The Contractor shall communicate with the Contracting Officer on all matters pertaining to contract administration. B.4 PERFORMANCE WORK STATEMENT

Ground Maintenance Services

1.0. Introduction. The Government requires Ground Maintenance Services, which includes Landscaping, Lawn care, Tree Service, and Irrigation Services in support of the Miami VA Healthcare System, Bruce W. Carter VA Medical Center and the Fisher House. The contract type for this requirement is firm fixed priced contract. The Period of Performance is one (1) Base Year and four (4) optional periods; each period represents 12 months.

2.0. Description / Scope / Objective

2.1. Scope: The Contractor shall provide labor, materials, equipment, tools, and supervision necessary to provide the ground maintenance service contract.

2.2. Objective: The contractor shall provide the necessary services to ensure that grounds maintenance is performed in a manner that will maintain healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance.

4.0. Performance Requirements

4.1. The Contractor shall furnish all horticultural supervision, employees, equipment, material, supplies, transportation and labor necessary to perform professional landscape grounds maintenance, and landscape services such as mow, edge, fertilize lawns, weed removal, removal of cuttings, debris, and trash in all areas throughout both locations.

GM Service Overview.

Hedges, shrubs, and trees.
Removal of dead, damaged or unwanted trees.
Planting flowers, trees, and shrubs.
Plant fertilization.
Blowing sidewalks, parking areas, and pickup of refuse at least once per visit.

Services:

4.2. Initial Exterior Building and Ground Inspections: The Contractor shall complete a thorough, initial inspection of work site no later than five (5) days after contract award. Access to the building and grounds shall be coordinated with the COR.

4.3. Maintain Irrigation System: The contractor shall be responsible for the complete maintenance of irrigation systems. The contractor shall provide a licensed irrigation technician to be on staff. The contractor shall provide watering hoses and portable watering devices for irrigating areas that do not have sprinkler systems. All improved areas shall receive enough amounts of water, as necessary to present a uniform green color without browning or barren areas resulting from lack of water.

4.3.1. Irrigation information:

· Irrigation controllers: 8 (no micro irrigations)

· Model of irrigation controllers: Rainbird and Hunter digital controllers, with base computer

· Number of zones for each irrigation controller represent: Main Controller (9), DOM (4),

· Number heads in each zone: Approx. 80

· Linear footage of drip lines: Approx. 3000ft

4.4. Mow Improved Grounds. The Contractor shall provide:

· 38 cuts per year

· 4 cuts per month in the high growth season of April 1 through October 31

· every other week for the months of November 1 through April The Contractor shall mow all turf areas throughout MVAMC and Fisher House. Grass clippings shall be removed and/or mulched when visible after mowing. Contractor shall maintain the growth of grass height on improved grounds between 2 to 5 inches depending upon the type of grass or as needed with COR’s direction. The grass will need to be sprayed with herbicide and fertilizer as needed to keep the grass in a green healthy state in all areas that are always irrigated. All improved grounds shall always look well-manicured.

4.4.1. The Contractor shall maintain the height of the vegetation as follows:

· Newly seeded or too wet to mow with tractors, the contractor shall cut the vegetation to the required height by other means when the vegetation exceeds six (6) inches in height.

· After mowing and lawn edging, the height of the vegetation shall not exceed three (5) inches or be less than two (2) inches.

· All lawn edging shall be neat and uniformed in appearance upon completion.

4.4.2. Pavement vegetation shall be controlled in areas such as cracks and crevasses of roadways, parking lots, curbing, sidewalks, and all other types of paved and/or gravel surfaces. Landscape vegetation except for intentionally planted shrubs or trees, shall be removed from any bedded bark, woody material, gravel or stone that has been placed by the Government as impact material under and around landscape plantings. This will result in the bark, woody material, gravel, or rock impact material being free of all living vegetation.

4.5. Edging: The Contractor shall edge sidewalks, driveways, curbs, and other concrete or asphalt edges in concurrence with each visit. Areas that require edging (reference Appendix for area map) shall include removal of vegetation from cracks in sidewalks, driveways, and curbs within point five-inch (.5”) of the edged surface and to a depth of two (2.0’) inches. (reference Appendix for area map).

