1. Will there be an extension granted?

A – Yes, a time extension has been granted. Proposals are now due by 05/07/2018 IAW amendment #1

2. Will the sign in sheet for the site visit be made available?

A - The sign in sheet is uploaded and embedded in the amendment #1

3. May the same superintendent on a concurrent Fayetteville project be utilized for this project?

A – Negative

4.Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?

A –NO, please reference FAR 52.229-2 the Government will not be providing a certificate it is the responsibility of the Prime to track any and all applicable sales tax

5. Where will the designated parking area be for workers accessing the construction site?

A – There is no designated parking for contractors currently due to present issues with parking capacity.

6. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.

A – Yes.

7. Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?

A – While we don’t expect much or very little fire alarm work, Edwards Electronic Systems out of Clayton, NC (919) 359-2239 is the authorized rep in the area.

8. "Will the government accept a window with a 3.25" Frame Depth that exceeds the AW40 and does not have “Tilt/Turn” capabilities?

A – No. Windows indicated to be Full Tilt/Turn are required.

9. Please confirm if dual operating windows (tilt and turn) as noted on page A800 of the drawings will be required. It does not appear that the specification includes this window type. If required this will substantially limit the number of manufacturers that can quote this project and substantially increase the price.

A – Windows indicated to be dual operating (tilt and turn) are required.

10. Is there any alarm system installed on the windows that GC will have to coordinate with while taking the VA before window demolition?

A – No.

11. Will there be any kind of hard barrier to be installed in hallways to keep patients out from construction areas? Please explain what will the VA require as barriers?

A – Sealed plastic zipped door is required. Keyed access to rooms will

12. Will there be the need for covered walkways below where windows are being replaced?

A – This is a Means and Methods issue. Contractor must comply with OSHA requirements.

13. How much of the walls and ceilings will the GC need to repaint, “modify wall covering” or “provide new tile” when repairing material around windows, this will help all GCs bid the exact same amount.

A – This cannot be quantified ahead of time and will depend on how carefully demolition is conducted to protect finish surfaces to remain. GC’s should include an allowance they are comfortable with.

14. Section 0-12 on basement doesn’t appear to have any windows replaced. Please confirm that the work is just to infill if the alternate is picked up.

A – This is the area under the monumental entry stairs to level 1. See elevation 3/A804. AD101 indicates that two windows are to be removed and the opening bricked in.

15. Please confirm if all windows except for the ones in the dormers & Mech/ Electrical rooms will have the ½” Solid Surface? Is there a specification for this material available?

A – Yes, solid surface window stool and apron is required except at dormers and Mech/Electrical rooms.

16. Will GC/ subs have access to the elevators?

A – Yes, service elevators will be provided for the transportation of personnel and material , any construction debris/mess resulting from use will need to be cleaned.

17. Are the deductive alternates cumulative?

A – No.

18. Bid item #4 is not clear to us, can the VA explain what brick work will be excluded on wing A? Which detail applies to this work?

A – This is under 01 00 00 1.2.D Bid Alternate #3. See AD101 and 3/A802. There are three windows at the basement level that this applies too. See note 7 on AD101. Details 1, 2, & 3/A702 apply to this condition.

19. On Page AD101, Wing A, there are three windows that will get infilled, but they also have a note to reinstall either a mech louver and/or existing fan. Are the windows/ frames different from the opening of the fan and louver?

A – See elevation 3/A802. Rough opening is to accommodate both existing louver and fan.

20. Can the GC assume that the rough openings are correct for the new windows called out on plans and that the openings will not be reworked for a bigger or smaller window to fit in?

A – No assumptions should be made. All dimensions are the responsibility of the GC. Field verification is required and coordination for new work by the GC.

21. On page A151, there are notes to replace all the windows type 8 on corridor C5-8 except the 4th one from the left but on pg AD151 that same window is notes as unit being replaced. Please confirm if the window will be replaced.

A – Can’t find these notes. Unit to be replaced.

22. Please provide the basis of design for each sealant in the specifications in meeting shore hardness and elongation.

A –This information is available from sealant manufacturers. There is no basis of design for sealants.

