To: All Potential Offers/Bidders, The following questions are presented with answers regarding solicitation 36247-19-Q-0050:
Q1: Who is the incumbent contractor?
A1: Hancock Government Contractors
Q2: What is the annual estimated cost of previous contract?
A2: $47,984.64 (This is the average annual contract cost – Base and 4 options)
Q3: Is there a Performance Work Statement related to the bid?
A3: Yes and a QASP.
Q4: What is the total square footage of the facility in the solicitation?
A4: Common Space/Lobby Space = 2,441 sq. ft.
Tenant Space = 9,089 sq. ft.
Total Net/Gross area = 11,529
Q5: Are there any specs associated with the bid that can be provided?
A5: Yes; see attached building specs, but It is strongly encouraged attendance at the site visit scheduled for Wednesday, November 14, 2018 @ 11:00 am at the Athens CBOC, 9249 Hwy 29 North, Athens, GA 30601
Q6: Is there any other further documentation need from our firm?
A6: Refer to Section E of the solicitation
Q7: How many people work at the facility?
A7: Approximately 25
Q8: How may visitor visit this facility?
A8: Approximately 50 – 80 a day.
Q9: How many restrooms and windows are in the building?
A9: See attached building schematic
Q10: Will the VA provide a janitorial closet? And, if so, how many janitorial closets are in the building?
A10: There is one janitorial closet in the building for the contractor.
Q11: Will the government provide the secured storage area or will the contractor be responsible for storing equipment?
A11: The contractor will be responsible for storing equipment. There is only one janitorial closet that is provided by the VA for storage of supplies
Q12: If the contractor will be responsible storage of equipment, will the government allow for storage on-site?
A12: No
Q13: Are there automatic dispenser at this facility?
A14: Yes
Q14: Factor 1: Experience requires that an offeror submit at least three sources of where the offeror was the prime contractor. The next bullet says offeror may submit a capabilities statement with sufficient information that reflects the requirements in the PWS.
A15: Please refer to the evaluation criteria located in Section E for full details. The government will not penalize any company that does not have experience as the prime vendor. If the company provided services as a subcontractor, then the company can provide past performance for consideration. An offeror may submit a capabilities statement with sufficient information that reflects the requirements in the PWS. Note: An offeror without relevant past performance, or for whom information non-past performance is not available, will be given a neutral rating.
Q15: What is the requirement date for the past performance?
A16: All requirement documentation and offer/bid should be submitted by Thursday, November 29, 2018 @ 12:00 pm as stated on the Standard Form 1499
Q16: Will vendor be required to handle "red bag" and "sharps containers"?
A17: No.
Q17: Can supplies remain in shipped boxes?
A18: No. Corrugated boxes must be emptied and removed from the facility.
Q18: Will vendor be required to supply staff during regular clinic hours?
A19: No. See the Performance Work Statement. Vendor staff shall work after hours unless, there is an emergency need. Coordination of weekend cleaning shall be scheduled with the COR and the Clinic Director.
Q19: Please clarify the work days and hours for cleaning for the above contract. The statement of work on page 15 reads: “Unless specified, all contracted work is to be performed over the weekend between the hours of 7:00 am to7:00 pm. SATURDAY AND SUNDAY. The bid schedule reads….”5 days a week…” PLEASE CLARIFY WORKDAYS AND HOURS.
A19: The normal work days are “5 days a week after normal hours”. The weekend is only for emergencies or special situations, that’s why the entire day is basically available (7am - 7pm), with the stipulation that, “weekend cleaning shall be scheduled with the COR.”
Q20: Does the contractor have to provide a day porter?
A20: No, the facility does not need anyone during the day shift.
Q21: What is the breakdown of carpet and VCT?
A21: Estimated at 95% vinyl tile, 5% carpet
Q22: Please clarify the work days and hours for cleaning for the above contract. The statement of work on page 15 reads: “Unless specified, all contracted work is to be performed over the weekend between the hours of 7:00 am to7:00 pm. SATURDAY AND SUNDAY. The bid schedule reads….”5 days a week…” PLEASE CLARIFY WORKDAYS AND HOURS.

