X x X The purpose of this amendment is to provide answers to Requests for Information (RFI). See attached.

1. If the plaster stabilization in Bldg. 8 does not need repaired then likewise you do not require this to be painted as well, correct?

Correct if repairs/stabilization is not required then painting the areas will also not be required.

1. One of our subcontractors would like to see the site again, is there any chance of this?

A second site visit opportunity was scheduled for 4/25/2018. No other site visits are anticipated; however, as with any project information, changes will be posted to FebBizOpps (www.fbo.gov).

1. Section 02 82 11, paragraph 3.6.6. Specifications call for TEM analyses of 13 samples for areas where this is more than 260 LF or 160 SF. Is this requirement limited to friable materials (like it is under AHERA regulations)? For example, if the quantity of floor tile mastic (non-friable) to be removed exceed these quantities, will the VPIH be procuring samples for TEM analyses within these work areas?

Any material considered to be asbestos containing materials (greater than 1% asbestos by point count) regardless of the material being friable or non-friable will require TEM analyses if the materials exceed 260 LF or 160 SF.

1. Section 02 82 11, paragraph 3.6.6. Since the clearance criteria is specified in this Section as 70 AHERA structures per square millimeter, would procuring 5 samples inside the work area be sufficient (in lieu of the 13 samples specified)?

5 samples would be sufficient inside the containment.

1. Are any of the crawlspaces identified as confined spaces?

Applicable OSHA guidelines and regulations shall be in effect for this work. VA has not specifically identified whether any of the work areas in this project are, or are not, confined spaces as defined by OSHA.

1. The scope of work says some of the hard plaster systems and gypsum board systems (as a composite) contain less than 1% asbestos and are therefore not regulated under EPA NESHAPs; one of the notes goes on the say that the gypsum board systems are ACM per OSHA regulations. In addition to “comply with OSHA 29 CFR 1926.1101” will work disturbing these materials also be completed per other requirements of 02 82 11?. For example, will the VPIH be required to perform clearance sampling at completion of work?

Since this is not considered an abatement activity and fall under only OSHA and not OEPA then the VPIH is not required.

1. What is the anticipated start date for project?

Immediately upon receipt of an awardable bid, VA will proceed with standard construction contract award proceedings including scheduling a Pre-Construction Conference. It is anticipated that Notice to Proceed will be issued at the Pre-Construction Conference.

1. Amendment 2 issued new drawings and specifications for abatement quantities, several of the buildings crawl spaces require 4” of concrete slab to be poured level. Are we to use the square footages shown on the abatement quantities for the concrete square footage?

Yes, use the dirt crawl space areas listed on the documents.

1. Will there be a spec section for concrete issued?

No. The contractor may use an LSM 100 low strength material.

1. Is there any reinforcing required?

No. The crawl spaces won’t see any traffic or loading.

1. what is the finish of the concrete to be?

A float finish that a person can crawl over without tripping.
