Contracting Office Address 1010 Delafield Rd, Pittsburgh PA 15215 Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 in conjunction with Part 13 of Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Solicitation is issued as a Request for Quote (RFQ), and the solicitation number is 36C24423Q0175.
This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2022-07 effective 10 AUG 2022, and the Veterans Affairs Acquisition Regulations (VAAR). The complete text of any of the clauses and provisions may be accessed in full text at FAR | Acquisition.GOV.
This Solicitation is being competed as Unrestricted. The NAICS Code is 334515 - Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals and Product Service Code (PSC) is J061 – Maintenance, Repair, and Rebuilding of Equipment – Electric Wire and Power Distribution Equipment, and the business size standard is N/A The Pittsburgh, PA Contracting Office is seeking for Electrical Testing & Maintenance – Lebanon VAMC. The Statement of Work (SOW) / Performance Work Statement (PWS) is provided.
Service Contract Act Wage Determination No. 2015-4231 Rev 20 dated 27JUN22, applies to this acquisition and will be incorporated into the resulting contract. A copy of the Wage Determination is included with this solicitation as an attachment.
Complete instructions for submitting a response to this solicitation and applicable provisions and clauses are found in “36C24423Q0175.” All offerors are advised to pay careful attention to the quote submission instructions as there are very specific instructions as what is required to be provided.
The period of performance (POP) is estimated to be 01/23/2023 – 05/15/2023.
Any award resulting from this solicitation will be issued on a Standard Form 1449.
NOTE: To receive an award resulting from this solicitation, offerors MUST be registered in the System for Award Management (SAM) database. Registration may be done online at: www.acquisition.gov or www.sam.gov.

| The big question is are you requiring Primary Injection of the breakers in the MDP’s and EDP’s? If you do insist on performing Primary injection, can we plan on at least only doing mains that do not have trip units? |
| According to our records we will need primary injection for devices rated over 250 amps and tested according to manufacturer directions/specs. |

| YES, see template attached. Transformers are part of the EES. |

| We have a generator contract and those will not be a part of this testing. Generators and UPS are not part of this. However, the main breaker that feed the emergency distribution shall be tested according to manufacturer directions/spec. |

| Can the emergency distribution panel (not ATS’s) work be performed during normal hours Mon – Fri 7am -3:30 pm? |
| It depends on the situation and would be a building-by-building case. Some buildings would be possible others not so much. That can be worked out in scheduling. Most emergency distribution panels will have to be done after hours. |

| When will this work be performed? |
| Any of the shutdown work would occur over a weekend with power having to be restored by noon on Sunday of the proposed shutdown. We try to maintain this in order to work out any potential bugs before the Monday morning workday begins. Agree, In the past we usually could start around 7PM on Friday. Bldg.1, 104, and 101 will require us to verify operations are normal before shutting down in case there is an emergency surgery or a situation that will not allow us to power down. |

At other VAMC’s these items have a separate, independent 5-year service contract in place. Generators and UPS’s have semi-annual maintenance requirements and this solicitation is a one-time service event. Does the Lebanon have separate maintenance and UPS service contract in place? If so, will the VA be removing these items from the equipment list? Under the “ATS” category, that would reduce the number of equipment items from 68 to 55. |

| Each breaker will have a minimum maintenance/test as required per manufacturer. There is no threshold. If the circuit breaker is installed the panel to be cleaned/tested/maintenance, it will be part of the contract. |
