STATEMENT OF WORK

INTRODUCTION

U.S. Department of Veterans affairs, Veterans Health Administration, Miami VA Healthcare System, Pathology & Laboratory Medicine Service has a requirement for two (2) grossing station (Surgical Pathology and Autopsy services). The proposal shall include delivery / and installation of the new equipment, as well as decommissioning of grossing station currently in use.

SCOPE OF WORK

The contractor shall deliver Grossing Stations / Systems (as specified below) and shall furnish labor and materials required for their freight, installation, integration to the existing infrastructure, (i.e., plumbing, HVAC, and electrical power) and commissioning. The contractor must also disconnect, decommission, and remove existing grossing stations from their current locations to the loading dock, observing applicable regulations, if such exist, regarding disposal of the laboratory equipment of this type. The installation must maximally integrate with existing connections to the required infrastructure without the need for reconstruction of the physical space, major alterations to the existing infrastructure (i.e., fitting of pipes requiring welding, creation of additional electrical circuits / subpanels) and the need to acquire additional equipment in support of the new grossing stations, for which Department is expected to bear the cost.

BACKGROUND

Grossing Stations / Systems are self-contained work areas (cabinets, drawers, and dissection surface) which are used to perform dissection of human specimens obtained during surgery or other invasive procedures where sample tissue / organs are removed from the patient for analysis in determination presence / absence of the disease. They are also used to dissect organs / body parts obtained during postmortem examination in determining cause of death. After their removal these specimens are preserved in formaldehyde solution.

Formaldehyde is a known carcinogen and an irritant of mucous membranes of the eyes and respiratory tract, and as such, exposure to formaldehyde and its vapors is harmful to humans. Persons who handle laboratory specimens preserved formaldehyde are unavoidably exposed to the toxic vapors and thus, their exposure must be minimized to the acceptable levels as determined by Occupational Safety and Health Administration

(OSHA). Grossing stations are designed to remove formaldehyde vapor, thereby limiting exposure to laboratory staff.

SPECIFIC TASKS

• Manufacture / vendor shall dispatch representative to the facility to evaluate physical space and infrastructure.

• Vendor shall collaborate with POC and facility’s engineers to assure all necessary adjustment to space and infrastructure are made prior to the installation date.

• Vendor shall coordinate logistical resources and coordinate with POC delivery and installation dates(s) (within limitations listed above).

• Vendor shall arrange deliver of all equipment to be made same day.

• Vendor shall dispatch authorized installers to the Miami VA Medical Center within seven (7) business days from receipt date of the new equipment.

• Vendor shall decommission old equipment and commission new equipment according to the sequence agreed upon on the first day of installation.

• Installers shall disconnect grossing stations currently in use, prepare the same for disposal / transportation out facility and move them from their current location to the facility’s loading dock.

• Installers shall install new equipment and prepare the same for connection to the facility’s infrastructure.

• Facility’s engineers will perform the final physical connection of the new equipment to the facility’s infrastructure. Vendor’s installation team shall be available to assist them during this process.

• The vendor shall conduct all necessary tests to ensure all system are functioning as designed and in compliance with all federal and local laws and regulations.

• If during the commissioning phase, any defects in labor or materials are identified, preventing the equipment to function as designed, the vendor shall resolve said defects within the same installation period (1-3 days). If additional time is required, the vendor shall notify POC, and an alternate strategy and schedule will be employed.

• If failure / malfunction of any part of the equipment occurs within 90 calendar days from date when the installation was complete, the vendor shall dispatch, to the Miami VA Medical Center, authorized representative(s) capable of addressing and resolving said malfunction(s), within ten (10) business days from day when the Vendor was notified of said malfunction. At all times, the vendor shall comply with terms and conditions of the manufacturer’s warranty.

SALIENT CHARACTERISTICS

The grossing stations must be designed and equipped with all the necessary components / technology to satisfy characteristics addressed in the Minimum Requirement:

• FRONT AIR SYSTEM

o A system that directs air flow over the dissection surface from the front to the back, thereby further reducing staff exposer to formaldehyde vapor.

• ORGANIC VAPOR / FORMALDEHYDE DETECTION SENSOR

o An active detection system which detects presence of volatile organic vapors (VOC), such as formaldehyde, in the air surrounding work surface of the grossing station and uses software and analyze and present this information on an LCD display, that is capable of audio-visual interaction, allowing the user to set parameters, that when exceeded, will trigger and audible and visual alarm.

• DIGITAL AUDIO-VISUAL DISPLAY AND TOUCH INPUT CONTROLLER

o A combination display & input user interface (touch screen) that utilizes audio-visual input and feedback methods to control system’s functions, to display performance status of those functions, including, but not limited to lights, fan speed, volatile organic vapor detection system information, formalin waster and dispenser levels, and air flow.

• MOTORIZED ELEVATION

o A motorized system capable of raising and lowering equipment to provide accessibility to work surfaces for employees with variant physical characteristics and requirement, to reduce the possibility physical injuries that are commonly seen in people in laboratory professionals performing work of this type; in compliance with American with Disabilities Act.