23. Please provide the basis of design for the replacement window in the specifications

A – See General Note #4 on A800. Peerless Products, Inc. “G-Series Windows”.

24. Please confirm if the SOW “4 windows or two rooms with one crew per wing, a total of three wings and three crews; 12 windows or 6 rooms” will be strictly enforced during the performance period of the project.

A – There will be flexibility in that depending on current hospital conditions at the time.

25. Are there existing lead based coating present in the specified areas of demolition?

A – GC’s shall include the following note in the documents:

CONTRACTOR SHALL ASSUME THAT ALL PAINTED SURFACES CONTAIN DETECTABLE LEVELS OF LEAD IN THE PAINT FOR BUILDING 1. CONTRACTOR SHALL REMOVE MATERIAL AS LEAD CONTAINING IN ACCORDANCE WITH THE OSHA CONSTRUCTION INDUSTRY LEAD STANDARD 29 CFR 1926.62. CONTRACTOR SHALL PERFORM TCLP TESTING TO DETERMINE PROPER DISPOSAL REQUIREMENTS IN THE STATE OF NORTH CAROLINA.

26. Are there existing Asbestos materials in the demo area or behind the brick façade?

A – Asbestos testing was negative.

27. What is the Governments’ policy if asbestos products are encountered during construction?

A – Any item thought to contain asbestos should be brought to the COR’s attention immediately and all work in that area will be temporarily suspended until a course of action is decided.

28. What is the level of infectious disease control rating for this site?

A – Class III is expected.

29. Will the Fayetteville VAMC remove or trim trees and their branches obstructing access to the exterior faces of the building in project scope

A – The VA will not remove or trim trees. The contractor will be allowed to trim trees, approved by the COR.

30. Please conform the roof tops adjacent to wing C, alternate 2 can support the weight and use of typical scaffolding for exterior performance

A – Structural plans for the area can be provided after award. Contractor will need to verify with a structural engineer at their expense.

31. In drawing window details page A701, details 1 & 7, are the apron and stool drawn to be wood or metal in material?

A – The apron and stool are labeled solid surface (i.e., Corian or products like it) in these details.

32. Please confirm type window amounts

33.Could a second site visit arranged?

A – Not officially, however you may reach out to COR to see if Availability permits.

34.Note 8 indicates rooms with AC units in the windows but does not clearly identify which window or both. Can we get a count of these impacted windows?

A – This cannot be verified as it changes due to hospital operations. The note is intended as a “just in case.” Despite this, some exterior photos have been provided.

35.Is there a HazMat report available for our review?

A – Not at this time. However, see response to questions #25 and #26.

36.Could photos be provided that show typical layouts of the rooms? Furniture, equipment, etc.

A – Photos are not available.

37.Is there a designated lay down location for materials storage.

A – COR will work to find a suitable location for materials storage depending on existing conditions of the facility when construction is ready to start.

38.Are there davits on the roof available for contractors to utilize a swing stage?

A – No.

39.If the rooms are stacked, may we replace windows vertically within the column from swing stage or scaffold?

A – Yes.

40.AD101 General Notes: The second note is contradictory. Please clarify if we may work in multiple wings simultaneously or only one wing at one time.

A – Cannot find this note on AD101. It is actually on the Phasing Plans. See answer to question #24 and #67.

41.G002 Architectural Notes: (C.) Dumpster location authorization is usually dictated by the owner for acceptable locations. Has this been identified?

A – No location has been identified due to other current active construction projects. COR will try their best to find a suitable location for a dumpster once construction is ready to begin.

42.G002 General Notes: (A.) How will work stoppages be documented (man hours) and compensated for?

A – Any work stoppages will be initiated by the contracting officer. Compensation will depend on the delays.

43.G002 General Notes: (E.) Are VA policies provided? Is HIPPA certifications required for workers?

A – Any applicable VA policies will be discussed during the preconstruction meeting. HIPPA certifications are not required.

44.PH01 General Phasing Notes: Since the COR is dictating what areas will be available on a daily/weekly basis, are they providing a schedule? Will work be continuous daily?

A – Scheduling will be a coordinated effort between the COR and the contractor. Work will be as continuous as possible.

45.AD101, Window Demo Note 21. Can you please provide a ceiling cut sheet?

