VENDOR QUESTIONS & ANSWERS (Q&As) Generator & Fire Pump Maintenance

The following questions were asked of the Government relating to the subject requirement which are hereby posted and responded to.

Q&As:

(1) Question:Does this contract fall under Executive Order 13658? If so, what classification does “Generator Technician” fall under according to “Wage & Hour Division?”
Answer:I believe this falls under Executive Order 13658, as services are being provided. The classification might be Heavy Equipment Mechanic? Normally, the vendor provides the labor category and ensures they are meeting the requirement for the Wage Determinations Under the Service Contract Act.
(2) Question:P. 4 of 50-Check engine cooling systems & correct deficiencies as follows: letter I – Are you requesting extended life coolant for this coolant change?
Answer:Since it is an annual change, extended life coolant would not be required.
(3) Question:P. 5 of 50-Number 5 B – Can you please put on the bid a separate line item charge per gallon to dispose of water pulled from tanks? This will help keep down the annual cost of generator maintenance when there is no water in the tank.
Answer:We have the fuel storage tanks cleaned and filtered each year, so only the day tanks would be required to be checked, and remove water, if any.

(4) Question: P. 6 of 50-Standby units require the following service in Oct-Nov. Number 5-Cooling system – coolant test. On this cooling system test to be done annually, are you requiring this go out to a lab, or will pH coolant strips suffice?

Answer: We would like to see the Cat Level 1 Coolant Analysis performed, or equivalent, which includes Glycol concentration, erosion and corrosion protection, PH, conductivity, visual analysis and odor analysis.

(5) Question: P. 7 of 50-The bid states that “if the Government temporarily removes a generator from service, maintenance shall not be provided on it, and the monthly amount currently being paid to maintain the generator shall not be invoiced” but on the price schedule you want the total cost spread over 12 months. If a generator takes 80 gallons of oil, 100 gallons of coolant, and the air filters are $200.00 those cost have been spread out over 12 months. Now, let’s say your generator is down for 3 months, that would be a quarter of the cost of supplies needed for the job. How or is there a way for us to recoup the percentage of the monthly charge that covers the cost of the supplies?

Answer:The Statement of Work has been revised to state: “If the Government temporarily removes a generator from service, maintenance shall not be provided on it, and the monthly amount currently being paid to maintain the generator shall not be fully invoiced. The monthly amount will be reduced to account for reduction of services, but the prorated cost of oil, coolant, air filters, etc. shall be invoiced due to cost being spread out over 12 months.”
Exception: Please note that the Clarke, Model MD-DDFP-04A1-7000, SN 4A-256744 in Bldg. 103 is being replaced. Although this generator has been offline for a year or so, please provide the estimated cost of monthly maintenance in the Price Schedule that is to be submitted with your quote. Per the SOW, “When the Government returns the generator to service, it will notify the contractor so maintenance can begin again. If equipment is added to the contract or upgraded by the Government, the contract will be modified to allow the contractor to adjust his prices(s) to maintain the additional or upgraded generators.”

(6) Notification: Please note that due to their use during hurricane Irma, the 3 following standby generators require two (2) annual maintenance services only during the base year, one in January 2018 and the other in November/December 2018. The Statement of Work and Price Schedule have been revised to include this additional work.