4.6. Trimming: The Contractor shall trim around trees, shrubs, buildings, fences, poles, posts, fire hydrants, parking lot bumper blocks, boulders, and other fixed obstacles. Trimming height shall match surrounding area grass heights. This task involves all improved grounds as shown in Appendix A. All areas shall be trimmed concurrent with mowing. Damage to trees and shrubs from trimming shall be repaired by the contractor. If a plant should die or become unhealthy due to damage, the contractor will be responsible for replacing the damaged plant with a plant of same size and type. Plant replacement shall occur within 15 days of noticed damage.

4.6.1 The Contractor shall ensure that trimming/edging is performed during each turf/landscape activity to include areas such as: parking lot islands, within and thirty feet around all park benches, picnic sites, under picnic tables, fences, guardrails, around water fountains, fire hydrants, trash receptacles, buildings, signs, shrub and flower beds, telephone switch boxes, water meter boxes, electrical distribution panels, Electrical vaults and switch gear/boxes, landscape rocks, parking blocks, curbing, sewer lift stations, transition zones between riprap and mowed areas, and similar items within the turf/landscape limits shall be accomplished.

4.6.2. Palm trees: The Contractor shall trim palm trees as needed twice (2) a year and all seed pods or dead fronds shall be removed in concurrence with every mowing or inspection. The palms will be trimmed to ANSI standards (10/2). All trees will be trimmed at the start of the contract to for uniformity and safety in accordance with the accepted horticultural standards and the international society of arborist. This occurrence shall be effective within the first 30 days of contract award.

4.6.3. Maintain Trees: The Contractor shall have an arborist on staff to ensure all trees in improved and semi-improved are properly cared for in accordance with ANSI A300.

Care of trees shall commence upon contract award; all trees shall be:

· Pruned;

· Trees shall be pruned on an as-required basis to provide safety, prevent structural damage and obstruction of clearance(s).

· After all trees have been initially pruned they will be trimmed, on as needed basics.

· Trimmed for weight and wind tolerance.

· All trees will be deadwood for safety.

· The Contractor shall prepare all trees for hurricane season.

Utility Poles and power lines

· Trimming and/or pruning of trees around utility poles/power lines isthe responsibility of the
contractor.

· The contractor shall notify the COR when trimming and pruning around utility poles and power lines.

Tree height requirements:

· Minimum safety clearance is 14 feet over streets, 12 feet over driveways, 8 feet over walk areas, and 4 feet from buildings.

· Topping and de-horning shall not be permitted.

4.6.4. Shrubs/Hedges/Plant Areas Shrubs, small trees, and other plants shall be maintained according to the American Society of Landscape Architect's standards. They shall be pruned as required to maintain their natural growth characteristics. Shrubs and small trees shall be trimmed and pruned to enhance the beauty and health of the plant. Hedges shall be maintained to their natural mature height and shape. Broadleaf evergreens and flowers beds shall be pruned annually or as required maintaining clearances of minimum of 3 inches from buildings, sidewalks, or other obstructions.

4.7. Maintain Bedding and Planted Areas: The Contractor shall fertilize, water, edge, eliminate weeds, and repair or replace damaged plants in shrub and plant beds. The Contractor shall maintain and/or replace cypress or red wood mulch bedding. All weeds shall be removed or eradicated manually or mechanically, chemically as needed by using round up or a chemical approved by the COR. All fill material shall be placed to allow for settling which allows for constant and even slope. If after settling the area does not have a constant and even slope it is the responsibility of the Contractor to rework the area at no additional cost to the Government.

4.7.1. Mulch: The Contractor/crew shall inspect all mulched areas at each visit/service. Mulched beds shall be replenished or replaced with two inches (2”) of new mulch material bi- annually or on an as needed basic.

4.7.2. Weeding: The Contractor/crew shall be responsible for the weeding of all plant beds. Pre and post emergent herbicides shall be applied to minimize weed growth.

4.7.3. Aerate Soil: Aerate soil on improved grounds to maintain grounds in a healthy state. The Contractor shall aerate turf in areas designated by COR annually. After aeration of all of the designated areas the plugs removed from the holes must be mulched into turf. Areas shall be aerated before major fertilizer application, at least once a year.