A – Not available at this time.

46.AD111, Window Demo Note 25. Who will be responsible for removal of IT, audio, electronics on modular desks?

A – The VA will be responsible for all removal of equipment/materials around windows.

47.AD101, General Demo Note 8. If water damage is found, what procedure will be followed for materials, treatment, and determination?

A – To be determined by the COR depending on conditions.

48. Will the freight elevator be available to contractors and will it require padding?

A – Freight elevator will be available, any means to protect elevator from potential damage will be required.

49.Will a spec be issued for the solid surface window stool?

A – No. A full spec is not required for such a limited amount of work. Solid surface material to be ½” thick (such as Corian or similar) material.

50.Alternate #2 states “Delete window removal and replacement for C-Wing south elevation Level 1 through Level 5…. However, 5th Floor Plan drawing, A151 does not show “Bid Deduct #2” note like the lower floors drawings show. Should go with the Alternate #2 narrative and include the 5th in this deduct alternate?

A – Fifth floor is to be included in Bid Alternate No. 2.

51.Statement of Proposal Bid Item I (Base Bid) narrative states “includes modifications to the existing Surgical Suite in Building 1”. Please confirm this project only includes window replacement work.

A – This project only includes window replacement work. Disregard note concerning Surgical Suite.

52.Note at window demolition details (3/A700) indicates “Remove remains of existing wood windows”. Are we to assume the existing wood frames do not need HAZMAT (lead paint) disposal procedures?

A – See response to question #25.

53.Bids are to be e-mailed. Is it ok to e-mail a copy of the Bid Bond and follow-up with a mailed hard copy?

A – Yes.

54.Will there be space on site for window storage trailers?

A – COR will try to make space available for storage trailers, but due to the current amount of construction ongoing nothing is guaranteed and locations will need to be approved by the Director’s Office.

55. There are a couple locations where windows will be removed and replaced with brick. What are the masonry specifications?

A – Match existing brick. A full spec is not required for this limited amount of work.

56. Is there any asbestos or lead abatement within the SOW? If yes, can you please identify?

A – See response to questions #25 and #26.

b. On the site visit it was mentioned that the intention may be to install fixed windows, however the drawings in the solicitation dated 19-Jan-2018 indicate that over 400 will be operable. Please advise if contractors should bid the current drawings or if the windows will be non-operable.

A – COR misspoke during site visit, bid the current drawings windows will be operable where list as such.

57.A800 Elevations indicate "Dual action casement, tilt and turn configuration for operable windows" Many window manufactures do not offer this configuration and there is no additional information on this in the specifications. Will the VA accept standard single operation casements in leu of dual operational casements?

A – No.

58.The existing stone/brick rough opening in the building is framed with wood and flashing making the opening 4-6" smaller. General Demolition Note #1 (AD101 and others) states "Window demolition shall be completed where indicated to include all glazing, frames, sub frames, fasteners and misc. accessories." Note #7 states "Clean all sealant off exterior wall from existing window". Window section details appears to show demo of all blocking and flashing to the masonry openings with the exception of some existing blocking in the sills. Please confirm that it is the intent of the project to demo all exterior and interior blocking and flashing to the masonry opening with the exception of the minor sill blocking shown on the plans to remain in place.

59.There are existing trees that have limbs in the way of accessing some of the windows. On the site visit it was stated that minor tree trimming would be acceptable for access, please confirm

A – Minor tree trimming will be allowed, COR to approve beforehand.

60.Please confirm that the contractor may drive equipment (lifts, trucks, etc.) around the building in paved or grass area and will not be responsible for any damage to underground utilities from equipment operating on the surface

A – Lifts, trucks will be allowed around the building as needed. Area around Confederate Breastworks will be restricted. No underground utility damage is expected based on expected work areas.

61.Please advise if an ICRA will be provided to the contractors prior to bidding the project; if not please advise if contractors should assume standard measures of plastic barriers and walk off mats, or if negative air pressure containments will be required; if it will be area dependent, please advise the % of areas that contractors should assume will require negative air containments for bidding purposes.

A – ICRA will not be provided prior to bidding, typical control measures for this type of project will be Class III due to the hospital setting. Plastic barriers and stick mats will be required. Negative air or an air scrubber is typical required throughout.

