DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: VA-18-00129105/36C245-18-AP-0641

1. Contracting Activity: Department of Veterans Affairs, VISN 5, Beckley VA Medical Center Dental

Service is looking to purchase x-ray equipment, 517-18-3-1342-0056.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Orthophos XG 3D ready 2D Pan and eight Heliodent Plus Oral X-Rays, with mounts, starter kits, installation, and training.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Beckley VAMC currently has older versions of this equipment. Purchasing this particular brand and models will allow continuity of care for the Veterans, require less disruption in the clinical setting (footprint is the same, so seamless installation), eliminate new software, networking, and training. Staff are trained on the use, care, and cleaning of this equipment and software.

4. Description of market research conducted and results or statement why it was not conducted:

Terry Carter, Chief, BioMedical Engineering, and Lisa Okes, Acquisition Utilization Specialist, conducted market research in December 2017 and June 2018. It was found that there are products and service in the market that meet the VA’s requirements listed above through Veterans Healthcare Supply Solutions.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
