Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

TUSCALOOSA VAMC: SUPRAVISTA STANDALONE SOFTWARE

Acquisition Plan Action ID: 36C247-18-AP-2005 / IFCAP 679-18-4-238-0108

1. Contracting Activity: Department of Veterans Affairs, VISN 07, Tuscaloosa VA Medical Center, 3701

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Purchase of Software Licensing, Installation, and Training of the SupraVISTA Software Application from SupraVISTA DSS LLC (hereafter referred to as SupraVISTA). The purchase request includes one Base Year, and four Option Years (OY).

The contract includes software license and annual support and maintenance, a one-time installation fee, base year training, with optional year training of the SupraVISTA Software Application for the entire facility. The above pricing is specific to facilities with less than 25,000 patients.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

There are no competing products that provide the extensive feature set specifically designed to meet VHA CPRS users’ needs. SupraVISTA works seamlessly with VistA/CPRS. SupraVISTA is the ONLY stand-alone, Clinical-Cognitive Support System that seamlessly and safely works with VHA’s electronic health record. SupraVISTA is designed to be used along with CPRS with no negative impact on CPRS’ functionality. SupraVISTA is the only application that offers automated rule based analysis of clinical data at point of care and works with VHA’s existing IT architecture. This is the only

These are central to patient safety, quality of care and provider productivity. It includes many advanced features that are not found in any other product: For example, this is the only product where Letter Writer actually “analyses” the data and inserts proper interpretation along with test results in body of the letter. Some commercial EMRs on market simply mail-merge laboratory data. Such EMRs are not compatible with VHA’s database thus cannot be used in the VHA environment. The VHA policy mandates that test results are communicated to patients within reasonable time. Presently, there is no built-in facility in CPRS to generate such letters. SupraVISTA is in use in VHA, in live patient care settings, since 2006. It is a proven solution that is reliable, safe and effective. It includes many features and tools that clinicians need to do their work efficiently, while saving time, and allows staff to meet requirements set forth in VAMCs. These features are NOT available in CPRS or in any other software tools supplied by VHA.

4. Description of market research conducted and results or statement why it was not conducted:

Sources were sought using the VIP, GSA, NAC, SEWP, ICDP tools currently in place by contracting personnel. However, SupraVISTA is a commercially off-the-shelf software license package that has been in use by the VA since 2006 so the research conducted by technical experts, as determine on more recent awards, confirmed that other products in the market with the same functional software space, lack the ability to meet the functional requirements, specifically, the capability to provide automated rule based analysis of clinical data at point of care and provide Automated Alerts and problem-centric Reports at point-of-care, and integrate with VistA and CPRS.

Government technical experts confirmed all previous products researched were unable to meet the functional requirements sought through this product1. Furthermore, SupraVista software licenses are only available directly from SupraVista DSS LLC, which owns the proprietary rights to the software. Based upon this market research, this acquisition will be sought as sole source through SupraVista Medical DSS, LLC.
