Pittsburgh VAMC Comprehensive Airflow Testing Services Statement of Work

I. The VA Pittsburgh Healthcare System (VAPHS) has a requirement for all labor, tools, supervision, material, parts, equipment, and transportation necessary to provide comprehensive airflow testing services at our Oakland Division, located at University Drive C, Pittsburgh, PA 15240.

II. Monthly testing schedule and rooms are as follows:

a. Twelve (12) Operating Rooms, One (1) Procedure Room (OR Standards), Twenty-One (21) TB

Isolation Rooms, Nine (9) Scrub/Anterooms, Two (2) Decon Rooms, Three (3) Sterile Prep Rooms, Two (2) Sterile Storage Rooms, Three (3) Cardiac Cath Labs, Three (3) Morgue Autopsy Rooms, and Nine (9) Ambulatory Surgery Procedure Rooms in Building 1. The testing shall include measurement of supply air, exhaust air, temperature, relative humidity, and positive/negative pressure determination.

Air changes per hour shall be calculated.

Regulation Air Temperatures:

OPERATING ROOM (OR) MEASUREMENTS SHALL BE TAKEN IN ACCORDANCE WITH THE

OPERATING ROOM (OR) SCHEDULES. TESTING SHALL BE COORDINATED WITH THE

Contracting Officer’s Representative (COR) AHEAD OF TIME.

III. Semi-annual testing schedule and rooms are as follows:

a. Testing shall be performed in the months of December and June in Thirty-Three (33) Animal

Research Laboratory Rooms in Building 6. The testing shall include measurement of supply air, exhaust air, temperature, relative humidity and positive/negative pressure determination. Air changes per hour shall be calculated.

General Notes Applicable to all tests:

Contractor shall report to the VA police to sign in and obtain access control badge, then report to COR on date and time previously arranged with COR. Once work is complete, contractor shall leave field report with COR, sign out with VA police and return access control badge before leaving medical center property.

All testing shall be completed by the 28th of each month.

All scheduling shall be coordinated in advance by contacting Chuck Jennings, HVAC Supervisor at (412) 735-4620.

Report any deficiencies immediately to Richard Powell, Supervisory General Engineer/Utility/HVAC Unit, (412) 360-3681. Submit electronic reports to Richard.Powell4@va.gov.

A brief report including test methods and field test forms shall be provided upon completion of the testing.

Report shall be in an Excel spreadsheet format with the following column headings: Room, Room Number, Supply (cubic feet per minute), Exhaust (cubic feet per minute), Temperature (degrees F), Relative Humidity (%), Air Balance (required), Air Balance (actual), Room Volume (cubic feet), Air Changes per Hour, Baulin Tube Functioning (Y/N)

SOME ROOMS MAY REQUIRE PROTECTIVE CLOTHING.

VA employees accompanying vendor will provide guidance on which rooms require protective clothing prior to entry.

VHA Directive 1192 requires all health care personnel (HCP) to participate in the seasonal influenza prevention program and outlines the key implementation steps. Health care personnel is defined in VHA Directive 1192 as all VA licensed and unlicensed, clinical and administrative, paid and unpaid, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, students, researchers, volunteers, and trainees who work in VHA locations. HCP covered by the policy are expected to receive annual influenza vaccination. Those HCP unable or unwilling to be vaccinated are required to wear a face mask throughout the influenza season. Masks are available at entrances throughout the medical center.

It is the responsibility of the contractor to ensure that all contract staff are compliant with the requirements outlined in VHA Directive 1192. The contractor shall maintain the following documentation:

- Documentation of vaccination, e.g., signed record of immunization from a health care provider or pharmacy, or a copy of medical records documenting the vaccination.

- Completed Health Care Personnel Influenza Vaccination Form (Attachment B of VHA Directive 1192) if unwilling or unable to receive the vaccine. (Attachment 1 to Statement of Work)

The contractor is required to submit annual certification to the Contracting Officer’s Representative (COR) that all contract staff performing services at VA facilities are in compliance with VHA Directive 1192.

Qualifications of Personnel Conducting Air Flow Testing Services

Personnel conducting air flow testing services at the VAPHS shall possess the following qualifications and credentials throughout the performance of this contract:

1. Current documentation demonstrating Certified Industrial Hygienist and a Certified Safety Professional;

2. A minimum of five (5) years experience conducting air flow testing in a major medical facility;

3. Current certification of Industrial Hygienist certified in Comprehensive Practice by American Board of Industrial Hygiene and the Board of Certified Safety Professionals.
