desired attachment method (Mechanically attached or set in adhesive? – the specs list both)

A6. The intent is to achieve a minimum of R-20 R-value for the roof. If this cannot be achieved in 3”, then the total thickness shall be increased to achieve this value. A single layer or multiple layer approach is acceptable as long as the R-value is met. GC may select the desired approach at their discretion. Polyisocyanurate shall be used – mechanical attachment is acceptable.

Q7. Please clarify roof system design (EPDM roofing spec 07 53 23), the specs have much more than what is detailed on the drawings.

Q7.1 The specs mention a 6 mil polyethylene sheet (item 2.7). Is this desired? If so, is this meant to be as a vapor barrier direct to metal deck? This would not be included in the warranty if installed. This is not shown on the drawings

A7.1. This sheet is not required provided that the batt insulation that is shown to be included between the studs is provided with a vapor barrier facing behind the gypsum board ceiling.

Q7.2 Specs mention a protection mat (item 2.10). This is not shown on the drawings.

A7.2. Protection mat not required.

Q7.3. Specs mention pavers in item 2.6, there are no pavers shown on the drawings.

A7.3. No pavers are required.

Q7.4 Item 2.5F states manufacturer’s standard solvent based adhesive for EPDM (which does not meet VOC limits), but item 2.3C.2 mentions VOC limits, which would necessitate a different adhesive to meet VOC limits. Please advise as to desired adhesive.

A7.4 The adhesive used for the roofing system must be a product that is identified by the EPDM membrane system manufacturer to be compatible with their membrane system. If the roofing manufacturer does not offer an adhesive within the specific VOC limits, and an EPDM membrane company cannot be found that has an adhesive meeting the VOC limit requirements, this will be acceptable given that the structure is being constructed entirely outdoors and is not located near any existing mechanical air intake vents or equipment.

Q7.5 Item 3.5E mentions battening down the perimeter. With a fully adhered EPDM roof, this is not necessary or required by manufacturers. Please advise as to whether this is still desired.

A7.5. Not necessary, provided that the EPDM system is fully-adhered.

Q7.6. Roof and deck insul spec (07 22 00) lists installation of coverboard (item 3.4.I).

Coverboard is not listed under the products section of this spec, nor is shown on drawings. Please advise as to whether coverboard is desired, and if so, the desired thickness and material.

A7.6. A coverboard is not required.
