QUESTIONS AND ANSWERS
1. The total container count in the SOW released on February 6th seems to be incorrect: (added correctly on the SOW should be:
32 Gallon - 696 95 Gallon - 16 64 Gallon - 2 Mini - 8
TOTAL = 722
RESPONSE: Container qty are corrected to read the above.
2. 2. Price Cost Schedule (Attachment C) does not allow bidders to price for Special Projects as mentioned in paragraph 4.3.4; pricing schedule should include a CLN# to include pricing for each 95-gallon bin for special project approved during the period of the contract.
"- price for servicing one temporary 95-gallon bin for special projects, as described in paragraph 3.1.4.
RESPONSE: Special Project Pricing is not to be included in the monthly cost. Special projects are as needed. However, a CLIN is added to the Price/Cost Schedule.
3. The government should be aware that the paragraph Scope of Work paragraph 2.1 (page 13) is too restrictive on any large or small business, no shredding contractor large or small will have have 722 containers ($45,000) worth of containers warehoused. It is more reasonable that once the bid is awarded (and 1449 is signed) the winning contractor will contact container manufacturer to get pricing quotes & delivery dates, industry delivery dates are usually 3-4 weeks.
"The contractor shall deliver and set up locked bins at NF/SGVHS campuses within 10 business days after contract award and approval of Contracting Officer Representative (COR). " RESPONSE: Scope of Work paragraph 2.1 (Page 13) is NOT RESTRICTIVE. Any large or small business can obtain the size containers outline in the Performance Work Statement.
The deliver dated is amended to read 30 days.
4. On reference #36C24818Q0295, is this bid only going to be awarded to a company that is (Service-Disabled Veteran-Owned Small Businesses (SDVOSBs)?
RESPONSE: Currently this requirement is a set aside for an SDVOSB; which means bibs are excepted from the socioeconomic status SDVOSB’s only at this time.
5. Could we bid on it if nobody that meets that requirement bids on the project?
RESPONSE: Solicitation is now posted for SDVOSB’s only.
6. Will this project go out for rebid if there are no vendors to match the qualifications or whom couldn't handle such a big project? If bid is won by SDVOSB, will they be most likely subbing out all the work as opposed to actually performing the work themselves?
RESPONSE: If no SDVOSB’s can meet the requirement, yes it will be reposted for the next set aside socioeconomic status outline in VAR 819.501-70, Veterans First Contracting Program (VFCP 2016) dated July 25, 2016 or PL109-461, SDVOSB’s are required to meet the Limitation of Subcontracting in FAR 52.219-14.
7. Are any of these sites using a staging area to collect the material to be shredded? Save in labor cost if in designated area verses a walk through.
RESPONSE: If you read the Performance Work Statement (PWS); it requires a certain number of bins at each location until the documents can be shredded.
8. Are you open to off-site shredding? Again this can save up to 25% on the cost of shredding the material.
RESPONSE: Unfortunately, NF/SG VHS is not open to off-site shredding or a storage location due to sensitive documents.
9. Is this a new requirement, or is there an incumbent contractor? If existing, can you provide me the contractor and award amount?
RESPONSE: The current contractor is Shred-It USA with a 60 months’ award valued at $563,491.93.
10. Has a contractor performed similar work to this for the government in the past?
If available, please provide the incumbent contract number.
RESPONSE: Yes, the current contractor is Shred-It USA, awarded under Contract number GS-25F-0011M order number VA248-12-F-2636.
