Paul J. Bosak Contracting Officer Questions received for Replace Legacy UPS/Power System - 36C24419B0012
1. *NEW* What is the ICRA level in WB-35, were existing panel, C-2, WB-36A-4, WB-36A-3, WB-40D, B-20, B-02, B-19 and the hallways. This pertains to work being done in the basement. Although the basement is not a patient care area, patients do need to go down there for the Canteen and other services so dust must be managed so it does not affect them. WB-35 is a mechanical room so as long as work is confined to that area and measures will need to be established so that dust does not escape the space and is disposed of properly. Work in the hallway will need to ensure dust is managed so sections worked on will need plastic to isolate work areas off or work to be done in a cube. We anticipate some short shutdowns of affected hallways may need to be done.
2. Can you confirm the Pre-action / Dry pipe system has been pulled from the scope?
Answer: The Dry Pipe system has been pulled from the solicitation. Revised wet system drawing is attached to the amendment.
3. *NEW* Can you confirm if the Voltage regulator in the Penthouse has been pulled from the scope or will it be relocated to alternate location based on no space available drawn in the plans? The voltage regulator in the penthouse has not been pulled from the solicitation and there has been no alternate location change. In other words, nothing has changed in regards to the voltage regulator. It has not been pulled and the location has not changed.
4. While walking the site, it was determined the existing UPS load is less than 18kW. The size of the UPS will have direct implications on many aspects of pricing (Voltage regulator, wire, number of batteries to meet the 1 or 2 hour specification. Can you confirm the size UPS required? Increased capacity to facilitate future infrastructure expansion is desired, but more so an increase in battery support time is the goal of this project.
5. In the drawing, the main feeder from the ATS is called out as 300A. This size feeder will not support a 100kW UPS at full load. Is the intent to de-rate the UPS to this feeder size? No, the intent is not to derate the UPS. The specified 350kcm conductor (with THHN-THWN insulation per specs) are rated for 350A (280A derated for 4 conductors). The 100kVA UPS will have a 278A output and the 80kVA UPS will have a 222.3A output. In either case, the 350kcm conductors are sufficient.
6. Can we use the existing winch in the Penthouse for this installation of the penthouse voltage regulator if this stays in the scope? If load rating is not exceeded and M&R approves the use of their equipment.
7. Will the bid due date be extended as items 1 through 4 completely change the scope and materials needed.
Answer: This depends on how extensive the answers to these questions are.
8. What kind of arrangement will need to be made to get into the I T room to do work. OI&T requires advanced notification and a full-time escort. Access to IT room will need to be arranged similar to an outage.
9. What kind of time frame should we figure for shut down work and time the system can be shut down. Historically, after 12:00 am and completed NLT 5:00 am
10. Is the existing computer room floor rated for new UPS System. New flooring with the proper rating to accommodate the load of the UPS is called for in the drawings – new work keynote #8 on E100.
11. Do you need a house keeping pad for the new voltage regulator. EE200 unit – Yes. Elevator Penthouse - No.
12. Can the voltage regulator be relocated to the East end of E-200. Yes, regulator can be relocated to the east end of E-200.
13. Are we still to install Dry alarm valve wall mounted compressor and extend 2” branch line to existing zone control valve. No, the dry system has been removed from the scope of this project.
14. Are we responsible for removing old 65 UPS unit and housekeeping pad. UPS – yes. Housekeeping pad – no.
15. Where system is being removed do we need to demo conduits and wires or are we to leave conduit and just demo wire out of conduits. Remove conduit and wire to a neat and workmanlike appearance (to the nearest fitting/JB, don’t leave hanging down). Patch wall/floor opening to match finishes and fire rating of the surrounding area.
16. Are we to remove white board in I T room. VA staff can remove the white board.
17. Do we need to relocate thermostats and controls in I T room were new UPS is going to be installed. Yes, thermostats and controls in the IT room where the new UPS is going to be installed will need to be relocated because the UPS will completely block and cover it. They need to be relocated to the other side of the door, close to where the new panel-MDP UPS is being located, at the same height it is currently installed at.
18. Do you need any network connections to monitor status of the UPS system. Yes, connection to the building automation systems via cat6 cable and existing network is needed.
19. Do we need any Cat 6 cable to UPS for alarms. Refer to new work keynote #5 on E100.
