STATEMENT OF WORK
A. GENERAL INFORMATION
Title of Project: Roofing and Insulation, Buildings 1 & 19.
Scope of Work: This scope of work consists of, but not limited to, the following: provide all labor, materials, tools, equipment, permits, testing, and reports required to repair and replace roofing, install insulation, install flashing, and install fall protection at identified areas of Building 1 and 19, as defined by the drawings and specifications. The project will include: demolition, roofing, insulating, asbestos removal, lead paint removal, tuck pointing, painting, flashing installation, and lightning protection.
Background: The current roofing material on Building 1 & 19 is approaching the extent of its service life. Furthermore the buildings lack any attic insulation that would contribute to cooling and heating efficiencies of the buildings.
Performance Period: The contractor shall complete the work required under this SOW in 300 calendar days or less from date of award, unless otherwise directed by the Contracting Officer (CO). If the contractor proposes an earlier completion date, and the Government accepts the contractor’s proposal, the contractor’s proposed completion date shall prevail. The work shall begin within 30 calendar days of award, unless otherwise specified. Normal working hours are Monday through Friday, 7 AM to 3:30 PM. Work to be performed after business hours, weekends, and holidays shall be coordinated with the Contracting Officer’s Representative (COR). All work shall be completed per the Lebanon VA Medical Center’s Standards / Regulations and the US Department of Veterans Affairs Office of Construction & Facilities Management, Standards for Construction found at http://www.cfm.va.gov/til/index.asp.
Type of Contract: Firm-Fixed-Price. This contract shall cover the execution and completion of all work; procurement of: rental equipment, labor, and material identified in the drawings and specifications. Contractor shall provide a One Year Warranty on all services, and a 25 Year Warranty on roof materials.
The C&A requirements do not apply, and that a Security Accreditation Package is not required. VA sensitive information will be uncompromised and protected since the contractor shall only be conducting roof repair and has no need to access the VA network.
B. CONTRACT AWARD MEETING
The contractor shall not commence performance on the tasks in this SOW until the CO has conducted a kick off meeting, or has advised the contractor that a kick off meeting is waived.
C. GENERAL REQUIREMENTS:
The intent of this project is to replace the roofing, and install insulation to improve the thermal envelope of the buildings. Building 1 & 19 have a combination of rubber clad flat roofs, and asphalt shingled pitched roofs, which call for the cladding to be replaced with this contract. Any respective rooftop http://www.cfm.va.gov/til/index.asp mounted equipment for these buildings will need to remain functional during the replacements. Any area the contractor is working in must remain weather protected throughout the installations.
The attic areas of Building 1 & 19 are void of any insulation. Water based, closed cell spray foam will be applied between roof rafters from the top plate to the ridge. This area also contains the building HVAC, elevator and other equipment which shall be protected from overspray and/or damage.
The intent of the contract also includes installing aluminum cladding on the exterior wooden areas of the dormers. The exterior faces of the eyebrow vents shall be re-painted. The color for the aluminum cladding and paint shall match the color of the recently completed dormers and eyebrow vents on Buildings 18 & 22.
Permanent fall protection will be addressed per drawings and specifications.