4.7.4. Tree Stumps: Contractor shall remove tree stumps as required per the COR instructions.

4.8. Fertilizer(s): The contractor shall apply an effective commercial fertilizer application program for all improved grounds. Approved fertilizers shall be applied in accordance with the manufacturer’s instructions. The type and amount or fertilizer or applied shall be based on results of a soil test. Soil tests are the responsibility of the contractor. Fertilizer will be applied on a scheduled basis (plan approved by COR) consistent with the types of plants, grass and tree located at all campuses using best management practices to enhance health landscaping.

4.8.1. Broadleaf Control: The Contractor shall apply a liquid broadleaf weed control to turf and bedded areas according to the manufacturer’s label. Proper consideration shall be given to season, temperature, water conditions, etc., prior to applications.

4.8.2. Decorative areas: Herbicides shall be used in the decorative areas, i.e. flower beds as needed for weed sprouts. Furthermore, herbicides may be used to control vegetation in the sidewalk cracks as well as along the fence line where there are rocks.

4.8.3. Level 1 Vegetation Control: Level 1 control shall consist of non-selective spot or band application to unwanted herbaceous and/or woody vegetation within an area specified by the COR with pre- and/or post herbicides or contact weed control chemicals (such as Roundup or Rodeo). The applied chemical spray shall be at least two percent (2%) concentrate. The chemical must be approved by the COR before application and applied according to manufacturer’s specifications.

4.8.3.1. All areas that are over seeded shall be prepped to promote healthy growth. Fertilizers shall be applied as required according to soil content and type of grass, tree, flower, or bush as applicable.

4.9. Repair Damaged Areas: Areas damaged by contractor vehicles shall be repaired to match the surrounding area at no additional cost to the government.

4.10. Topsoil: Topsoil must be of a quality that will establish and maintain vigorous stand of grass. It must be free of rocks, rubble and woody material. Sources with more than five percent (5%) clay is not acceptable for use. Areas encompassing more than one (1) square foot will have new sod installed. All fill material shall be placed to allow for settling which allows for constant and even slope. If after settling the area does not have a constant and even slope it is the responsibility of the Contractor to rework the area at no additional cost to the Government.

4.11. The contractor shall plant and replace Annuals up to four (4) times per calendar year:

The contractor shall provide the COR with samples of the proposed annuals to be planted and an estimate of the total cost. Annual installations shall include all necessary soil amendments and nutritional requirements to meet the needs of the specific plants installed.

4.12. Remove Debris/Grounds Inspection: In concurrence with each visit, the contractor shall perform general litter patrol in all ground maintenance area and all hard surfaces, concrete, sidewalks, bus stops and gazeboes/covered areas. Responsibilities include the removal and disposal of all-natural debris, (tree limbs, dry brush, leaves, etc.), and man-made debris. Contractor shall police to ensure the area is free of debris, trash, leaves, and alike. Contractor is responsible disposing of all debris at an off-base location in accordance with existing local, state, and federal regulations.

4.13. Emergency Services: The Contractor shall respond to emergency services by phone within two (2) hours, and at site within 24 hours. Contractor shall provide plan of action in the event an emergency occurs, and communication and/or routes are not accessible.

4.13.1. Included by not limited to services in an emergent situation are:

· Hurricane/natural disaster cleanup and debris removal; debris shall be disposed of offsite.

· Clogged drains

· Removal of trees affected by the natural disaster event

4.14. Safety and Health: The Contractor shall observe all safety precautions throughout the performance of this contract. All work shall comply with the applicable requirements of Title 29 Code of Federal Regulations (CFR) 1910, 29 CFR 1926, and 40 CFR 751. All work shall comply with applicable state and municipal safety and health requirements. Where there is a conflict between applicable regulations, the most stringent will apply.

4.14.1. The Contractor shall assume full responsibility and liability for compliance with all applicable regulations pertaining to the health and safety of personnel during the execution of work.

4.15. Special Entrance: Certain areas may require special instructions for persons entering them. Any restrictions associated with these special areas will be explained by the COR. The Contractor shall adhere to these restrictions and incorporate them into the Maintenance plan to include that of the Fertilizer and Herbicide Control Plan.

