STATEMENT OF NEED

Emergency Management Decontamination Tents and accessories

GENERAL: The North Florida South Georgia Veterans Health System has an urgent need for four (4) inflatable decontamination tents and six (6) portable air conditioners that are compatible with the tents for the Lake City VA Medical

Center, located at 619 S. Marion Ave, Lake City, Florida.

BACKGROUND: Currently, the nation is combating the COVID-19 Coronavirus, which has been declared a national emergency. The need for this equipment is to assist the first responders and is vital in this effort to control the spread of the virus. The North Florida Incident Command and Emergency Management have a bona-fide need for these inflatable decontamination tents and accessories to run them adequately.

SCOPE: The tents will be used for the expansion of the emergency department to prepare for and to combat the spread of the COVID-19 virus. These tents will be instrumental in the control of contamination of patients and the decontamination of staff.

SALIENT CHARACTERISTIC’S

• Inflatable tent (quantity of 2) o Must be able to deploy in 3 minutes or less o Must have a 110v inflator/deflator o Must be white in color o Must have a removable ground floor

▪ Tents dimensions shall be

• 16 feet in length

• Internal width 13 feet

• External width 14 feet

• 8-9 feet internal and external height

• Floor space of 216 sq. ft

• 14 anchor points that must be ground anchor points o Approx. 6 utility ducts o Center zipper door on the front and back of the tent o Center divider curtains with pass through areas (quantity of 2) o Deployment area shall be roughly 235 Sq. Ft

Attachment B 36C24820Q628 o Must have a wind resistance of a minimum 60 mph o Shall require a minimum of one staff to set up tent

• Inflatable tent (quantity of 2) o Must be able to deploy in 3 minutes or less o Must have a 110v inflator/ deflator o Must be tan in color o Must have a removable ground floor

▪ Tents dimensions shall be

• 21 feet in length

• Internal width 13 feet

• External width 14 feet

• 8-9 feet internal and external height

• Floor space of 284 sq. ft

• 14 anchor points that must be ground anchor points o Approx. 8 utility ducts o Center zipper door on the front and back of the tent o Center divider curtains with pass through areas (quantity of 2) o Deployment area shall be roughly 284 Sq. Ft o Must have a wind resistance of a minimum 60 mph o Shall require a minimum of one staff to set up tent

• Portable A/C units that are 14,000 BTU, Quantity of 6

• Tents must be made in the United States

• Internal radiant barrier for heat deflection in the Florida heat.
