1. Factor 1 – Relevant Technical Experience (page 43 of the solicitation) indicates offerors should submit “Attachment 04 Contractor Experience Form” with recent and relevant projects. However, the Attachment 04 listed on FBO.gov is a Past Performance Questionnaire. Please clarify: will the Experience Form be provided? Are offerors required to submit PPQs in addition to Experience Forms?

The Contractor Experience Form will be included by amendment thereby correcting the Past Performance Questionnaire (typo) on Page 31, Section J.

2. General Proposal Information (page 37) identifies the solicitation as “VA24818R0044”. The SF1442 and several other sections use “36C24818R0044”. Please clarify the correct solicitation number for this proposal.

The Solicitation number is 36C24818R0044.

3. Please confirm the “Davis Bacon Wage” Rate for an asbestos work and insulator. According to the latest Davis Bacon Wage for Hillsborough County, the closest rate for an insulator is “ASBESTOS WORKER/HEAT & FROST INSULATOR (RATE) $27.10 (FRINGE) $14.49” which be a total hourly rate of $41.59. Is this the correct wage for an asbestos worker and insulator? If this is the correct wage when must an asbestos worker, when should they get paid this rate? Does anybody entering an area containing asbestos need to be paid this wage? If it is not please provide for the correct rate for asbestos worker and insulator.

The Davis Bacon Wage Determination issued with this solicitation is the latest version.

4. Please provide a clearer set of PDF drawings (or CAD Files) as some of the drawing details are unreadable (for example detail C1 on sheet 1.E-101). Also the demo drawing symbols do not show up clear.

Contractors that desire another set of drawings or specification, may request through the COR. Send request to dennis.riordan@va.gov. The documents will be delivered via the AMRDEC system.

5. Will the VA be responsible for pulling permits for the work that will be required to cross 131st Ave?

Contractor responsible. Trenching and encasing conduit is per VA PSDM. It is possible to submit for a PSDM waiver and bore under the road instead. Contractor shall acquire permits or waiver.

6. Who is the Authority Having Jurisdiction along 131st Ave (The City of Tampa or Hillsborough County)?

Hillsborough County

7. Can existing unused duct banks be used in lieu installing new duct banks for the new exterior cameras?

Possibly, however these requests will be evaluated on a case by case basis.

8. Can multiple cameras be installed in the same conduit/duct bank or is each camera required to be a dedicated homerun.

Per VA PSDM, each camera shall have a dedicated home-run. It is possible to request a PSDM waiver and combine cameras into a single conduit.

9. Please provide the latest Hazard/Asbestos Survey for Building 1 as the drawings provided with the solicitation are believed not to be the latest survey.

The most recent survey was included in the drawing package.

10. The signal closets shown to install new switches in Building 1 are typically full of existing equipment and cannot support the addition of new systems. Are their alternate locations for the new switches to be installed on each floor?

Closets shown on Bid Documents were approved by VA during design phase. The Contractor may prose alternate locations as a no cost change.

11. Will the successful contractor be issued OI&T/Signal Core Keys to complete their work in each room? A majority of the work that will be required to install the new equipment in these rooms will occur at night when the VA Staff is not present.

No keys will be issued. Contractor will have to coordinate with COR for access.

12. Drawing 1.FX103 references drawing 1.FA103, however drawing 1.FA103 was not issued with the solicitation, please provide this drawing.

This is an error and should reference sheet 1.FA101 (not FA103)

13. Sheet 1.EY206-Cannot zoom in. Need another sheet.

See question 4.

14. Could we have the CAD Files ?

Yes. See question 4.

15. Could we get entire floor plan of Bldg#1 Basement, Ground, 1st, 2nd, 3rd ?

Drawings can be provided for reference only. See question 4.

16. Bldg.#1 communication closets do not show asbestos in closet? Were they cleaned?

Refer to asbestos survey and specifications for the most current conditions provided for reference only.

