· Will contractor provide 24/7 services on this contract?
· If so, shift hours do not reflect 24/7 services?
· Evening shift shows 3:30pm to 12:00pm, is this correct or should it be 12:00 am?
Answer:
The Evening Shift has been corrected from 3:30pm to 12:00pm to 3:30pm to 12:00am to state:
The sterile processing services department operates 24 hours per day, 7 days a week, Sunday through Saturday, subject to rotating shifts:
Day Shift: 7:30am to 4:00pm Midday Shift: 10:30am to 7:00pm Evening Shift: 3:30pm to 12:00am

Principle Duties and Responsibilities “Contractor shall staff sixteen (16) Sterile Processing (Central Sterile) positions for day, midday, evening shift or any shift on Saturdays and Sundays; totaling sixteen (16) positions each not more than 40 hours per weekend as determined by facility work requirements.
· Can the government clarify the work schedule?
· Can the government clarify what is meant by “totaling sixteen (16) positions each not more than 40 hours per weekend as determined by facility work requirements.”? Should this say “per week”?
Answer:
The 16 Technicians are needed to cover the shifts outlines above.
In addition, In the event a contractor other than the incumbent is selected, the awardee shall give first opportunity to fill available positions to the personnel currently performing under the former contract. This precautionary measure is to ensure the personnel already in place will have the opportunity to support the contract while the awardee prepares to provide this service and ensure continuity of staffing services to the Atlanta VA Medical Center, without interruption.
The shifts should be no more than 40 hours per week unless over-time is authorized.
3. Is there an incumbent? If so, who is the incumbent and what is the contract value and period of performance?
There is a vendor currently providing services.
We cannot give any pricing or billable rate of the current vendor. You may go through the Freedom Of Information Act (FOIA) process if you need additional information regarding the current Sterile Processing contract.
If you have a FOIA request that relates to the Department of Veterans Affairs — Office of Acquisition and Logistics — Procurement Policy and Warrant Management Services, please submit your requests to our FOIA electronic mailbox.
ALL other FOIA related information, as it relates to the Department may be accessed at the VA’s FOIA web site. 4. If there is an incumbent, are any of the 16 positions vacant?
The incumbent number for Technicians is different for the current contract.
This is a new requirement and this is what is required by the service line.
5. Since this contract is subject to the Service Contract Act, can the Government provide the wage determination and service contract labor category?
Yes, this requirement is covered by the Service Contract Act.
The following Wage Determination applies to this solicitation: Wage Determination No.: 2015-5831.

6. Page 28 – 29 Evaluation Criteria 1. Technical
· Section b. asks for GSA or FSS number. Do offerors need to be on GSA or FSS? If not, please remove this requirement as the RFQ is being solicited through FBO for SDVOSB/VOSB set-aside.
· Section c. asks for resumes and d. asks for copies of certifications, with the fast turn-around and proposal due on January 29th, will the government remove the requirement to provide 16 resumes and copies of certificates with the proposal?
The GSA or FSS is not required and is considered removed.
Resumes are removed from the solicitation requirement.
The certification will be needed on a case by case basis for new Sterile Processing Technicians:
