Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C244-18-AP-0173.

1. Contracting Activity: Department of Veterans Affairs, VISN 04, Corporal Michael J. Crescenz VA

Medical Center (Philadelphia), 642-18-3-315-0225 PR.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The equipment being acquired is the Medrad Intego PET Infusion System. The estimated value for this system is $165,171.30.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Bayer Medrad Intego PET Infusion system is a highly specialized piece of equipment that infuses patient doses through automated weight-based dosing in order to administer an accurate and personalized dose for each patient. Upon conducting market research for this procurement there is not any other system out there that does what this infusion system does. This equipment can personalize patient doses through an easy to use touchscreen to automate weight based dosing to ensure the most accurate dose for each patient. It also reduces technologist’s radiation exposure through tungsten and lead shielding and the automated feature enables technologists do be at a safe distance for hands-off operation. This equipment also improves on radiopharmaceutical utilization by allowing clinicians to prescribe the patient’s minimum acceptable dose through the precise weight-based dosing feature. The automated system also eliminates non-value-added steps to stream line the process and workflow of the department. The Bayer Medrad Intego PET Infusion system has a 43% median dose reduction by using its automated weight based dosing vs. the standard syringe injects.

4. Description of market research conducted and results or statement why it was not conducted:

Nuclear Medicine employees/subject matter experts were utilized when conducting market research for this equipment. Market research was conducted and the Bayer Medrad Intego PET Infusion System is the only infusion system out there for PET imaging. Competition should however be opened up for service disable veteran owned businesses to ensure that the agency gets this piece of equipment for the best possible price. 1st American Medical Distributors, Inc is listed as the recommended source, and during the sources sought notice another SDVOSB JohnsonDanforth Inc expressed interest in writing. Both have been verified on vetbiz. There is reason to believe we have two or more capable to provide this equipment.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
