This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.

This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95.

This solicitation is issued as a SDVOSB set aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 339113, with a business size standard of 750 employees.

This is a Brand Name or Equal solicitation.

The Hampton VA Medical Center, 100 Emancipation Drive, Hampton, VA 23667 is seeking to purchase the Brand Name Stryker Ortho Arthroscopic Shaver System & Platform Tower or Equal To Ortho Arthroscopic Shaver System & Platform Tower. The Hampton VAMC will implement orthopedic surgery services which will require various arthroscopic and total joint replacement procedures. The organization will require orthopedic towers and associated instrumentation to provide these services safely.

THIS IS BRAND NAME OR EQUAL; IN ORDER TO BE DEEMED TECHNICALLY ACCEPTABLE ALL OFFERS MUST MEET BELOW:

The unit must have the following abilities/capabilities:

1. Include a high definition (HD) endoscopic camera.

2. All components that come into contact with the patient during the procedure must be able to be placed into an autoclave.

3. All other components must be to withstand normal OR sterilization or terminal cleaning procedures.

4. A platform that fully supports and is compatible with the HD endoscopic camera.

a. Must have at least five (5) imaging modalities to include Infrared Illumination System (IRIS), Endoscopic Near-Infrared Visualization (ENV), Clarity (or similar real time video enhancement), Desaturation (lighting enhancement), and Dynamic Range Enhancement (DRE).

b. Must have at least nine (9) dedicated surgical camera specialty settings to allow customization options for the attending surgeon/

5. Must a light source and high definition cabling to support the HD endoscopic camera.

b. Must be provide near-infrared fluorescence imaging

c. Must have standard endoscopic visible light or better, to enable minimal invasive surgery techniques.

d. Near-infrared imaging must provide the ability to enhance image to assess blood flow, tissue perfusion and bile duct visualization

6. Must include a real time video device that is compatible with the HD endoscopic camera.

a. Device must allow for amplification of image that improves clarity, contrast and detail for difficult anatomical abnormalities.

7. Must be an all-inclusive unit that includes:

e. Digital color printer

f. Rolling stand for the monitor and printer, to allow mobility of components when not in use

8. Must come from a single vendor for future maintenance and service agreements

9. Overall footprint must be small enough as to not become a hazard or liability within the OR suite(s).

Offeror submitting an equal product include all technical specification/documentation to prove equal status.

Delivery shall be provided no later than 30 days after receipt of order/award of contract. Specify delivery terms: FOB Destination. The contractor shall deliver CLIN 0001 or Equal System to Hampton VA Medical Center, 100 Emancipation Drive, Hampton VA 23667.

This is a combined synopsis/solicitation for commercial items as defined herein. The government intends to award a contract as the result of this combined synopsis/solicitation that will include the terms and conditions set forth herein.

Any questions or concerns regarding this solicitation should be forwarded in writing via e-mail to Cherisse Hall at Cherisse.Hall@va.gov no later than 3:00 PM EST on February 2, 2018.

The Government will award a contract resulting from this RFQ to the responsible offeror whose quote represents the best value for the government. Quotations shall be received no later than 12:00PM EST on February 8, 2018. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f) and will not be evaluated. Quotations shall be submitted via email to Cherisse Hall at Cherisse.Hall@va.gov.