Q23: How many restrooms are at the facility?
A23: 11 restrooms
Q24: Will contractor be able to store supplies and frequently used equipment (vacuums, mops etc.) in the two storage closets viewed during site visit?
A24: Yes
Q25: Section C. (a) states “Certain supplies or services to be provided under this contract…” are required to be obtained from “The Committee”. Please clarify if that mean ALL supplies, etc. For example, Is Contractor required to purchase all supplies referenced in “d” of the Scope of Work (all cleaning supplies, ..paper towels, toilet tissue…) from the AbilityOne agency, or just the 4 items specified in 3. Specific Contractor Tasks Include: #7, Wexcide etc.?
A25: The committee refers to approval through Infection Control Committee. If the products in the SOW are used, they have been pre-approved. This is for the cleaning chemicals. The paper items must be purchased through Ability One and be compatible with existing dispensers.
Q26: One of the contractors at the site visit commented that he had been informed by the AbilityOne central nonprofit agency that alternative sources were approved. Is there a list of approved alternative sources for the products specified?
A26: I am only aware of Ability One being approved.
Q27: Are there specifications for the required gloves, gowns, masks and shoe covers to be worn by the contractor’s employees other than those that comply with the medical grade specification and are appropriate for an environmentally safe public clinical environment, and is the contractor required to use the AbilityOne source list for those as well?
A27: Disposable gowns and masks are provided by the facility through our Supply and Distribution Service. It is highly unlikely that these items would be required for use in an outpatient clinical setting. Yes, disposable exam gloves are available from ability one
Q28: With regard to the cleaning function of the entrances “sweep entrance walks and patio floors” (pg. 10, paragraph d.), how many square feet from the entrance (exterior to the first set of doors) will the contractor be responsible to maintain on a daily basis?
A28: 350 sq ft.
Q29: Does “entrance walks” also refer to the sidewalks surrounding the building?
A29: Yes
Q30: Would you be able to provide a listing of AbilityOne vendors in the area?
A30: Contractors can find this info at this link: https://www.abilityone.gov/distributors/
Q31: Will the contractor be allowed to place a solution center in the janitor’s closet?
A31: Yes
Q32: Can comparable AbilityOne chemicals be substituted for Wexcide, Steris Medicated lotion hand wash soap, and Steris hand cream and skin conditioner?
A32: Substitutions are permissible but must be Germicidal, Fungicidal and Tuberculocidal and approved through COR/ Chief EMS. Steris soap is being taken over by Deb Med for Soap distribution. It is important that the soap be compatible with existing dispensers.
Q33: Will a list of all approved cleaning and maintenance agents be provided to contractors prior to submission deadline?
A25: The biggest requirement would be Wexcide 128 or comparable germicide that is Germicidal, Fungicidal, Tuberculocidal. Bowl cleaners, glass cleaner, stainless steel polish is all basically the same chemical make-up. Here’s a short list: Wexcide 128 or comparable product; Deb Med Medicated Soap; Purell Hand sanitizer Aerosol canister; Toilet bowl cleaner; Stainless steel cleaner; Floor Stripper and High solid floor finish
Q34: Can you provide an accurate upholstery count that requires cleaning (i.e. chairs, sofas, office chairs, etc.)?
A34: We have approximately 75 upholstered chairs
Q35: How many specialized [7.(b), (c) and (d)] dispensers are there in the facility, i.e., are all three is every bathroom, exam room, waiting room, nursing station, and lab?
A35: There are 30 specialized dispensers (15 sets of Purell Hand Sanitizer and Steris Hand soap).
Q36: I don’t recall seeing Steris Hand Cream and Skin Conditioner dispensers…is this something the facility or the contractor supplies?
A36: The Steris Hand cream is not in use at the CBOC).
Q37: Does the facility supply the Purell foam hand sanitizers, waterless to the CBOCs?
A37: The facility does not provide the Purell sanitizers. The vendor is required to provide all supplies. Purell, hand soap, paper products, etc.
