1. Contracting Activity:

Department of Veterans Affairs, VISN 07, Ralph H. Johnson VA Medical Center 109 Bee Street Charleston, S.C. 29401 Funding UID: 534-21-3-2715-0222, VA-20-00098685, Contracting UID: 36C247-21-AP-1297.

2. Nature and/or Description of the Action Being Processed:

The Ralph H. Johnson VAMC is seeking Justification and Approval for other than full and open competition (>$250K) to be awarded for the Vocera Communication system. This requirement is for the Brand Name product (Vocera) and the requirement will be set aside for SDVOSB. This need is to continue the service, licenses, and hardware use from the current contract set to expire on May 31, 2021.

This action will be a new Firm-Fixed-Price contract with a base year and 4 one-year options for, vendor maintenance and support. Since it’s installation in 2017, the Vocera system has become an integral and heavily relied upon communication system for both clinicians and support staff. It is integrated with our patient alarm systems and is built into the SOPs of nearly all hospital services. Failure to renew the service of this contract would result in catastrophic breakdown of hospital operations.

3. Description of Supplies/Services Required to Meet the Agency’s Needs:

Brand Name commercial off-the-shelf (COTS) Vocera communication badges to replace end-of-life Vocera communication system equipment in the Ralph H. Johnson (RHJ) VAMC

The Vocera Communication system has already been installed and is in use, this contract would continue operations of an existing system. The Medical Center has made a substantial investment in the current Vocera Communication Badges and continues to improve integration of the communication badge into the Nurse Call System and extended services to our CBOCS.

FAR13.5 Simplified Procedures for Certain Commercial Items: This procurement is for the Vocera Communication system in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2.

4. Statutory Authority Permitting Other than Full and Open Competition:

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): In the case of Vocera, this requirement is a follow-on contract for continued use of a highly specialized system. Failure to provide the licenses, service, and hardware of the Vocera Communication system product, in lieu of another product, would result in substantial and unjustifiable cost as it would duplicate extensive work already completed.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:

RHJVAMC has conducted market research and has identified at least two SDVOSBs that can supply this product.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:

The anticipated cost is GSA FSS pricing taken from an informal quote provided to the customer by the incumbent Contractor (a SDVOSB) it’s considered fair and reasonable on GSA Contract#

GS-35F-0858N.

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons

Market Research Was Not Conducted:

Two SDVOSBS' were identified via VipVetBiz under NAICS Code 541519 that can provide Brand Name Vocera Badges for this requirement. One SDVOSB was found on GSA, Government Marketing & Procurement, LLC (Incumbent) and the other SDVOSB, Nitro on the Open Market.

9. Any Other Facts Supporting the Use of Other than Full and Open Competition:
