ATTACHMENT D
ADDENDUM TO FAR 52.212-2 EVALUATION – COMMERCIAL ITEMS
METHOD OF AWARD
(a) Award will be on a firm fixed price basis and will be based on technical capability, past performance and price. Award(s) will be made to allow maximum coverage within NF/SG VHS. The award is Lowest Price Technically Acceptable; the offeror(s) with the lowest cost/price alone will not necessarily be awarded the contract. Award will be made to the offeror(s) whose overall offer (both technical, past performance and cost/price) is most advantageous to the Government.
1. TECHNICAL CAPABILITY
Offers shall provide the vendor’s technical proposal on how they intend to comply with the Statement of Work (SOW).
| 2. PAST PERFORMANCE | |
| Current and relevant information, company background, source of information, context of data, and general trends in contractor performance will be considered as it pertains to the performance of work described in the solicitation. Offeror shall provide three most recent and relevant references that are likely to respond to our request for information regarding your past performance. Include a point of contact, company name, address, telephone number(s) and contract dates. |
All sources of past performance (PPIRS, and their related projects) will be reviewed for quality, timeliness, and relevance.
3. PRICE
Offers will be considered for those proposals providing a price for all line items listed under the "Schedule of Items". An offer will not be considered if they fail to provide a price in one of these formats.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