17. Communication closets show new VASS panels plus all the conduit to the VASS panels. Do the closets have enough room?

Closets shown on Bid Documents were approved by VA during design phase, coordinate with VA for additional locations as required.

18. Print EY502 shows systems details on mounting cameras. F1 is a light fixture pole base detail, where is this fixtures on the plans?

Detail F1 “Light Fixture LF-1” should be ignored. This light fixture was removed from the scope.

19. Parking lot cameras do not show what detail to mount the pole based cameras.

Mount per manufacturer’s instructions.

20. Parking lot cameras do not show fiber routing for each camera.

That is because the Parking lot cameras are POE and less than 295 feet from the switch that the fiber is connected to.

21. If cameras take power (120volts) panel location are not shown.

Cameras require either 24VAC or PoE IEEE 802.3af Class 3 POE shall be used if camera is within 295’ of indicated switch location.

Outside the 295’ radius, 120v power will be required and shall be sourced from nearest 120v circuit. Contractor may also suggest a substitute switch location in a secured comm/signal room to provide an additional switch with POE in lieu of providing 120v power.

22. Instead of installing a dedicated conduit per camera in the buildings, can multiple cables be install in a single larger conduit per NEC conduit fill?

Per VA PSDM, each camera shall have a dedicated home-run. It is possible to obtain a PSDM waiver and combine cameras into a single conduit.

23. Please identify what cameras will be removed as part of Bid Alternates 2 and 3. These cameras need to be identified so that alternates can properly and accurately priced.

Cameras to be deleted will be identified by the VA after award.

24. Do the cameras with fiber optic cable require 2 110 outlets? If so please provide the panels and circuits in order to get power for each camera.

Cameras require either 24VAC or PoE IEEE 802.3af Class 3 POE shall be used if camera is within 295’ of indicated switch location.

Outside the 295’ radius, 120v power will be required and shall be sourced from nearest 120v circuit. Contractor may also suggest a substitute switch location in a secured comm/signal room to provide an additional switch with POE in lieu of providing 120v power.

25. For options 2 and 3, regarding the reduction of the camera counts, should we continue to use the head end storage and bandwidth calculations for the full system, or reduce the storage based on the camera count reduction?

Paradigm recommends installing the entire head end system, as designed, for future expansion. However, this will be at the discretion of the VA, as will the specific cameras to be removed.

26. Many of interior cameras on the project have been specified with fiber optic cabling with a POE injector, for example, building 1, basement camera 01BA02, instead of direct network cabling to the POE switch. Is this because of distance limitations, or is there another reason to not use network cabling with POE directly to those cameras? (I am not referring to the exterior or parking lot cameras.)

Distance- Approximated route for these cameras is over 295’ POE limit

27. Can you confirm the security operations control room will remain in the same location, and that a new console with monitors is desired? If a new console is desired, how many total video monitors and work “bays” does the hospital desire in a new console to go along with the (8) workstations already specified?

Same SCC location with additional workstation and monitor. See other responses as well. Additional monitors can be added

28. Will the VA accept equivalent network POE switches to the Cisco 3850 series?

Switches and IP Addresses of switches must be approved by VA OI&T

29. Upon inspection, many of the IDF and electrical closets identified on the drawings are already full of equipment. Has the VA verified that all IDF and electrical closets, with switch locations notated on the drawings, have enough room to install the conduit and equipment required for a complete and operational system?

Contractor shall coordinate installation with VA OI&T- new switches can be placed on existing racks.

30. In the VASS basis of design on page 28 23 00 – 58 there is a request for 8 workstations but no descriptions of how the units will be used, where they will be located, or to how many monitors they will be connected. Each workstation specified will only support up to two monitors. Please describe intended usage, location and identify monitor needs.

Two more monitors can be supported just by adding a second Nvidia K620 card. Which would be a total of 4 monitors per workstation.

