Salient Characteristics for Communications system Bay Pines VAHCS

Item Specifications
Bay Pines VA Health Care System needs to completely replace the current Very High Frequency (VHF) nonpublic safety communications system with an Ultra High Frequency (UHF) nonpublic safety communications system at the main campus and add a capability at Lee County Health Care Center.
Installation
New Digital Mobile Radio (DMR) tier-three trunked system configured to operate in Ultra High Frequency (UHF) using provided federal government NTIA frequencies (4UHF pairs at Bay Pines & 1 UHF pair at Lee County).
New system shall support advanced features as laid out below.
Demolition and disposal
The current radio system to include all system devices and components after the new system is operational. The contractor’s proposal shall include salvage value for all existing components.
Requested features and expectations
All equipment and related peripherals contracted for shall be state-of-the-art technology.
"State-of- the-art" is defined as the most recently designed components that are announced for marketing purposes, available, maintained and supported in accordance with mandatory requirements specified in the solicitation. Components and products with a manufacturer's planned obsolescence within the warranty period of contract award is not acceptable.
• Contractor will be required to perform intermodulation study. Results will be used to acquire different UHF frequencies if deemed necessary.
o Any in-building coverage concerns will be addressed with the current DAS system contract.
• System must offer the necessary equipment for a performing DMR Tier 3 UHF system. 4 UHF pairs are being provided at Bay Pines and 1 UHF pair at Lee County.
• System must provide users with the capabilities to Page/Alert/Text/ and or Direct Private Call individual users.
• System must provide users with the capability to initiate a group call ensuring entire radio system users can be instantly notified.

• System must be able to provide transmitter radio Push -To -Talk ID
• System must be able to integrate with existing communications infrastructure to include seamless integration with VA Police (which communicates on a Motorola 800MHZ system controlled & maintained by Pinellas County)
• System must have built in encryption to keep communications secure from unauthorized outside sources. (Must be compatible with encryption set by Pinellas County’s system)
• System must provide voice and data capability that can be linked with multiple sites, via
WAN/LAN/RF or other like type source to Medical Center, HCC, and CBOC’s and still be able to maintain seamless voice/data transmissions system wide.
Requested features and expectations (continued)
• Capable of integrating both voice and data applications such as GPS-enabled location services, text messaging, telemetry and more, on the same system.
• System must be capable of remote updates (i.e. over the air programing) and provide the ability to deny access to lost/stolen portable radios.
• System must be installed, programmed, and configured to customers satisfaction.
• System must include all infrastructure with complete parts, accessories, battery backups, jumpers, connectors, switches, wiring, cables, spares, and services, to ensure turn-key operations.
• System should include but not limited to:
o 300 UHF portable Bluetooth capable DMR-standard digital radios with kits to include (battery, antenna, belt clip, single unit desktop charger) o 150 remote speaker microphones for radios (100 wired 50 Bluetooth) o 50 Earpiece remote speaker microphones (Bluetooth preferred) o 100 Spare batteries o 12 Multi-unit charger with 1 display (like Motorola part # PMPN4284) o 50 Spare antennas o UHF 100-watt repeaters o Lightning arrestors, grounding kits, & grounding buss bar o Network Equipment o UPS (battery backup) with 6+ hrs of runtime for all system equipment
