The solicitation package was uploaded to FBO without the mechanical drawings, which are a major portion of the project. The drawings were not posted on FBO until June 12, 2019 which was 20 days later. We are requesting that you would extend the bid due date at least one week to allow the mechanical subcontractors time to complete an accurate bid.

We are requesting an additional site visit be held so that the mechanical subcontractors can view items contained on the plans that were not apparent during the first site visit. This included the equipment, piping sizes, and locations to be demolished as well as locations for roof mounted equipment.

All refrigerant piping is specified as hard drawn copper. The manufacturer makes a specific line set for use with these type of split system units. Will use of the manufacturer line sets be allowed?

For all existing IT Rooms. Will temporary cooling be required after the existing unit has been demolished until the new unit has been installed and brought on-line?
Electrical No. Installation of the new system components is to be done to the greatest extent possible before demolishing the existing system to limit down time.
What type of access is available to all roofs where work is to take place? Will cranes be required to place equipment on roofs? Will personnel have unobstructed access to work on roofs?
All roofs have access through various doors and openings. Vertical transport will be done through elevators.
What type of restrictions will be placed on access to the IT Rooms? Will the VA issue keys to access these rooms or will the VA OIT department require one of their personnel to be in place when contractor is working inside of IT Rooms?

Electrical The new UPS units are provided to power equipment in the existing IT racks which is primarily Data switches and other POE devices connected to power strips in the rack. A list of equipment is not available.

In review of the architectural and mechanical drawings, rated walls and partitions are identified in the symbol legend. However, this legend does not identify any concrete or block walls. Since there are some HVAC condensate drains and refrigerant piping running above ceiling and crossing several walls on all floors, would it be possible to get a set of structural drawings showing any concrete/block walls for the purpose of potential core drilling requirements for pipe penetrations?

Do the various roofs have warranties in place which will require using a specific roofing contractor to make repairs during installation of new roof curbs for equipment mounts and roof penetrations?

What version of Lenel access control software is currently in use?
The existing system is a Lenel Onguard system with ADV version software. The software shall be upgraded to Lenel Pro System as part of this project. All work shall be seamlessly integrated with the existing system such that any existing maintenance agreements or warranties shall not be compromised. Only Lenel Value Added Retailers (VAR) technicians shall be used to make hardware connections to the system and access the system for programming, testing and operation.

Notes say to replace all it room door hardware in plans but no indication of how many it rooms there are per floor? Please confirm how many hardware sets are to be accounted for.

Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.
Yes this method of data tracking and submittals is acceptable
During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.
If the fire suppression system is disabled for more than 8 hours, a fire watch will be required, anything under 8 hours NFPA 241 applies.

is the servicer or system being used?

Yes, connection to existing facility system is required, it is JCI Metasys.
Is the VA expecting any work to be done to the Fire alarm system? If so, does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?
No specific fire alarm work is to be done. Coordinate security, fire alarm and fire suppression work with the VA. They will coordinate/provide information about servicers where necessary.
Has the work area been checked for asbestos?
Area has been checked for asbestos, asbestos is not present in area, documentation of results are housed in the Safety Office, if any suspicious material is noted, contractor is to stop work immediately and notify the COR.

Architectural There is no overarching "infectious disease control rating" for the site. Refer to drawings GC001 through GC110 for specific ICRA Class Requirements in areas where work is to be performed.
The List of Drawings on Sheet GI001 includes 11 sheets of Mechanical Drawings. No mechanical Drawings were included in the drawing file. Please provide the mechanical drawings. (As these drawings have not been made available prior to the closing of the question period, will the period of questions be extended to allow for questions on this portion of the work?)
Review the amendments posted, the mechanical drawing have been address and added.
Note A on sheet AE101 indicates that we are to replace all IT Room door hardware. Please provide detailed information on the hardware to be replaced. Do we replace only locksets or also replace hinges, closers, stops, kickplates, ect?
Electrical Only the locksets are to be replaced to work with the door strikes to secure the room from entry except for key or card reader. Outside handle rigid and requires a key to rotate and open. Lockset shall allow free rotation and exit from inside the room.

Note B on Sheet AE401 calls for HW-5D for single doors and HW-11 for double doors. Please provide detailed descriptions of HW-5D and HW-11.
Architectural
These are a references to standard VA door hardware specifications which contain the passage set information. Both call for BHMA Code F07 passage sets.
Spec Section 28 13 00 calls for the use of a mag lock. The plans and details call for the use of an electronic strike. Please confirm the system to be used.
No mag locks are being used for this project.
Note 3 on Details D1 and D6 on sheet E504 refers to an Architectural Door Hardware Schedule. Please provide the schedule and any supporting specifications or detailed technical information required to describe the proposed door hardware work.
