Statement of Work Building 37 Emergency Generator Replacement
Background:
The Lake City VA Medical Center has an emergency need to replace the Emergency Generator supplying supplemental 480 Volt, 3 phase emergency power to Building 37 Boiler Plant facility at its Lake City, Florida facility.
Objective:
The emergency generator suppling power to the boiler plant at the Lake City VA facility is undersized and failed during testing. The installation of larger boilers and additional support equipment has increased the electrical load above the existing emergency generator capacity. This emergency generator supplies supplemental emergency power to the boilers, well, and critical auxiliary equipment. A licensed generator contractor is needed to replace the emergency generator with a larger 150 kw diesel engine generator, electrical panel, conduit, and wiring.
Scope of Work:
The licensed generator contractor shall complete the following:
A. Furnish labor, equipment, and tools to perform work.
B. Provide and install 150 kw, 480/277 VAC, 3 phase portable generator during existing generator replacement.
C. Remove existing 100 kw, 480/227 VAC, 3 phase emergency generator, intake and exhaust system, conduit and wiring.
D. Provide, unload, and install new 150 kw, 480/277 VAC, 3 phase, diesel engine UL 2200 generator, exhaust/intake system, fuel system, electrical connection cabinet, Tier 3 equipped.
E. Modify existing 5 x 50 x 84-inch concrete slab to except new generator and equipment.
F. Pump out existing 50 gallon day tank and replace with new fuel provided by VA.
Note: Any fuel removed for disposal is at no cost to the Government and all required permits and fees associated with removal, transportation, or disposal are the responsibility of the contractor performing the work.
G. Install new external emergency stop switch on the outside wall of the facility.
H. Reconnect all existing electrical circuits to the new generator set in accordance with NFPA 70 National Electrical Code and VA standards. Note: Transfer switch termination point is approximately 40 feet from new generator installation location.
Generator feed to transfer switch is currently a 2 inch EMT conduit w/ (3) 250 kcmil conductors, (1) 4/0 neutral conductor, and (1) 2 AWG grounding conductor.
I. Install kirk key interlock system on new generator electrical access door and existing electrical equipment.
J. Provide local annunciator panel that meets the requirements of NFPA99-10 with low oil pressure, high coolant temperature, overspeed, and over crank shutdowns.
K. Provide battery starting circuit with lead acid storage batteries. 10 amp, 110 volt battery charger.
L. New generator will have anti-condensation heater, low coolant temperature alarm, and 2 kw, 240 volt jacket water heater.
M. 4 Hour load bank at greater than or equal to 80 percent rated generator load meeting the requirements of NFPA 99, NFPA 70, and VHA directive 1028.
N. Provide 2 year limited warranty.
O. 150 KW Generator and electrical panel design specifications will be submitted to the contracting officer (CO) and contracting officer representative (COR) for approval prior to installation.
P. Electrical drawings detailing conduit, wire size, and color coding required for the installation of any electrical equipment installed as part of this contract are required to be submitted to the CO, COR, and facility representative for approval prior to work commencement.
Qualifications/Certifications:
• The contractor shall be qualified and have the required levels of professional and technical experience to perform the work required by this statement of work.
• The contractor and all of the individuals working on the project site must have taken the OSHA Certified 10-hour construction safety course.
• The contractor must meet all federal, state, and local licensing requirements to perform the installation and repairs for this type of construction project.
• Contractor must be capable of completing a turn-key installation for the equipment detailed in this statement of work.
• All EPA or Florida Department of Environmental Protection permits and license requirements are the responsibility of the contractor.
Safety Regulations:
• All applicable safety regulations shall be observed during all work of this contract.
• The VA Safety Officer shall have full authority to see that the contractor obeys all safety rules and regulations relative to the fulfillment of this contract.
• Provide the necessary barricades/signage where required.
Scheduling and Hours of Work:
• All work in areas involved shall be scheduled with the VA Maintenance and Operations Supervisor.
• Work shall be scheduled for proper execution to completion of this contract.
• Hours of work: The contractor will perform this work after hours and/or during weekends at the discretion of the VA Maintenance and Operations Supervisor.
Normal working hours are Monday through Friday, 8am to 4:30pm. All contractor work will be performed during these hours unless facility operations requires otherwise during the performance period outlined in the contract. Note: Due to the criticality of this emergency generator, minimal downtime is required during the installation process.
• The 10 holidays observed by the Federal Government, are New Years Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas or any other day specifically declared by the President of the United States to be a national holiday.
Evaluation/Selection Factor:
This service contract must be performed by a licensed contractor that is licensed to perform diesel generator installations in the state of Florida. The contractor must possess the proper licensing, insurance, and knowledge to install diesel powered electrical generating equipment in accordance with all federal, state, and local building codes at the Lake City VA Medical Facility. Managerial expertise, technical expertise, past performance and cost are the evaluation factors that will be considered.