62.If scaffolding is required on flat roof areas of the Bid Deduct 2 area, may contractors assume that the roof is sufficient to support the scaffolding or will the contractor be required to do a structural analysis and provide an engineer's approval to install scaffolding on the roof?

A – Structural analysis will be required for scaffolding on roofs at the contractor’s expense. Structural drawings will be provided if requested after contract award.

63.Please confirm that for Bid Item II (Deduct alternate 1) is to Include the cost for the "C wing" that is removed from Bid Item III, Deduct Alternate 2

A – Yes. Bid Item II and III are separate. If Bid Item II is selected (deducted from contract), Bid Item III is still in the contract.

64.Please confirm that for Bid Item III (Deduct alternate 2) is to Include the cost for the "Awning North" that is removed from Bid Item II, Deduct Alternate 1.

A – Question is unclear. The only awnings are shown on Elevations 2/A803 and 1/A804, at the Basement level and are NIC.

65.Please advise if the 270-day POP is intended to be the construction POP and will start after the window products arrive on the jobsite. Windows can have 120 days or more lead time.

A – Construction NTP will not be issued until all materials are on site.

66.Due to cold weather restrictions, etc. can the POP for the project be extended to 400 days?

A – No, 270 day performance period is set.

67.During the site walk, some new windows were observed in one of the areas under renovation. Please advise if it is intent of the contract to match these windows or if any windows that meet the specification be used. The project has 162 phases but in drawing notes it is unclear if work can be done on multiple phases at one time. Per discussion on the site visit, the intention of the phasing is to not completely shut down a hospital operational area (such as the detail clinic) during construction. If this mandate is followed, please confirm that the contractor can have multiple crews working in several different hospital operational areas with proper coordination and approval. Please advise if there are any limits to the number of crews that can work in separate areas.

A – Windows that must meet the specification. Multiple crews will be allowed up to a certain point that coordinating becomes problematic, estimate that 4 different crews would be the most allowed at one point.

68.Please advise if a hazardous material (ACM/LBP) survey of the work areas has been done and if the results will be provided to the contractor. If not, please advise if the contract is responsible for any testing or abatement of hazardous materials encountered on the project.

A – Hazardous material survey is not available at this time. However, see response to questions #25 and #26.

69.The 5th floor is listed as Psych Ward and these facilities often have specific window restrictions and requirements; A701 Detail 7 calls for 1/2" polycarbonate sheet and integrated blinds. Please confirm that these are the only specific requirements for the psych windows and that the contractor is not responsible to verify or meet any additional requirements for Psych wards.

A – Correct.

70.There are multiple window openings that are currently infilled with brick where the design drawings call for a window installation. On the plans, there is a legend that shows demo of brick openings for window installation but on the floorplan, it is not used. In these cases, please confirm that the contractor is to remove the existing brick and install a new window with interior framing and exterior cladding to match the other windows.

A – Correct.

71.On AD101 and others, Note #1 states "Carefully remove and salvage stained glass panels to be re-installed by contractor” There are 8 locations that this is to be done, however, no detail is provided for this installation. Can contractor assume that stained glass panel can be mounded to the window casement after the new window is installed and not incorporated into the new window?

A –Correct.

72.Spec Section 01 00 00-1 indicates that contractor shall have an OSHA Designated "Competent Person" on the site during all work. Please confirm that only (1) person will be required and advise if there are any other certification required such as QCM, OSHA 30 Hour, or experience requirements.

A – Superintendent can act as the “competent person” if they have the experience and training related to the task in question, as example scaffolding inspection. Superintendent is required to have 30 hour OSHA regardless.

73.Will contractor be provided with CAD files of the current design drawings to use in preparation of contractor shop drawings?

A – CAD files can be supplied as a starting point for shop drawings. Copying design drawings and submitting as shop drawings is not acceptable and will be rejected.

74. Can elevators be used by contractors to convey personnel and materials?

A – Yes, contractors will need to ensure that patients and staff have priority and to clean up any dirt/debris that results from transporting materials.

