Replace Main Sewer Line | Project # 503-19-111 RFI/Technical Questions for Project 503-19-111- Replace Main Sewer Line

1) Can the project use an alternative installation method of static pipe bursting versus open-cut, as the project seems to have the open-cut intended for the majority of the work? Using this method would stay in the existing utility line that is already in place and minimize climate, economic and daily operations impacted using the open-cut method.

i. The design includes provisions to relocate the sanitary out of undesirable locations and mitigate existing issues at some of the current locations. One area that will be open to discussion for alternative installation methods is Building 3. One area that will require a method other than the open-cut method is Building 6. The contractor shall propose their means and methods with their bid. Refer to specification 01 00 00, 1.3.1 “Statement of Bid Items” to minimize and/or eliminate system shut-down periods.

2) Can the use of size on-size HDPE DIPS DR17 green indicator stripe pipe materials be used as an alternative material to PVC as specified for underground utilities in specification section 33-30-00?

i. PVC is required unless indicated otherwise per the plans or an alternative installation method is approved that requires the use of another type of material.

3) Currently on the wage determination there is no Laborer Pipelayer classified can there be one added and provide the hourly rate and fringe required, or advise which existing classification they would be handled under?

i. An updated DOL Wage Determination that includes Laborer Pipelayer has been requested from the DOL wage and hour office. Until an updated wage classification has been determined by the DOL, the contractor must use the rates listed in wage determination PA20230077.

4) Is there any pre-CCTV, infrastructure study available for review of the existing sewer lines and/or laterals to include interior building work requirements?

i. The design team did not conduct any CCTV studies.

We have the following questions concerning specification 01 35 26 Safety Requirements:

5) Paragraph 1.4.i

a. Is there a specific list of plans the government is expecting on this project from those listed?

i. Plans listed are expected, but as it states, “these plans shall include but are not limited to…”; hence additional plans may be required as necessary.

6) Paragraph 1.7.C

a. This section says that the SSHO must be someone other than the Superintendent or QC Manager. Contractors will have to account for this cost when bidding. Can this statement be confirmed please?

i. Confirmed, the SSHO must be someone other than the Prime Contractors superintendent and/or QC Manager.

7) Paragraph 1.7.D

a. This paragraph says that the SSHO or an equally qualified designated representative/alternate will maintain a presence on site during construction operations. Does this mean that the SSHO must be on site at all times, or can someone hold the position of SSHO without being on site daily as long as the superintendent (an equally qualified representative) is on site during construction operations?

i. A designated SSHO must be on site during construction operations.

8) Paragraph 1.8.B

a. This paragraph says that all CPs must have completed the OSHA-30 within 5 years. It does not mention this 5-year requirement for the SSHO. Does the SSHO’s OSHA training have to be 5 years old or less?

i. The SSHO’s most recent OSHA-30 course must have been completed within the last 5 years.

9) Paragraph 1.8.C

a. What is the government considering high hazard work for this project which will require specialized training certificates?

i. As stated in 1.8.C “…high hazard work operations such as operations involving asbestos, electrical, cranes, demolition, work at heights/fall protection, fire safety/life safety, ladder, rigging, scaffolds, and trenches/excavations shall have a specialized formal course in the hazard recognition & control associated with those high hazard work operations.”

10) Paragraph 1.8.D

a. This paragraph says that all other construction workers must have an OSHA-10. Is any OSHA-10 valid, or does that training have to be less than a certain number of years old?

i. OSHA-10 certification must be less than 5 years old as well.

We have the following question concerning specification 013323 Paragraph 1.6.D:

11) This paragraph says to e-mail electronic submittal documents smaller than 5MB in size. This would indicate that the use of a program such as Procore is not required on this project. Can this be confirmed please?

i. All correspondence will be made using a VA approved file exchange system such as Procore, Newforma, etc.

Regarding specification 01 00 00 paragraphs 1.30 Photographic Documentation and 1.31 Final Elevation Digital Images:

12) Does the government plan to strictly adhere to the specifications contained within these two paragraphs?

i. This requirement will be relaxed; however the contractor is required to provide date stamped digital photographs of all areas and phase of construction.

13) Will/can elevators be added to the wage determination for this project? I looked on sam.gov and filtered by state and county, but I am having a difficult time finding the wages.

i. An updated DOL Wage Determination that includes Elevator Mechanic has been requested from the DOL wage and hour office. Until an updated wage classification has been determined by the DOL, the contractor must use the rates listed in wage determination PA20230077
