Purpose of this Amendment is to provide answer to questions asked as follows:

Q.1 Can you confirm that all fire protection systems ITM are being performed IAW the most current NFPA/Joint Commission/VHA Guidelines?

A.1 We are to test all fire protection, sprinkler, and alarm systems to the latest VA-Joint Commission agreement which requires us to test to the latest published NFPA standards at the time of the test event. This will mean that standards can change based on NFPA publications between test events.

Q.2 When fire alarm equipment fails during inspection or routine operation will the repair/replacement of that item be quoted/approved and billed against the NTE Line Item for Repairs?

A.2 YES – that is the intention of the repair line to provide an efficient way to perform repairs from inspection or emergent equipment failures. The Community Based Outpatient Clinics are not owned by the VA so inspection failures for the CBOCs will be provide to the VA Lessor for correction.

Q.3 When fire sprinkler/kitchen hood/fire ext equipment fails during inspection or routine operation will the repair/replacement of that item be quoted/approved and billed against the NTE Line Item for Repairs?

A.3 Yes – see above

Q.4 Can the audio/visuals and door holder be tested during normal working hours? If not, what bldgs.

can have audio/visual/door holders tested during normal hours?

A.4 Some audio-visual inspections and door holder inspections can be performed during normal work hours. The buildings that cannot be tested during normal working hours are: Building 110, 110A, 110B, 110C, 137 complex, 114, 146, Building 148, and CBOCs (Portsmouth, Chesapeake, Virginia Beach, and Albemarle).

Q.5 Can annual fire alarm elevator recall and shunt trips be tested during normal hours? Will VA coordinate for VA Elevator Contractor to be onsite for Elevator Recall Shunt Trip Testing?

A.5 Elevator and shunt trips in the buildings listed above cannot be tested during normal work hours.

Buildings with elevators outside of that list can be tested during normal work hours. The VA will coordinate with the VA Elevator Contractor to be onsite during the testing event as long as appropriate notice is given prior to the testing event (1 business week).

Q.6 The most recent NFPA 25 14.3.2.3 and 14.2.1.1 permit/approve the use of alternative nondestructive (ultrasonic) methods for internal pipe inspection. Can the Ultrasonic be used for performing 5yr internal pipe inspection?

A.6 Yes, as long as that permission remains if the standard is updated between now and performance of the 5-year inspection.