75.On the windows that will be infilled with brick, please confirm that contractor can purchase commercially available brick to match the existing as closely as possible and that the VA understand that an exact match is unlikely.

A – Brick selection will be made during shop drawings. The difficulty of matching existing brick is well understood.

76.Instructions, Conditions and Other Statements to Bidders/Offerors conflicts with the Basis of Award section. The first, asks bidders to reply with 5 items (1442; Reps & Certs; Bid Bond, documentation of safety record and all other forms and certifications. However, the Basis of Award called for other data – including Technical Approach, Management/Quality Control Approach, Relevant Experience, Price. Can you clarify the Submission Instructions for this proposal so we know which set of proposal instructions to use? Other than the Price, there is no mapping between the Instructions to Bidders and Basis of Award.

A –provide all documents in the instructions to offerors as well as the requested documents in basis of award if any pertinent information is missed it will be requested by the CO.

77.Is this text from the Basis of Award Section (page 12), “Technical approach to complete the project in accordance with the sow, drawings, specifications, and general requirements. Offerors shall submit a capability statement demonstrating a clear understanding of the statement of work, including operations and maintenance problems presented therein. The offeror should provide evidence of sufficient planning to show that work will be accomplished as required and on schedule, utilizing all available resources to meet requirements.”, included with the minimum requirements as listed in the bullets below in this section? Or is this information optional?

A – A capability statement is required

78.Spec section 08 51 13 -7 para 3.1 says "Do not leave window openings uncovered at end of working day, during precipitation or temperatures below 16 degrees C (60 degrees F)” Does this mean that windows cannot be replaced if temperature is below 60 degrees?

A – No. But the COR will determine the schedule of which rooms are to be worked on and will take temperature into account.

79.Drawing A701 Sill detail 1 and 7 Sold surface window stool and apron does not provide overhang measurement on distance from face of wall to edge of stool

A – Detail 4/A702, which is similar, gives an overhang dimension of 1 13/16”. Dimensions given are nominal; a 1 1/4” overhang is intended (1/2” SS + 3/4” blocking). Stool dimension will vary depending on window thickness of installed window unit.

A – yes multiple parts/emails is permissible as well as hard copy NO WinZip documents.

83.Please provide guidance on how the proposal data should be packaged. Are the requirements listed in Instructions to Bidders (and/or) the Basis for Award Sections meant to be in one volume or in multiple volumes?

A – multiple volumes are permissible if they are sequential and have a definitive subject or narrative 84.Question regarding the W8. They are calling for Psych tilt turns windows. The tilt turn windows are not Psych rated or are they just wanting tilt turns with Lexan panels?

A – Tilt-turn with Polycarbonate (Lexan is a brand) panels.

85. Can you please provide the correct prevailing wage decision?

A – TBD at the time of award

86.Is there any impact for our trade regarding note 6 on the demolition drawings about the fan coil?

A – Rooms with this note have fan-coils. For rooms with multiple window verify which window has a fan coil. Also, see response to question #34.

87.Is there any impact for our trade regarding note 11 on the demolition drawings about the Psych windows or is the purpose of this note just to identify which openings require the Psych window?

A – This note confirms the window location information given on the plan.

88.Does the VA require muntins in the dormer windows as shown on the window elevations even though none of the other windows have muntins?

A – Yes, to keep the historical look.

89. Please confirm that only windows that have numbers in a circle (window marks) are being replaced and any unmarked areas are not part of this contract.

A – Correct.

90.Please confirm that window marks 9, 11, and 29 are NOT used.

A – Correct, there are no Type 9, 11, or 29 windows.

91.Where does detail 7/A700 occur? Is this only on windows above the main entrance?

A – Yes. This is at the second level/portico roof.

92.Will the VAMC pay for stored material?

A – Yes, as long as the stored material can be viewed by the COR locally to verify material being billed for.

93. Are the operable units project out or casements?

A – See Spec 08 51 13 2.1.3. Operable units are to project in.

94. Some window locations on the floor plan are not marked. (ex. Office 259/A121) These locations are not included, or are there windows needed? If needed, wil need window tags.

A – Can’t find A121. If a window has no tag, replacement is not required.

95.No window #9 & #29 shown on plans.

A – Correct. No Windows #9 or #29.