31. Will the VASS network be connected to the VA LAN?

a. If not, are the other systems scheduled for integration (PACS, EPPS, IDS) also off the VA LAN?

b. If VASS is to be connected, please identify connection point on drawing EY501, if ‘gold imaging’ of the new machines will be required and level of VA OI&T involvement. Also, please provide a list of current VA OI&T approved remote, exterior mounted fiber optic switches.

a. If not, are the other systems scheduled for integration (PACS, EPPS, IDS) also off the VA LAN?

b. If VASS is to be connected, please identify connection point on drawing EY501, if ‘gold imaging’ of the new machines will be required and level of VA OI&T involvement. Also, please provide a list of current VA OI&T approved remote, exterior mounted fiber optic switches.

32. Referencing drawing EY501, it appears the design is requesting 12 strand fiber runs to each switch in the system however the interconnect between building 1 & 30 suggests a single 12 strand fiber feeding all switches in building 30. (note the comment regarding 2 spare fiber for future). In addition, on drawing 30EY201B, the fiber from building 1 is listed with a quantity of four (4) and further drawings indicate the splitting on one 12 stand fiber throughout building 30 to support each floor. Please clarify intended design and confirm the number of spare fibers expected at each switch location.

(3) total is correct. (1) for use in bldg. 30 and (2) spare. Sheet 30.EY201B should indicate (3) total FOC

33. 28 23 00 3.2.C States “The Contractor shall install all system components including Government furnished equipment…”. Please identify all Government furnished equipment that the contractor will be required to install or to connect.

This relates to interconnection of existing camera system and shall be coordinated with the VA and the VA’s existing VASS contractor/vendor

34. 28 23 00 3.2.E describes the VASS integrations with other systems and specifically the recording method of cameras covering certain areas (24 hours). Please specify the recording methods for all cameras not identified as within these areas as well as the resolution and frame rate for all cameras. This information is necessary to correctly size storage on the video recorders.

Calculations were done at 10fps, 10hrs of recording per day, and 90 days of retention on all cameras at max resolution supported.

35. 28 23 00 3.2.J.1 States “The Contractor shall connect to and utilize existing video equipment, video and control signal transmission lines, and devices as outlined in the design package.” Please identify all existing video equipment requiring connection or confirm none.

None, system is entirely new to be provided under this contract.

36. 28 23 00 3.2.J.5 States “The Contracting Officer shall be provided a full list of all equipment that is to be removed or replaced by the Contractor…” Please provide a list or confirm none.

The Contractor is responsible for existing conditions. The Contractor will be provide exact list following contract award.

37. 28 23 00 3.2.R.5.g Please define function of mapping, icons and actions desired.

Mapping is supported.

38. The specification includes section 28 13 16 for Physical Access Control Systems but there seem to be no PACS items listed in the design package. Please explain.

Concur- PACS was removed from this project by the VA.

39. The specification includes section 28 13 53 for Security Access Detection but there seem to be no IDS items listed in the design package. Please explain.

Concur- PACS was removed from this project by the VA.

40. The specification includes section 28 26 00 for Electronic Personal Protection Systems but there seem to be no EPPS items listed in the design package. Please explain.

Concur- PACS was removed from this project by the VA.

41. For the cameras that are using a fiber transceiver & POE injector located near the camera, what is the design intent regarding securing the device and providing power? Is the intent to pull an additional power cable along with the fiber or have the contractor provide outlets near the final camera location?

42. A significant number of cameras are shown to be mounted on parking canopies however an installation elevation was not provided. Please provide.

Cameras to be mounted to canopy structure per manufacturers recommendations

43. Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?

This project is not tax exempt.

44. Where will the designated parking area be for workers accessing the construction site?

Contractors will be granted access to the Freedom lot across from the WaWa.

45. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.

This is addressed in the specifications. Section 0133223.

46. Will the fire sprinkler system and/or the fire alarm system need to be disrupted during construction? If yes, what if any additional security measures will the government require e.g. fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.

The government does not dictate means and methods. Follow all specifications and codes.

47. During demolition and while ceiling grids are out, will the fire sprinkler heads have to be turned upside down an/or reach a certain distance from the roof deck to follow Codes NFPA 13 or will other NFPA code apply ex. 241?

