E.8 Clause 52.212-2 - BASIS OF AWARD

Basis for Award

(a) In accordance with FAR 13.106-2(b)(3) Simplified Acquisition Procedures, the Government will award a Frim-Fixed Price contract from this solicitation to the responsible quoter on a comparative evaluation basis whose quote conforms to the solicitation and represent the best overall value to the government by exceeding the minimum but is not required to do so. Quoters are advise that quotation may exceeds the requirements but the government is not requesting or accepting alternate quotes, each response must respond to the solicitation requirement, stated in the Request for Quote.

(b) In order for a quote to be eligible for award, the quoters submitting a quote shall have the 611430 Professional and Management Development Training Business. ($11 million– SBA Size Standard) and has a current registration in the System for Award Management (SAM):

https://www.sam.gov/portal/public/SAM prior to award. SAM will be checked to verify the quoter’s status before any evaluation is conducted.

(c) The Government will award a Firm-Fixed Price contract to the responsible quoter using a tiered or cascading order of precedence. The Government intends to make award selection without discussions, but may determine after evaluating the quotes submitted that discussions are necessary and conduct them as appropriate.

(A) The evaluation of offers received in response to the solicitation will use a tiered or cascading order of precedence. “Tiered evaluation of offers,” also known as “cascading evaluation of offers,” is a procedure used in negotiated acquisitions when market research is inconclusive for justifying limiting competition to small business concerns or sub-categories of small business concerns. The contracting officer—

(1) Solicits offers from both small and other than small business concerns that will be evaluated in the following tier order:

(a) service-disabled veteran-owned small business (SDVOSB);

(b) veteran-owned small business (VOSB);

(c) all other small business concerns;

(d) other than small business.

(2) If an award or a sufficient number of awards cannot be made at the first tier, evaluation of offers will proceed at the next lower tier until an award or a sufficient number of awards can be made.

(d) The government will apply the following comparative evaluation process as the basis for award:

Assess the direct comparison of one quote with another using a uniform and fair approach to determine which quote provides the government what it needs, where and when in accordance with the SOW and RFQ.

Once one quotation is found acceptable, it is compared to the remaining ones, and the “best” one is chosen for the best value to the government. The Government reserves the right to make no award if no quotes meet the requirements of this solicitation.

The Government reserves the right to award to other than the lowest priced offeror.

The Government may rely on internal documentation including the Federal Awardee Performance and Integrity Information System (FAPIIS) Past Performance Information Retrieval System (PPIRS) and contracting officer’s knowledge of and previous experience with supply or service being acquired for determining Past Performance, if no record of past performance is found in FAPIIS or PPIRS, the contract shall no receive a favorable or unfavorable rating, but shall receive a rating of neutral.

Price shall be submitted using the attached Price Schedule.

The government will evaluate prices for the option under FAR 52.217-8 by using the final year’s option prices to calculate the price for six (6) months of effort, and adding that amount to the base and other option years to arrive at the total price.

Information not contained in a vendor’s quote will not be considered during the evaluation. The Government intends to make award selection without clarification, but may determine after evaluating submitted quotes that the elements stated in FAR 13.106-2(b) for evaluation procedures are necessary, and conduct them as appropriate. The Government reserves the right to make award if no quotes meet the requirements of this solicitation.

Note, unless exempt per Federal Acquisition Regulation (FAR) Part 4.11, all contractors must be registered and have an active registration in the System for Award Management (SAM) to be considered for an award against this solicitation.

Quoters are to submit any questions regarding this requirement via e-mail jose.sierra-colon@va.gov or telephone at (813) 972-2000 Ext. 2810 no later than 0430 PM EST, July 27, 2018. Questions with the Government’s responses, will be posted to the Government Point of Entry (GPE) FEDBIZOPPS (www.fbo.gov). Please be advised that the Government reserves the right to transmit those questions and response of a common interest to all prospective contractors.