4.16. Uniforms and Protective Clothing: All Contractor personnel shall wear distinctive uniform clothing. The contractor shall determine the need for, and provide any personal protective items required for the safe performance of work. Protective clothing, equipment, and devices shall, at a minimum, conform to United States (U.S.) Occupational Safety and Health Administration (OSHA) standards for the products being used.

4.17. Vehicles: All vehicles used in performance of this contract shall be clearly marked with an all-weather identification sign showing the Contractor’s name, type of business, and address.

4.18. Certification(s): The Contractor shall maintain any/all required certifications throughout the term of this contract. All Contractor personnel providing on-site Fertilizer and Herbicide application shall maintain certification as Commercial Fertilizer, and Herbicide Applicators in the category of Industrial, Institutional, Structural, and Health Related. Uncertified individuals working under the supervision of a Certified Applicator will not be permitted to apply fertilizers, or herbicides under this contract.

4.19. Reporting: The government will appoint a primary representative for management of the day to day activities of the contract as well as contractor performance assessment. The identity, title, and authority of this representative will be provided in writing to the contractor after contract award. The contractor’s program manager is responsible for communicating with Government Grounds supervisor prior to the start of the workday and upon completion of each workday.

4.20. Special qualifications: The Contractor shall, without additional expense to the Government be responsible for obtaining any necessary licenses and permits, and for complying with any applicable Federal, State, and Municipal laws, codes, and regulations, in connection with the execution of the work.

4.21. Government Furnished Property: None shall be provided, i.e. waste disposal containers, storage space, and/or supplies.

4.22. Contractor Furnished Equipment and Materials.

The contractor shall furnish all horticultural supervision, equipment, material, supplies, transportation, and labor necessary to perform the requirements of this contract. Mowers, trimmers, lawn edger’s, and any other required equipment shall be equipped with manufacturer’s recommended safety protection devices to ensure worker and public safety at all times. Contractor shall inspect equipment daily and conduct preventive maintenance to ensure equipment is in good working condition.

4.22.1. Equipment: The COR reserves the right to inspect all equipment, materials, and supplies prior to award of this contract and during the contract. All request for replacement of equipment, materials, and/or supplies used in this contract, shall be sent in writing to the COR. The COR reserves the right to reject any equipment not deemed safe or appropriate for use.

4.23. Lawn Maintenance and Renovation: Mowers shall be equipped to catch clippings or mulch the grass effectively while mowing the lawns not after. Mowers shall be equipped so that scalping of turf does not occur. The mower shall be equipped with tires designed not to leave cleat or lug marks.

4.24. Trimmers and Vegetation Control: Equipment or methods used for trimming or vegetative control work shall not harm, deface, destroy, remove, or alter trees, landscape plantings, or developed facilities (including sign posts). All trimming and vegetative control equipment or methods must be submitted in a written work plan and approved by the COR before any work begins.

4.25. Material Safety Data Sheets: The Contractor shall provide “Material Safety Data Sheets” (MSDS) from the manufacturers of all chemicals and herbicides or any other supplies of a chemical nature used in the operation of this contract. The Contractor shall submit “Material Safety Data Sheets” to the COR seven (7) days prior to initially using the item mentioned.

4.26. Maintenance Reports: After work is completed, the contractor’s representative shall submit, in writing, a complete report of services performed for each item of equipment. The Grounds Supervisor, or his designee, must sign the service report before the technician(s) leave the facility.

4.27. Chemical Application: The Contractor shall furnish only approved chemicals in accordance with Environmental Protection Agency guidelines. Chemicals shall be of the type required and selectively suitable for the work at hand. Use of soil sterilant shall not be permitted. Mixing of chemicals, filling of containers, applications, and disposal shall be in accordance with manufacturer’s label instructions and Federal and State laws. The chemicals shall be applied according to manufacturer’s directions. The Contractor shall possess applicable, valid commercial applicator license(s) as issued by the State of Florida, copies of which shall be submitted to the COR prior to the commencement of work. The Contractor shall ensure strict control of chemicals and implement safety precautions in the application of chemicals. Contractor is liable for all damages resulting from improper use of chemicals.

