QUESTIONS FOR RFQ # 36C24919Q0110
1. This contract was awarded in spring of 2018, why is this service being rebid?
Change in requirement.
2. Is the current contract invited to bid on this solicitation?
This solicitation is open to all SDVOSB.
3. The range of vehicles valet is 500 – 700 per day, this range equals to 3 to 4 valets. What is the average number per day? The valet contractor must staff to manage 500 to 700 or more vehicles per day. The demand is expected to grow.
4. Item 2 in QASP – Five-minute delivery time is impossible to achieve 98% of the time. During the midmorning hours when Veterans are still coming to the Hospital for appointments and early morning appointments are returning (9:30 to 11:30am) Valets will be picking up keys from the Podium Attendant while parking a Veteran’s vehicle. This is a six-minute task at a minimum. 10 minutes is a more reasonable goal. This requirement is as stated no change.
5. Item 3 in QASP – Daily Reports are to be delivered at closing. Can this be a 24-hour requirement? No, requirement is as stated no change.
6. Item 6 in QASP – Most VA Hospitals front load the appointments in the 8:00 – 9:30am time period. To accept the Veteran’s vehicle and secure it during this time is not possible to do within 5 minutes. 10 – minutes per vehicle is a more attainable. We are happy to share a copy of the appointment template with the chosen contractor.
7. Item 7 in QASP – 15 to 18 vehicles per hours. This time frame is not realistic. The route to the near valet lot is 525 feet to the middle of the lot. The vehicle must be surveyed then driven to the lot, parked, secured, and the survey ticket is secured to the key ring. Given the distance of the lot, each will be able to park 9 to 12 maximum vehicles per hour. This means they will be walking fast or run about 2 – miles per hour. Your calculation is close to 2 minutes.
8. Will the VA provide the operator with storage area for operating supplies (Uniforms, Traffic cones, Go- Jacks, etc.)? If so, provide the size detail and location. The only storage is a set of 18 half sized wall lockers. These are intended for the Valets.
9. If no storage is provided, can the operator provide a shed/office (about 10 x 15ft) for the onsite manager office and storage? No. This will be located on a pre-approved area. Would the VA provide this shed with electric power for lighting, radios, computer, A/C, etc.? No.
10. If a shed is not provided or allowed, is the workspace were the site manager can use? Can you provide details on this? The valet booth is provided and this is all.
11. May the Valet contractor number the valet parking spaces in Lot N and O? The contractor will be required to submit a numbering plan to the COR for approval. If approved, the contractor will be required to adhere to VHA standards.
12. Are there any upcoming construction projects that while decrease the available parking spaces for employees, Veterans and visitors? If so, please provide detail. Certainly, construction projects may impact availability of parking. These plans can be announced once a project plan is confirmed and funded through the NRM process. There are no approved plans.
13. Please provide the walk-through sign-in sheet. In amendment 0001
14. How much notice will be provided prior to the contract start date? After all packages are review and award decision, the awardee will be notified immediately.
15. Are the valet lots shared with any other parking group? Please detail. How are the valet spaces controlled if it is shared? These lots are not shared.
16. Is the valet staging area (pick-up and return) in front of the Hospital Bldg (200) or Bldg (69)? No.
Please provide a map indicating the location or locations? Between buildings 205, 69 and 160. Are their two staging areas or one? ONE.
17. Is the staging area for valet shared with other vehicles and/or parking groups? If so who-please detail. No, the valet staging area is not shared. Other vehicles will enter the staging area but the area is not shared.
18. What is the policy when the valet controlled parking area has no more parking spaces available? An expansion plan can be activated. To date, this has not occurred.
19. Who is eligible to use the valet services? Veteran Patients and their care givers.
20. At what time does the valet service stop accepting vehicles? This affects the number of vehicles keys turned in at the at 6:00pm. 6:00 p.m. Monday through Friday.
21. Can valets wear shorts during the summer? Only approved dress may be worn.
22. Please provide the average week of patient appointments by hour. The clinic template is only available to the awarded contractor. Generally, the average number of outpatient clinic appointments per day is about 1,500 Monday through Friday.
23. What is the amount of the last monthly billing? The current contract is a bridge contract and this information is not available.
24. Is the contractor (Valet Operator) per performing the background check or is the background check for the VIP card be done by the VA? The PIV Card background check is accomplished by a collaboration between the contractor, the COR and the Contracting Officer.
25. What is the hours the Traffic Director to be at the intersection? I do not understand the question.
Who is the “Traffic Director” and what “intersection”?
How many total parking spaces are available to valet in lots N and O? 200 spaces total.
