About this file

This document contains questions and answers regarding a federal solicitation for maintenance program audit services. The solicitation seeks a contractor to build elements of the facility's maintenance program, including identifying and creating an electronic inventory of all building service equipment; updating the Maximo maintenance program with the inventory; developing a valve naming system and tagging valves and equipment; and developing OSHA-compliant lockout/tagout procedures. The solicitation involves approximately 200-300 pieces of equipment at a main facility located in Birmingham, AL and a transitional residence facility. The period of performance is nine months from notice to proceed. The contractor will be responsible for developing preventative maintenance tasks, routes, and schedules using equipment manufacturer data and recommendations. The contractor must also procure asset and valve tags.

CONTINUATION PAGE

1. Who is the current vendor & award number, if not a new requirement? This is a new requirement.

2. What was the most recent award amount for this requirement? NA

3. If a new requirement, what is the budget for this requirement? NA

4. If the VA has determined an estimation of time (days/weeks) within the facility to complete this requirement, please provide those specifics. Period of Performance is 9 months from Notice to Proceed, vendor shall provide a schedule to meet this POP.

5. How many pieces of equipment are included in the LOTO audit? Approximately 200-300, with many of these pieces of equipment being local lockouts with an electrical switch and inlet/outlet valves. Included in this estimate will also be total system LOTOs required such as the main steam, main domestic water, heating hot water, and chilled water, to name a few.

6. Do you have any site plan drawings of the facility showing equipment’s location? Yes

7. 7. Are there any Process flow diagrams or drawings available for this site showing all service equipment? There are drawings available for most equipment

8. For the data entry into Maximo for electronic equipment entry, is the data to be entered manually through the front end, through using import utilities or other data migration means? Are all these options available to the implementor? It will be manual with Maximo, but there are some records that are in the system and may just need updating or additional information such as the bill of material added. We have an up-to date list of what is currently in Maximo. Our Maximo package may not offer a means of importing data.

9. For PM Schedule setup, are the PM task instructions, routes, and schedule data to be developed and prepared by the vendor? Yes

a. If yes, are electronic manuals and OEM documentation / PM recommendations available to the vendor or must this data be collected and fully developed? This data must be collected, however, many of the pieces of equipment are the same and require the same PM recommendations.

b. Line 3 indicates that PM routes are to be setup for identified critical equipment, but Line Item 1 references if applicable based on manufacturer’s recommendation. Should PMs only be created for identified critical assets, or all assets with OEM recommendations? Identified critical assets according to the OEM recommendations.

c. Should all PMs be the OEM data as is entered into Maximo or should the vendor review, assess, and optimize the PMs for the critical assets? If the actual OEM data is preferred, should the maintenance plans be entered into Maximo as a document attachment of the OEM data or entered as tasks and job plans into the Maximo application. The vendor in coordination with the COR will assess PMs for critical assets.

10. Will asset/valve tags be provided by the VA, or will the vendor be responsible for procurement of the asset tags? Vendor is responsible. The vendor is responsible for asset tags, valve tags, and means of attachment.

11. Are the valves and instruments specified in Line Item 2 included in the 500-700 equipment items referenced in Item 1? Valves and instrumentation shall be included with the piece of equipment associated with them and not individually listed as equipment.

12. Are there assets that will require special ladders, lifts, permits, etc. to access them? Can we assume that all assets in scope will be within a certain height and accessible? Will this equipment be provided, or will the vendor be responsible for these tools? Some assets may require ladders due to various heights. The COR will work with the vendor on any permits that may be required. Vendor is responsible for their own equipment and shall be trained on any lifts if used (primarily in the sub- basement).

13. In Line Item 3, it is indicated that all data from Line Item 1 should be entered. Should it be assumed that the Valve & Instrument Data is included in the data collection and entry and that the 500-700 item estimate is all inclusive? Valves and instrumentation shall be included with the piece of equipment associated with them and not individually listed as equipment.

14. Line Item 4 references that each LOTO procedure be linked with each Equipment Record. Is this requirement for the procedure to be physically attached in Maximo, referenced through a hyperlink, or linked and referenced in potential other electronic approaches? This is an electronic means of a master list of equipment that links you to the file for the LOTO on the piece of equipment. This is outside of maximo.