4.28. Chemical Reports: Contractor shall provide listing for each type of chemical(s) used. The report will be given to the COR. The chemical trade name, EPS class, EPS registration number, the target, location where applied, the total estimated amount used (gallons, pounds, or ounces) and the estimated surface area where the chemical was applied will be included in the report. (as applicable)

4.29. Pesticide/Fertilizer/Herbicide Storage: The Contractor shall not store any product on the premises listed herein.

5. Government Responsibilities:

5.1 Oversight of Service/Performance Monitoring: Contract Administration: After award of the contract, all inquiries and correspondence relative to the administration of the contract shall be addressed to Contracting Officer William L. Bridger at 305-575-3279 or william.bridger@va.gov.

5.2 CO Responsibilities: The Contracting Officer is the only person authorized to approve changes or modify any of the requirements of this contract. The Contractor shall communicate with the Contracting Officer on all matters pertaining to contract administration. Only the Contracting Officer is authorized to make commitments or issue any modification to include (but not limited to) terms affecting price, quantity or quality of performance of this contract.

5.2 COR Responsibilities

5.2.3. The COR shall be the VA official responsible for verifying compliance with PWS. Any noncompliance with the PWS shall be forwarded immediately to the Contracting Officer.

5.2.4. The COR will maintain a record-keeping system of services by electronic and hard copy records.

5.2.3. The COR will review and certify monthly invoices for payment.

6.0. Performance Location, Points of Contact and Hours.

6.1. Place of Performance:

6.2. The Government shall designate a primary and alternate point of contact at the kickoff meeting

6.2.1. The contractor shall provide a primary and alternate point of contact at the kickoff meeting.

6.3. Hours of Operation: Perform grounds maintenance services during normal duty hours from 7:30 a.m. to 4:30 p.m. Eastern Standard time, Monday through Friday, excluding federal holidays, unless otherwise required in the contract or approved by the COR. The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility during hours of operation. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. The Contracting Officer shall approve the contractor’s proposed work schedule. Upon Government acceptance of the Contractor’s performance plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to the performance plan. Contractor shall inform the COR of work schedule conflicts and immediately address conflicts to minimize disruption. Regardless of the offeror’s corporate office location, all business matters concerning this requirement are carried out during local time.

6.4.1 If the holiday falls on a Sunday, the following Monday will be observed as a National holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a National holiday by U.S. Government Agencies, and any day specifically declared by the President of the United States of America.

6.5. The Medical Centers and Fisher House grounds shall always look presentable. Prior to ALL Federal Holidays and special events, the Contractor shall be required to provide lawn service to the BWCMC and Fisher House.

7.0. Deliverables.

7.1. Proof of all required company and individual employees’ documentation and certifications required in support of this contract shall be provided by the contractor prior to commencing and throughout the contract performance.

7.2. The contractor will provide training documents prior to start of contract on all employees to insure quality trained staff.

7.3. The Contractor shall provide “Material Safety Data Sheets” (MSDS) from the manufacturer(s).

8.0. Key Personnel Replacement and Substitution.

8.1. If the Contracting Officer determines that, (1) suitable and timely replacement of personnel who have been reassigned, terminated or have otherwise become unavailable for the contract work is not reasonably forthcoming, or (2) the resultant substitution would be so substantial as to impair the successful completion of the contract or the delivery order in accordance with the proposal accepted by the Government at time of contract award, the Contracting Officer may, (1) terminate the contract for default or for the convenience of the Government, as appropriate, or (2) CO discretion, if the CO finds the Contractor at fault for the condition, equitably adjust the contract price downward to compensate the Government for any resultant delay, loss or damage.

8.2. The Contractor shall replace any absent individual for any period greater than one workday so as to leave a full complement of trained qualified personnel at all times with no disruption of services.

9.0. Contractor Personnel and Management

9.1. Security Requirements. Contractor personnel performing work under this contract are subject to background checks and investigations as detailed within VA Directive 0710, Personnel Security and Suitability Program. The Contractor shall be responsible for maintaining area security during the performance of this contract and at all times that work areas are to be closed to the public. The Contractor shall ensure that all areas are secure at the end of each work period. The Contractor shall remove and secure all work equipment from the assigned or designated work area at the completion of each workday or at the completion of an assigned work project. At no time will the Contractor leave any equipment, supplies or project residue at the work site, overnight or at the end of an assigned work project.