Follow all applicable codes

48. Does the Government have a fire alarm and fire suppression servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security, fire alarm and suppression systems work and/or disruptions?

Contractor will be required to coordinate any disruptions or outages with the VA’s Contracting Officer’s Representative and follow the Hospital’s shut down procedures.

49. Does the Government currently have a 3rd party testing service for those items requiring testing or is the contractor free to locate and hire applicable testing firms?

The Contractor will be responsible for all testing.

50. Who is responsible for the utility locations?

The Contractor is responsible for all utilities locations.

51. Will the underground 4” conduit running to the different locations within the facility be incased throughout those runs?

Yes- Per VA PSDM – It is possible to submit for a PSDM waiver and direct bury conduit.

52. Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.

Request will be considered on a case by case basis.

53. Describe any and all tasks that may be required for this project as it relates to infectious control?

All work on board the James A. Haley VA Hospital campus will relate to infectious control. Follow documentation available in the spec section

54. What is the level of infectious disease control rating for this site?

The rating level will vary according to the specific work and location.

55. Please confirm that the existing ceiling tile will be re-installed after the work has been performed in the hallways?

Yes- Existing ceiling system to be re-used.

56. What are the construction working hrs for this project?

Refer to General Specifications.

57. How much of the hallway will be given to GC.? If half, do we need hard wall containment in the areas of work? From floor to deck?

Contractor will coordinate work with the assigned COR. All areas of the hospital must remain operational during the construction phase.

58. What is the height from floor to bottom of deck?

The Contractor is responsible for verifying existing conditions.

59. Regarding the asbestos marked on plans, will GC need to abate all, some or any of the asbestos that we work around?

Refer to specifications.

60. Who is the manufacturer for the new sliding door listed on AE303.

No sole-source Manufacturer provided. Contractor to submit.

61. Will FDOT need to be involved for read closures to install the underground conduit passing through parking lots and streets?

No.

62. Will the sign in sheet be released?

The sign-in sheet was released via Amendment 0001 to this solicitation on 4/3/18.

63. Will the VA be supplying the POE switches?

The switches should be approved by the VA as there are specific requirements for equipment to be used in the facility and the switches need to be compliant. Additionally, contractor putting equipment on any VA network is not a good idea as IP address conflict may occur. Final terminations should be by VA to avoid conflict

64. Will the VA be supplying the network?

No- New Security network to be provided by contractor under this contract.

65. Will the CCTV reside on a Private network?

Yes- Network is part of this contract.

66. Has the VA selected a product manufacture for both cameras, recording hardware and software, or will alternates be possible?

Basis of design manufacturer and parts list is provided in Bid Documents package. Contractor shall Submit alternates for approval as outlined in specifications. If alternates are submitted, they must be a fully engineered system. Fully engineered shop drawings shall be submitted.

67. Has the EOR filed for a right of way permit?

No. Contractor will be responsible for all permits.

68. Is the county aware we will be crossing 131st street?

Not currently. Contractor will be responsible for all permits and notifications.

69. This project only includes the addition of new CCTV equipment and no addition of Software House Access Control devices/locking hardware or Life Safety Panic devices and call boxes; Correct?

Correct

70. Second, all camera symbols on drawings refer to “New” camera installation equipment and none are to be considered “Existing” (may be an existing camera location that new equipment is being installed)?

Yes- all cameras indicated on drawings are new. No existing cameras shall be re-used.

a. If “True”; All camera symbols on individual drawings directly correlate to a CAM CT. # on the COMPLETE VASS MATRIX drawing pg. 45, 46. Correct?

b. Is there any additional stock shelf of equipment “Required to be Provided” for storing on site? Cameras, Head-End equipment, etc.

a. Correct.

b. Bill of materials (basis of design) indicated in specs

71. Can you please clarify if you need our overhead and profit numbers, or just our lump sum bid number?

Page 44 #7(b) (6) and (8) require Overhead and Profit as part of the price breakdown

72. Will a performance bond be required for subcontractors?

No.

