1. Offer due date has changed from April 15, 2020, 11:00 am EST, to April 20, 2020, 10:00 am EST, all quotes must be emailed to Earnest.ellison@va.gov, please do not mail or fax in your quotes. This Contracting office does not have access to a fax machine or accountability of mail. No phones call will not be accepted during solicitation phase.

2. Related to Solicitation 36C247-20-Q-0369, does the Government require disposal of all non-hazardous regulated medical waste from the CAVAHCS facilities via autoclave or incineration? Currently the CAVAHCS facilities disposes all of their non-hazardous regulated medical waste via autoclave and not incineration. Incineration is a much more costly disposal method and not required for non-hazardous regulated medical waste unless the waste streams are Trace Chemo waste or Pathological waste. Please advise.

ANSWER: It should be autoclave and not incineration unless waste streams are Trace Chemo or Pathological waste

3. There is one more major concern that we have related to solicitation 36C247-20-Q-0369 that we just noticed today. There are NO Waste Volumes listed in the Statement of Work for any of the CAVAHCS FACILITES.

ANSWER: It is conducted by pickups and not waste volume

4. The Page 8 of 63 states that “Incineration: All medical waste from CAVHCS will be treated and rendered non-infectious at approved incinerator. Ash residual shall be deposited in a landfill approved by the state of Alabama or any other state utilized by the contractor. Manifest shall be forwarded to the COR for each application.

These two requirements conflict with one another and differ greatly in price (incineration rate is much higher than autoclave disposal) and all waste from the CAVAHCS is currently being disposed of via autoclave other than any waste streams that require incineration such as Trace Chemo and Pathological waste.

Please clarify as this will cause all vendors to reconsider their proposal pricing structures especially if incineration is required for all medical waste.

ANSWER: We should replace “all” with Trace Chemo and Pathological wastes
