1.
The government specified that piping could be a deductive item if it is determined that portions of the piping will be reused. Is the government going to consider maintaining other equipment (covered by this contract) in place if found to be in good condition?
All equipment stated on the SOW to be replaced shall be so.
2.
It is not clear if an architectural firm is being requested for design purposes or if only a mechanical consultant firm is being requested. It seems that we can use either one or both however we would like to know if VA will place a higher value on either one.
All design shall be stamped by professionals licensed in Puerto Rico by their competence.
3.
Is VA going to provide parking for the contractor personnel? How many parking are going to be provided?
No parking will be allowed on VA premises.
4.
Is VA going to provide space for a local temporary office within the VA premises?
Due to the project magnitude, one staging area shall be coordinated with VA personnel.
5.
Is VA going to consider extending the proposal due date?
The closing date for the receipt of Phase One proposals remain unchanged. Phase One only required Technical Proposal.
6.
As Built drawings or design set for all existing facilities, chilled water piping layout, condenser water piping layout, hydronic ISO view, elevations and cross-sections.
Available as-built drawings shall be provided for reference (see attached), however, VA does not guarantee its accuracy. The contractor shall be responsible to perform a thorough field assessment and verify equipment capacities, electrical loads, cooling loads if necessary.
7.
Datasheet and equipment description of equipment in the mechanical room:

· Pumps

· Cooling tower Available equipment data shall be provided (see attached), however the data shall be gathered on the field if necessary.

Do the chillers work all at the same time and what are the capacities?
See attached as-drawing for layout and equipment schedule. VA does not guarantee its accuracy as the offeror is responsible of field verification. Existing sequence of operation not available. New controls architecture is required on the SOW.
9.
The existing chillers are manufactured by Trane, are we required to use their control systems?
The existing BAS uses Tracer Summit. The contractor shall use the existing platform.
10.
Would it be possible to get the company that provides the AHU balancing?
Multi Air Service Engineers (MASE)
11.
Which company provides the ph balance (chemical) for the units.

12.
Will the remaining chillers/ cooling towers require a full service by the contractor before placing them into service? Or will it be performed by the VA maintenance crew
Full maintenance and cleaning services shall be performed to both chillers and cooling towers prior operation.
13.
Will the MCC be replaced before or after the upgrade?
The replacement of the existing MCC is not part of the SOW. A project currently under construction shall replace the existing unit.
14.
Can we have an idea of possible locations for staging and equipment placement.
The government will coordinate staging location with the selected offeror.
15.
Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?
No tax exemption. Refer to Phase Two, Factor 4 Price.
16.
Will the Government provide comprehensive written badging requirements for the project if badging is required?
The selected offeror will be addressed on the badging requirements.
17.
Will there be a site visit and a RFI due date scheduled once GCs get approved for phase 2?
There is no additional site visit scheduled for Phase Two.
18.
Is the VA open to extend the amount of days for the contract to allow enough time to survey the site, systems, come up with the scope, order parts and equipment and making all the changes on the plant?
From the 365-contract performance period, the project will have a total of 120 calendar day to the design phase.
19.
What are the mechanical control systems that the VA currently has on site and would like to tie in to the new equipment?
The BAS uses Tracer Summit.
20.
Warranty on parts and equipment are for replaced items only, correct.
Yes.
21.
Where will the designated parking area be for workers accessing the construction site?
No parking inside VA premises is allowed.
22.
Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.
The Use of Procore is acceptable.