73. Due to the asbestos and above ceiling infection control issues in this particular facility, our intent would be to exclude the cable installation, but coordinate the cable installation requirements with your electrical subcontractor. Will this be acceptable, and should we plan to provide the actual camera cables to be installed by others?

The government does not dictate who the contractor will utilize to execute work. Follow specifications.

74. Fiber optic cabling: Will all fiber optic cables and terminations, including LIU’s, be provided by the electrical contractor? Or should the security contractor include those?

Prime Contractor is responsible for all work.

75. The network switches are listed under division 28, but do you want the network contractor to provide those instead (i.e. div 27)?

Prime Contractor is responsible for all work.

76. Is the Fiber Optic Backbone depicted on the drawings existing?

No- the new security FOC backbone (as well as all other network components for the new security network system indicated in this package) are to be included in this contract by the contractor.

77. The construction documents have a detail for a standard installation of Camera Poles but the drawings do not indicate the new camera pole quantities. Will details be provided that show the exact locations of the new camera poles and the fiber optic tie-in zones?

Camera pole quantities can be inferred using the provided BD package drawings.

78. Do the Parking lots have existing conduit raceways and will details for the exiting pathways be provided? Including but not limited to: cut sheets, profiles, locations, etc..

Contractor is responsible for verifying existing conditions.

79. The bid documents requests 4 cost options with 3 to exclude the new roof over the server room but the drawings and specifications do not contain information about a new roof. Does the scope of the project included the installation of a new roof over the server room and if so will details and specifications be provided?

Bid document package (drawings, specifications and attached excel list of cameras) shall be used as scope of project.

80. The bid documents request 4 cost options with 1 excluding 50 cameras and the other excluding 100 cameras; please clarify this request?

VA to provide their preference for cameras to be excluded based on physical security assessment

81. Will Engineered stamped shop drawings be required for any aspect of this project?

Yes- the contractor shall submit fully engineered shop drawings for the new network and security system for approval prior to start of work. Per the specifications. Any submitted alternates must be fully engineered and submitted to AE for approval. Work shall not commence without approved shop drawings for security (VASS) and network systems.

82. Will third parting testing inspections or commissioning be required for the project?

Refer specifications.

83. What are the site requirements for asbestos operations in the hospital?

Refer to specifications.

84. Besides the architectural renovation phasing depicted on the drawings; does the facility require any additional phasing of the security upgrades scope?

Refer to specifications.

85. Where you have to connect to the existing structure are there ACM materials that will have to be disturbed?

The Contractor is responsible for verifying existing conditions.

86. Per Note D Sheet ES401 No sheet ES406 in the drawings package

This is in error and shall be ignored. Sheet ES406 was removed from the scope. This area was removed by the VA due to conflict with future Bed Tower project at this location.

88. ES404 and 405 do not show the type of duct bank depicted on ES401

Duct bank is standard indicated on drawings

89. What size laydown area will be provided and will there be enough room for a construction trailer and materials storage container on site?

The COR will work with the Contractor to determine the size and location of available laydown areas as needed. There will be no construction trailers on site. There is a dedicated lay down area on the East end of the campus.

90. Are all construction operations to be done during that day and are off hours work available?

Refer to general specifications concerning working hours and requesting off hour and week end work.

91. Is there a system of raceways in place to access the parking lots from the existing server room?

Contractor shall provide new raceways as indicated on drawings.

92. Are there as built available that depict the existing fiber optic pathway of the entire facility?

After contract award, the Contractor can request existing drawings. Drawings are for reference only. The Contractor is to verify existing conditions.

93. Are there special site requirements for the ICRA implementation?

Refer to General Requirements in Spec section.

94. Drawing PR.EY201 Key Plan depicts and F1 detail but there is not an F1 detail on the sheet, please advise?

This is an error- there is no F1- this area was removed by the VA due to conflict with future Bed Tower project at this location.

