Shredding RFQ Questions

1. Could you please provide the yearly pounds and/or tonnage per site for this requirement? 12,675,264 pounds annually

2. For the Asheville Charles George VAMC, are most of the 96 Gallon bins full on a weekly basis? If not, is there an average percentage that are serviced full? Average of 11ea full weekly

3. For the Asheville Charles George VAMC, are most of the consoles full on a weekly basis? If not, is there an average percentage that are serviced full? Average of 65% are full weekly.

4. P. 6, Price Schedule. The CLIN description calls for Quarterly destruction of non-paper items such as tapes, plastic, and CDs. Will this be handled via quote for the quantities/types needing destruction, then paid via GPC? Yes. If it will be handled under the contract will more specific information be provided and a CLIN included for pricing non-paper destruction? The destruction on non-paper is stated in the performance work statement (PWS) currently there is no CLIN.

5. Since many types of non-paper media cannot be shred along with documents, will there be specific containers dedicated to collecting non-paper material, or will the COR handle collecting these items to hold for quarterly destruction? COR will hold for quarterly destruction.

6. P. 8, top of page states that services are to be performed on Wednesdays at the VAMC. Can the day of the week be collaboratively agreed to post-award since the contractor must merge the VA work with already existing routes? The Wednesday service date is non-negotiable.

7. P. 8, (4), first bullet. Will bulk purges of material be handled via quote and GPC? If they will be handled under the contract, could you please provide more information in order to include these purges in the bid? Bulk purges will be handled via quote.

8. P. 10, 5th bullet. This calls for one day or two-day turnaround for emergencies. What is the frequency and nature of emergency calls at the different locations? We have had one emergency this was the result of building fire. The frequency would be 1 (one) emergency during an 18-year period.

9. P. 44, E.1, (a), 1) b. In addition to completing the price/cost schedule, please describe the type of attachments requested in this sentence and what should be included to “address all Contract Line Items Numbers (CLINs).” Attachments include any amendments made to solicitation 36C24623Q1150 and attachments included with the solicitation.

10. P. 10, chart, Item 2. In 2019 the solicitation for the same work as that in solicitation 36C24623Q1150 stated that there would be 103 95g bins at the VAMC. Then the quantity was dropped via amendment to only 21 95g bins at the VAMC (consoles remained the same at 82). Could you please confirm that the 103 95g bins at the VAMC listed in the chart on page 10 is definitely the correct count? The count stated is correct.

11. P. 45, Section E – Past Performance. If three references of work similar in scope are to be provided, do all government and commercial contracts need to be listed with the specified information and as stated on page 47, an explanation of the “relevance of the data provided”? For some bidders this will create a lengthy document that will take quite some time to compose, which seems onerous and likely to not be reviewed in detail given only three are required in the first sentence of the paragraph.

12. Will each facility provide an initial list of container placement since a new contractor will not be familiar with building and room numbers? New contractor will be shown where containers are located.

13. For the Charles George Medical Center, are there outlying buildings that will need service? In other words, will our shred truck need to move multiple times to service different facilities on campus? Yes

14. At the hospital, please confirm if there is a loading dock, and is there a ramp to the ground? Yes, there is a dock and ramp.

15. Our collection containers cannot negotiate steps, are freight elevators available to move between floors at the VAMC or at any of the outlying CBOCs where shred containers are located above/below the egress floor? Yes

16. Is there sufficient and appropriate parking for our truck at each location across the system for the time it will take to perform the work?

17. Is there a current contract for the work being solicited? Search FPDS.gov for contract 36C24619P0888.

18. If so, please provide that awarded contract number or task order number (not the incumbent GSA contractor number). See #18.

19. Please provide the name of the incumbent contractor and when the contract is ending. See #18.

20. Please provide the annual contract amount. See #18.

21. Is the level of effort being performed under the current contract fundamentally the same as what will be required to fulfill the new contract? If not, please explain how the work will be different under this solicitation. There is no difference.
