STATEMENT OF WORK

1. DESCRIPTION OF SERVICES: The Contractor agrees to provide monthly preventative maintenance, annual preventative maintenance, and emergency repairs on emergency diesel generators and diesel fire pumps as described herein.

2. PERIOD OF PERFORMANCE: The base performance period for this contract will be

January 1, 2018 through December 31, 2018. There are four (4) option years available which may be exercised solely at the discretion of the Government.

3. SPECIFIC REQUIREMENTS: The Contractor shall provide all labor, materials, equipment, and supervision to perform preventative maintenance and emergency repairs in accordance with this Statement of Work.

a) The location where the work is to be performed is the Bay Pines VA Medical Center, 10000 Bay Pines Boulevard, Bay Pines, Florida 33744.

b) The normal hours of operation for performing the preventative maintenance are Monday through Friday, 6:00 a.m. to 4:00 p.m.

c) The Contractor shall provide full 24/7 on-call maintenance and repair of diesel generators and diesel fire pumps.

d) The Contractor is required to be on-site within four (4) hours of notification of emergency.

e) The emergency service call rates are determined from the contractor’s offer and are identified in the contract.

4. RECORDS: The Contractor shall be responsible for creating and maintaining records of the service maintenance conducted on each generator.

a) The contractor shall develop and submit to the Government an annual written Maintenance Control Program (MCP) for each generator within thirty (30) days after contract award to cover the basic contract and any option periods. The MCP shall, at a minimum, include required inspections, timelines for inspections and maintenance to be performed. The contractor shall perform inspections and maintenance of all generators in accordance of the MCP. The MCP shall ensure compliance with all minimum code requirements.

b) The contractor shall prepare and submit a written report within two (2) weeks of each inspection. The report shall identify each generator, the location, maintenance work performed, repairs needed, date of inspection, name of inspector, and overall condition of the generator.

c) The contractor shall perform maintenance in accordance with the MCP to ensure reliable and continuous safe operation. The maintenance work shall be done in accordance with commercial practices or manufacturer’s specifications, if available, and shall be intended to maintain the generators in a safe and reliable condition. The MCP is required to specify appropriate intervals for specific maintenance items.

d) The contractor is responsible for developing and providing at the start of the first operational performance period, a safety plan for the protection of government facilities and property and for providing a safe work environment for contractor personnel.

5. SPECIAL QUALIFICATIONS:

a) The Contractor must possess and maintain a certification in diesel mechanics. A copy of the certification must be presented with the quote.

b) The contractor shall furnish a certificate of insurance as evidence of liability insurance coverage. It shall contain an endorsement to the effect that cancellation of, or any material change in the policy which may adversely affect the interests of the Government, shall not be effective unless a thirty-day written notice of cancellation or change is furnished to the Government.

ii. PRIMARY GENERATORS REQUIRE THE FOLLOWING MONTHLY SERVICE (Unless Otherwise Stated)

1. Check engine cooling system and correct deficiencies as follows:

a) Coolant level.

b) Add rust inhibitor in coolant.

c) Add anti-freeze in coolant.

d) Adequate cooling water to heat.

e) Check condition of fan and alternator belts.

f) Adequate fresh air to engine and radiators.

g) Squeeze and check condition of hoses and connections.

h) Check functioning of coolant heater (if installed).

i) Change coolant, per manufacturer’s recommendations. (Annually is the standard.)

2. Inspect engine lubricating system and correct deficiencies:

a) Check and top off lubricating oil level.

b) Ensure crank case breather not restricted.

c) Appearance of lubricating oil

d) The correct (manufacturer suggested) lubricating oil must be used when oil is changed or when the oil level is brought up to the specified level on the dipstick.

e) Check for proper oil pressure.

f) Change oil, per manufacturer's recommendations. (Annually is the standard.)

g) Change lubricating oil filters annually.

3. Check engine electrical starting system and correct deficiencies:

a) Battery terminals clean and tight.

b) Check battery charging leaks.

c) Ensure battery trickle charging circuit operating properly.

4. Inspect engine exhaust system and correct deficiencies:

a) Check for condensation in trap drain if necessary.

b) Check for exhaust leaks.

c) Check to see if exhaust is restricted.

d) Inspect exhaust pipe and flexes; tighten clamps and flanges as required.

5. Check entire fuel system and correct deficiencies:

a) Check fuel filter, change if necessary.

b) Check for water in day tank and main tank and remove water from tanks, if any.

c) Inspect all main fuel tank vents.

d) Change fuel filters, annually.

e) Drain water from Racor separators monthly.

e) Change Racor filters annually including the three at the main day tank in bldg. 100.

6. Check governor and correct deficiencies:

a) Check all linkages and ball joint, lubricate if necessary.

b) Check oil level and observe for unusual oil leakage.

7. Check engine safety controls and correct deficiencies:

a) Every 3 Months (Quarterly): Check operation of all engine alarms and safety shut-down devices.

8. Check air filter system

a) Annually in June/July: Change air filter.

9. Load Bank

a) Annually in the month of February, the five (5) Detroit Diesels listed in Part A, located in Bldg. 100, will be run on a load bank test for four (4) hours at 80% load.

During testing, shall monitor volts, amps, frequency, oil pressure and engine temperature and record every 15 minutes.

ai. STANDY UNITS REQUIRE THE FOLLOWING ANNUAL SERVICE OCTOBER/NOVEMBER – (Models 3516C will need two maintenances performed during base year only – one is January 2018 and the other in November/December 2018. All standby Generators require annual maintenance in November/December of each year.)

13. Hoses and Clamps – Inspect/Replace

14. Day Tank Float Switches – Inspect/Test

15. Day Tank – check for water and remove water.

16. Inspect generator Heat Strips.

c) EMERGENCY SERVICE CALLS: Contractor shall provide full 24/7 on-call maintenance and repair of diesel generators and diesel fire pumps at the Bay Pines VA Healthcare Center, 10000 Bay Pines Boulevard, Bay Pines, Florida 33744. The contractor is required to be on-site within four (4) hours of receipt of notification. Additionally, the contractor shall immediately report deficiencies that are deemed critical or catastrophic to the Contracting Officer Representative (COR) and Contracting Officer. Prior to beginning repairs, the contractor shall provide an emergency repair quote to the COR and Contracting Officer, which contains a price breakout for labor (category, estimated number of hours, and hourly rate) and itemized material costs. The emergency service labor rates are determined from the contractor’s offer and are identified in the contract. Travel expenses are not authorized. The Contracting Officer will review the quote, determine if pricing is fair and reasonable, and exercise a contract modification adding the additional work for emergency repairs.

d) QUALITY ASSURANCE

1. This contract calls for normal maintenance and replacement parts only. Any additional work beyond normal maintenance must be approved by the Chief of Engineering Service, the Electrical Supervisor and the Contracting Officer prior to incurrence of additional costs to the Government.

2. Maintenance shall be scheduled at least two weeks in advance with the Electrical Supervisor. The maintenance schedule should indicate which diesel generators will be worked on, so as not to interfere with normal operations of the Bay Pines VA Medical Center. VA personnel will test run each diesel generator for thirty minutes with a connected load every WEDNESDAY, (holidays excluded). The testing will be from 6:00 a.m. to 7:00 a.m. This is the opportune time to check the diesel generators while they are under load conditions.

3. The Government will provide advanced notice to the contractor of any changes to the inventory. If the Government temporarily removes a generator from service, maintenance shall not be provided on it, and the monthly amount currently being paid to maintain the generator shall not be fully invoiced. The monthly amount will be reduced to account for reduction of services, but the prorated cost of oil, coolant, air filters, etc. shall be invoiced due to cost being spread out over 12 months. When the Government returns the generator to service, it will notify the contractor so maintenance can begin again. If equipment is added to the contract or upgraded by the Government, the contract will be modified to allow the contractor to adjust his prices(s) to maintain the additional or upgraded generators.