9.2. Access. The Contractor shall be responsible for access to, into, and through all locations.

Access to locations may or may not be through locked barricades or gates on Government property and shall be by routes approved by the COR in advance prior to entry.

9.3. Report of Unusual Conditions. The Contractor shall inform the COR prior to the end of the work day of any and all unusual conditions or damages observed such as but not limited to dumping, facility vandalism, water leaks, or damages to the facilities aboard the Veterans Hospital Grounds.

9.4. Safety/Security Requirements. All work shall be performed in accordance with all Federal, State and Local regulations and guidelines regarding the use of chemicals, herbicides & fertilizers within the scope of this contract. The Contractor shall ensure services are in full compliance with all EPS and OSHA requirements. The contractor shall take immediate corrective action to remedy noted noncompliance performance.

9.5. Accident Prevention Program. The Contractor shall develop and submit an Accident Prevention Program prior to commencing work.

9.6. Regulations and Laws. The Contractor shall abide by all Federal, State and Local safety regulations during contract performance. At a minimum, the Contractor shall adhere to the following (list not all-inclusive):

9.6.1. Proper use of seat belts.

9.6.2. Safety gear (vest, eyewear, footwear, headgear, hearing protection…)

9.6.3. Do not modify equipment or remove safety features from equipment.

9.6.4. Properly store and transport fuel/chemicals; mark containers.

9.6.5. Perform preventive maintenance checks.

9.6.6. Alcohol or drugs not permitted on the premises or during the performance of the contract.

9.7. Incident Reports. Report all accidents resulting in lost time and/or property damaged to the COR, within 24 hours. Incidents with public, persons or any accident regardless of consequences shall be reportedly immediately to the COR. Provide COR with a completed Report of Contact.

9.8. All information generated in performance of this contract becomes property of the Government and must be surrendered upon request and/or completion of the contract. The Contractor shall protect against the destruction and/or misplacement of all information produced under this contract, unless directed under local policy to destroy. This includes both hard and soft copies of data.

9.9. The Contractor shall not release any information (including photographs, files, public announcements, statements, denials, or confirmations) on any part of the subject matter of this contract or any phase of any program hereunder without the prior written approval of the COR.

9.10. Standards of conduct

9.10.1. Conduct of Personnel. Contractor personnel shall conduct themselves in a professional manner (i.e. timeliness, communication; spoken and written etc.). The Contracting Officer may require the Contractor to remove from the job site any employee working under this contract for reasons of suspected misconduct, a suspected security breach, or suspected to be under the influence of alcohol, drugs, or any other incapacitating agent. Contractor employees shall be subject to dismissal from the premises upon determination by the Contracting Officer that such action is necessary in the interests of the Government. The hospital director or designated representative has the authority to bar individuals from the Government facility. The removal from the job site or dismissal from the premises shall not relieve the Contractor of the requirement to provide sufficient personnel to perform the services as required by this performance work statement. The Government shall not reimburse the Contractor for travel and other expenses associated with the removal of personnel.

9.10.2. Contractor personnel are not authorized to carry or possess personal weapons to include, but not limited to, firearms and knives with a blade length in excess of three inches, while on Government property assigned under this contract.

9.10.3. Working Attire and Appearance. Contractor personnel shall present a professional appearance commensurate with standards delineated for Government civilian personnel acting in similar capacities.

9.10.4 The Government reserves the right to review Contractor personnel qualifications. Upon request, resumes shall be provided to the Contracting Officer prior to clearance approval, for review and acceptance by the COR. The intent is verification purpose and not for the Government to become the hiring authority.

10. TRAVEL – Not applicable.

11. NON-PERSONAL SERVICE STATEMENT

11.1. Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the PWS. Contractor employees will perform their duties independent of, and without the supervision of, any Government official. The tasks, duties, and responsibilities set forth in the contract may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.

21. PERFORMANCE STANDARDS AND QUALITY MEASUREMENT

12.1. Performance standards define desired services. The Government performs surveillance to determine if the Contractor exceeds, meets, or does not meet these standards. The Government shall use these standards to determine Contractor performance and shall compare Contractor performance to the Acceptable Quality Level (AQL). The Quality Assurance Surveillance Plan (QASP) method of surveillance will be by random inspection.
