Q1. For the Orlando VAMC, should we expect 188 Std. Console containers and (20) 95-gallon containers weekly, each month, or per delivery?
A1. Once per week.
Q2. Could you explain to me how you are estimating the paper throughput of each office?
A2. The VA does not estimate the throughput of paper of each office. Estimates for each location are based on average annual volume for each site.
Q3. If possible, could we be told an estimate of roughly how much paper is used a day instead of per month?
A3. Unknown. The VA is not tracking this information.
Q4. Are these hospitals entirely running on paper?
A4. No.
Q5. Pricing Schedule. CLIN 0004 calls for service every 4 weeks, but the table on page 13 shows service for Crossroads Annex as monthly. Every 4 weeks is preferable for scheduling purposes, can you please confirm that CLIN 0004 and associated CLINS for Crossroads is correct?
A5. Table 6.1 is revised to change the frequency of service for Crossroads Annex from ‘ONCE PER MONTH’ to ‘ONCE PER 4-WEEKS’. In the PRICING SCHEDULE, the quantity of (13 weeks) over a 12-month period for Crossroad Annex is correct.

Q6. Section E.3, is there something in this section that applies to shredding?
A6. In accordance with FAR, the provision 52.204-24 is applicable for service contracts. In addition, paragraph (c) REPRESENTATION requires the Quoter (Offeror) to respond.
Q7. Are monthly paper volumes accurate?
A7. The VA estimates a monthly volume of 78,800 LBS. Actual monthly volume may range above or below this figure.
Q8. Evaluation, (3) Price. Since bidding is restricted to SDVOSB entities, and the value of the contract will exceed $10,000.00, bidders who intend to use a non-similarly situated subcontractor must carefully calculate their bid to be in compliance with the Limitations on Subcontracting (LOS). This means that after negotiating a reasonable fee with said subcontractor, the bidder must essentially double that fee so as not to run afoul of the regulation. Has the market research and funding request for this restricted competition taken this into consideration so that the determination of fair and reasonable pricing is conducted in full context of how a bidder must compose his/her offer?
A8. This solicitation has been issued as an SDVOSB set-aside based on VA’s market research evidencing that the VA Rule of Two can be met. See 38 USC 8127(d). As such, VAAR clause 852.219-10 has been included in the solicitation. See specifically VAAR 852.219-10-(a)(1)(v), (d).
Q9. Across how many buildings will the containers at the main campus and larger outlying locations be spread? How far apart are those buildings for those larger locations? Is a map available?
A9. Attachment 5 - ESTIMATED LABOR HOURS FOR ON-SITE SERVICE identifies the number of buildings along with the estimated labor hours to perform service(s) at each site. The distance between buildings vary; however, all are within walking distance. No map is available.
Q10. Will there be any bins located above/below the ground floor at any location? If so, are freight elevators available to move the bins to/from ground level?
A10. Bins are located (other than the ground floor) throughout many of the facilities. The contractor may use elevators to move bins to/from ground level.
Q11. Is there sufficient parking for our truck at each location/building for the time it will take to retrieve containers, shred the contents and return the containers?
A11. Yes.
Q12. Is there a current contract for the work being solicited?
A12. Yes. The current VA contract providing services is 36C24819F0386, awarded to Shred-It USA, LLC.
in the amount of $56,850.00 and provides 14-weeks of service beginning August 1, 2019. A modification P00001 in the amount of $16,175.50 was awarded to Shred-It USA LLC. and provides an additional 4-weeks of service.
Q13. Is the level of effort being performed under the current contract fundamentally the same as what will be required to fulfill # 36C24820Q0132? If not, please explain how the work will be different under this solicitation.
A13. The requirement included in the current contract is the same as the contract included in the subject solicitation.
Q14. Will an area be provided to the Contractor to stage containers?
A14. At the Orlando VAMC the Contractor is provided space (close to the loading dock) to stage extra containers. At the time of the site visit, there were approximately 12-15, empty 95-gallon containers on-site at the Orlando VAMC. There may be less or no available space at other (smaller) VA sites.
Q15. Does each facility have a designated point of contact?
A15. Upon award, Contracting Officer Representative(s) (COR) will be appointed to administer the contract within their authority. Each COR may be responsible for more than one site. A copy of the COR delegation letter, outlining each COR’s authority and area of responsibility, will be provide to the awardee.
Q16. Limitation on Subcontracting (LOS). As part of the responsibility determination during the bid evaluation process, will the CO evaluate the bidder’s knowledge of and intent to comply with the Limitations of Subcontracting regulation? (C.F.R. §125.6(e)(2): Compliance will be considered an element of responsibility and not a component of size eligibility.)
A16. Responsibility will be determined in accordance with FAR 9.104-1.
Q17. How does the Agency plan to monitor and confirm that the Limitations on Subcontracting are being met by the awardee?
A17. The solicitation includes VAAR clause 852.219-74 which addresses monitoring and compliance.
Q18. The frequency of service in the Base Year for all locations appears to be incorrect especially compared to Option Years 2-4. Please review and let me know if you’ll be changing the frequency in the Base Year?
A18. The period of performance (POP) of the Base Period is February 1, 2020 through September 30, 2020; therefore, quantities reflect the number of expected services based on the frequency (see Table 6.1) for each location during this less than 12-month POP.
