1. Question: How much Fuel is in Existing USTs?

Response 1: As of 4/13/2020, we have approximately 32,800 gallons on hand. The total varies by usage and when deliveries of fuel are ordered and delivered.

2. Question: What’s the minimum size for Temporary AST?

Response 2: Provide 20,000-gallon temporary AST per contract documents.

3. Question: Due to current events lead time will be affected for material. Will the performance period be extended due to COVID-19? Currently 180days after NTP.

Response 3: At this time, no. However, delays due to material lead times and deliveries attributed to COVID-19 will be considered on a case-by-case basis.

4. Question: Are we replacing Chain-link Fence?

Response 4: Replace fencing per contract documents.

5. Question: Who is currently the fuel supplier for the USTs? Please provide name and number.

Response 5: Fuel is supplied under a national DLA contract. Our contact is below.

6. Question: Do you currently have preferred electrician contracted if so, can name and contract information be provided?

Response 6: No. Electricians must meet qualifications per contract documents.

7. Question: Can we change layout of temporary fencing for stockpiling?

Response 7: Alternate value engineered layout/laydown plans can be evaluated after bid award. Be aware certain traffic flows and egress/ingress pathways cannot be obstructed or impeded to the northwest of the site.

8. Question: When is the projected start date?

Response 8: As of 4/13/2020, the bid opening is 4/29/2020. Offers are to be valid for 120 calendar days for acceptance. Notice To Proceed (NTP) will be provided during the Pre-Construction Conference shortly after award.

9. Question: Who is responsible for the SSIP? Site Specific Installation Permit?

Response 9: The VA is obtaining the appropriate permits. The selected contractor is required to provide all information and signatures in support of these permits in a timely manner.

10. Question: Who is responsible for Labor & Industry Permit?

Response 10: See Response 9.

11. Question: Can you confirm if we encounter contamination it would be considered a modification to the contract?

Response 11: See contract documents.

12. Question: Shall we include a Tank bottom Sump in the USTs?

Response 12: No. This would void tank manufacturer’s warranty.

13. Question: In reviewing Drawing. MP-03, Detail 005 UST Monitoring Well, would the VA accept a 4” PVC 0.20 slotted well dropped into the specified backfill material that will be placed around the tank, in replacement to detail 005? Our proposed design would still extend 2’-0” below the bottom of the tank elevation. Detail 005 shows a monitoring well, constructed by a licensed driller. Typical installation of a Monitoring Well at new UST sites is a 4” slotted well screen in the 1B stone backfill.

Response 13: This would be acceptable. A 4” monitoring system can be installed during tank installation; however, most crews do not prefer installing these at the same time. Great care needs to be provided in order to not damage the well during construction.