95. The drawings indicate the installation of 4-inch conduit concrete encased duct banks throughout the site to complete the fiber optic backbone but there are no civil drawings included in the package that depict the exact locations and extent the duct banks. Will details be provided that show: the exact duct bank locations, existing raceways tie in locations and existing utilities etc?

Utilities are located on plans as defined by documents provided by the VA. Engineered drawings for duct bank routing are to be submitted for approval

96. The construction documents supplied with the solicitation state they are to be used as the scope of the project. Due to the ambiguity in the supplied construction documents will a narrative scope be provided to clarify the exact scope of the project?

Bid document package (drawings, specifications and attached excel list of cameras) shall be used as scope of project.

97. The site walk focused on the security upgrades aspect of the project and did not address the general construction or the hospital operations as part of the scope. Are the architectural renovations still part of the scope off the project?

Yes- architectural scope elements indicated on the Bid Documents are required.

98. Is the contractor responsible for locating existing utilities or are there as buits available?

The Contractor is responsible for verifying existing conditions. As-builts may be available, but are for reference only.

99. Are all of the cameras marked on the print getting new conduit runs to them as marked by the black lines from the camera symbol to the IDF closets?

Yes- Per the VA PSDM all cameras shall have a separate home-run to the switch. It is possible to obtain a PSDM waiver and combine conduits.

100. Are any of the cameras marked existing and just being replaced? If so how can we tell the difference?

All cameras indicated on the drawings are new.

101. Will the new fiber runs be terminated in rack or wall mount with boxes? Are the fiber jumpers and switch SFP modules supplied by you or the vendor?

We have both and the ones in the IT room need to follow what the VA IT people use. The parking lots please try to use the same as the VA IT people use.

102. Are the 2' conduits for the new fiber runs supplied by the vendor or existing? Do they just go between the floors to link IDF closets?

The 2” conduits are new, by the contractor. Yes, they are for the interconnection of the IDF rooms on the floors by the security Fiber Optic backbone. This system is entirely new and is to be provided by the contractor under this contract.

103. Which areas specifically require the ceiling grid & tiles to be completely removed with all electrical & low voltage devices to be tie-wrapped and put back in new grid & tiles? This is stated in the architectural notes.

Architectural “AD” series sheets indicate ceiling removal areas with a hatch pattern. “HA” series drawings indicate where asbestos is present and where hazardous materials coincide with ceiling removal, again with a hatch pattern.

104. Are there any areas outside of the marked asbestos areas that require use of the HEPA cart?

To be determined by the Contractor.

105. The Technical portion of the Contractor’s proposal seems to only require the following:

a. that the Prime Contractor have two (2) Past Performance Questionnaires (PPQs) rated at least Satisfactory on similar security projects greater than $2M (to be submitted to the VA by past customers within last 5 years).

b. that the Prime Contractor provide Past Performance Information on two (2) similar security projects greater than $2M where the Contractor served as the Prime Contractor within the last 5 years.

c. Documentation from a registered surety company indicating credit equivalent to 100% or greater of the proposed offer (single project) and also indicating the Prime Contractor’s aggregate bonding capacity.

Question – Is there anything else required for the Technical Section for the VA’s evaluation?

There is no requirement in the solicitation to provide Past Performance Questionnaires (PPQs). The contractor will provide two (2) relevant projects utilizing the Contractor Experience Form (attached/included with this amendment).

106. In lieu of concrete encased underground conduits, is boring acceptable as long as surface is not disturbed after construction is complete?

J-hooks are not typically allowed on any VA campus.

The cameras selected support for both but POE should be all that is needed. Cameras require either 24VAC or PoE IEEE 802.3af Class 3 POE shall be used if camera is within 295’ of indicated switch location. Outside the 295’ radius, 120v power will be required and shall be sourced from nearest 120v circuit. Contractor may also suggest a substitute switch location in a secured comm/signal room to provide an additional switch with POE in lieu of providing 120v power.
