Durham VAMC Shuttle Services Questions and answers

1) Relative to the All-day shuttle operating from 6:00am - 7:00pm the "vendor shall provide (1) 14 passenger at minimum shuttle and (1) 10 passenger minimum shuttle bus with a wheelchair lift."

Since the vehicles are shuttling continuously between the same locations a more cost effective approach will be for the vendor to provide one 24 passenger shuttle with a wheelchair lift .

Will this be acceptable?

Ans: The reason for 2 is to have a constant rotation. Durham VAMC need a rotation every 15 min so no one is waiting.

2) I have a question in regards to notice ID 36C24622Q0397-1. On page 28 Subcontracting para(I) In the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-10 or VOSBs as set forth in 852.219-11. Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded.

Does that mean for example if a Sub who is not VIP listed gives me a quote for $100 and I submit a bid for $120. The government pays me $120 and I pay $100 to the sub which is more than 50% of the amount paid by the government. Would that not be compliant? I'm just trying to make sure I'm reading this correctly.

Ans: The key here is that Limitation on Subcontracting (LOS) looks at 50% of the total contract value, not each specific subcontractor. What the prime pays to individual subs doesn’t come into play, as long as the overall amount paid to subs that aren’t similarly situated doesn’t exceed 50%.

Example 1: Total Contract Amount is $100,000 Prime: $10,000 Sub 1 (similarly situated): $40,000 Sub 2 (not similarly situated): $35,000 Sub 3 (not similarly situated): $15,000

LOS is met, because prime and similarly situated are receiving 50% of the total contract amount.

Example 2: Total Contract Amount is $100,000 Prime: $45,000 Sub 1 (similarly situated): $4,000 Sub 2 (not similarly situated): $26,000 Sub 3 (not similarly situated): $25,000

LOS is not met, because prime and similarly situated are receiving less than 50% of the total contract amount.

3) I wanted to know exactly how many shuttle vans the above solicitation is asking for?
