Description:
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is set aside for SDVOSB only. The Department of Veterans Affairs, C.W. Bill Young VA Healthcare System, Contracting Office, Bay Pines, FL. 33744 has a need to purchase Office Furniture/Workstation. The RFQ # is 36C24818Q9235.
This combined synopsis solicitation RFQ and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular 2005-95 (01-19-2017).
The NAICS Code is 337214; the size standard is 500 Employees. Note, Interested SDVOSB and VOSB’s Offerors must be listed and registered in Vetbiz.gov to be considered for Award.
This combined synopsis solicitation is for the purchase of Office Furniture/Workstation listed below in attachment C. Responses shall be on an all or none bases, no partial submissions will be accepted. The Government reserves the right to make no award at all.
OFFICE FURNITURE/WORKSTATION REQUIREMENT: – BRAND NAME OR EQUAL
Equal must meet all of these salient characteristics. Explanation of how Equal meets each salient characteristic must be included with quote.
Contractors interested in providing furniture should submit their quotes via email to Danised.burt@va.gov. All questions or inquires must be submitted no later than 1:00 pm Eastern Standard Time on June 29, 2018. Email all questions to the Contract Specialist’s above email address.
All quotes are due by July 13, 2018; NLT 1 PM EST via, e-mail to danised.burt@va.gov Offers received after the exact time specified in the solicitation are considered late and may be considered if the action would not unduly delay the acquisition or are deemed to be in the best interest of the Government.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price considered. The following factors shall be used to evaluate offers: Price and technical acceptability as applicable will be determined in accordance with the salient characteristics provided (Please see item description). The Government has determined in advance that the Best Value will be the offer with the lowest evaluated price among those offers rated “technically acceptable”.

52.225-18 Place of Manufacture (MAR 2015).
(a) Definitions. As used in this clause— “Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except—
(1) FPSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;
(3) PSG 88, Live Animals;
(4) PSG 89, Subsistence;
(5) PSC 9410, Crude Grades of Plant Materials;
(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) PSC 9610, Ores;

“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

Salient Characteristics
1. Overview
Bay Pines Veteran Affairs Healthcare System, (BPVAHS) Interior Design program emphasizes principles and strategies for state-of-the art technology, mobility and ergonomic features for both patients and staff in health care settings. The architecture and interior design embody the highest level of environmental stewardship, use of natural spaces as well as providing a streamline, open, modern aesthetic.
2. General Description
The Contractor shall provide all labor, tools, materials, and furniture to support the additional items necessary to complete the installation after hours in phases if needed.
· The Contactor shall be responsible for taking and applying accurate field measurements after award at the site. The contractor shall provide the Interior Designer with the drafted drawings to scale 18x24 pdf documents showing layout, of furniture, including a separate electrical plan showing details of connections to the building of awarded product. The Interior Designer must approve layout before commencing work.
· Manufacturing of goods shall not commence until notification by the Project Interior Designer is given to the awarded contractor. All forms needed to keep the current pricing from the manufacturer of the product shall be the submitted, managed and handled by the contractor.
3. Salient Characteristics Lateral File Cabinets
· Cases shall be constructed of one piece of 20gauge steel with no seams or overlaps
· Drawer fronts shall be double wall construction
· Drawer bottom shall be constructed of 20- gauge steel
· Tops shall be constructed on 18-guage steel
· Inner and outer drawer front and bottom to be 22-gauge steel

Worksurfaces:
· Worksurfaces shall be available in widths from 24”-120” in 3” increments
· Worksurfaces shall be available in depts. 18”, 24” and 30”

· Frames shall consist of four roll-formed cold rolled 17- gauge (.060”, 1.5mm) steel tubes welded together at corners into a rectangular frame.
· Panels shall be reinforced to accommodate cantilevered work surfaces, shelves, and storage units.
· Panels shall have integrated slots in the vertical frame that will allow components to be mounted in 1” increments.
· Panel shall have leveling glides with a minimum 2.5” height adjustment and carpet grippers.

4. Project Performance Time
The total contractor performance period shall be 130 calendar days which includes that time needed to submit, review and approve all furniture submittals, installations, and final inspection. After work begins on the site, the contractor shall work in potentially phases during none-business hours so that normal work by end users is not disrupted; a representative from the prime contractor shall be present until the completion of the contract.

6. Work Hours The contract shall perform the work at the site form Friday through Monday from 5:00 PM to 5:00 AM, unless otherwise modified in writing and signed off by the Interior Designer. The contractor shall not have access to the site for the performance of any portion of the work beyond these hours.
7. Coordinator
The contractor shall coordinate with the POC. All work shall be coordinated with other trades involved in the project.
8. Receipt of Materials
Address all shipment of furniture, materials, and supplies to the contractor – not the Government. The contractor must be on hand to accept shipments; the Government will not accept shipments.
Furniture and materials shall be carefully handled, properly stored, and adequately protected to prevent damage before and during installation, in accordance with the manufacturer’s recommendations. Damaged or defective items shall be replaced. Location of storage and staging area shall be designated by the POC. The contractor will be responsible for security of all furniture and materials.
The contractor will coordinate with the POC a staging area. The contractor shall be responsible for restoring the area to its original condition at the competition of the work. The contractor shall be responsible for repair of any damage incurred to buildings or pavement as a result of delivery and storage.
9. Specific Environmental Requirements The contractor is responsible for ensuring that all goods are in accordance with one of the following certifications EQ Credit 4.5: Low-Emitting Materials for LEED Commercial Interiors Credit including Greengard certification or BIFMA level 1.
10. Warranties
All warranties and/or guarantees, either implied or expressed, for individual equipment shall be endorsed to the Government. Warranty should cover furniture usage for 24/7.
11. Clean-up and Disposal The Contractor shall be responsible for the removal and disposal of all trash/debris connected with uncrating and assembling furniture and other items installed under this contract. The Contractor will ensure the flooring is swept and clear of all debris due to the re-configuration and installation. The Contractor shall not use VA facilities for trash/debris disposal. Recyclable products shall be disposed of in accordance with applicable statutes, in respective containers.
