About this file

This document contains an amendment to a solicitation for sensitive document destruction collection and removal services. The amendment provides answers to vendor questions regarding the solicitation. Services include monthly collection and destruction of paper documents from secure consoles and bins located across three medical center campuses. The incumbent contractor currently provides the consoles and bins under a separate contract expiring in November 2022. The new contract will be firm-fixed price with a base year and four option periods. It is set aside entirely for Service-Disabled Veteran-Owned Small Businesses. A Business Associate Agreement is required.

CONTINUATION PAGE

· Q- P. 5, 1. Can the locations requiring monthly service be serviced every 4 weeks? This avoids 5-week gaps between service that occur several times each year if the schedule is once a month.

A- No

· Q- P. 6, 1st paragraph.

· Will the purges be handled via government purchase card?

A- Purging is not part of this procurement

· Q- What will “other materials for destruction” consist of if not paper? Will they be separated from the paper? Some non-paper materials require off-site shredding since they cannot be mixed with the paper in the truck, is that acceptable with a receipt of material and separate COD provided post-destruction? .

A- “Other materials” have been removed from this section in the Statement of Work

· Q- P. 6. and p. 9. Will all increases or decreases in container quantities or frequency of service be handled via contract modification?

A- In the event we do require additional totters, a separate payment can be arranged.

· Q- P.6. Pill bottles are plastic and will contaminate the load of paper, will those be separated from the paper so they can be destroyed separately?

A- Pill bottles will not be handled by this procurement , see revised Statement of Work

· Q- P. 10, Documentation. This refers to the final COD being given to the COR after each service date. Interim destruction is provided on each service date, final destruction occurs later. Will a COD reflecting interim destruction be acceptable on the service dates?

A- A final COD can be forwarded later, after final destruction. Interim COD must be presented on day of service.

· Q- For onsite CODs, our drivers use iPads for signature, is that acceptable rather than hard copy ink signature?

A- YES

· Is this a firm fixed price contract?

A- YES

· Accessibility

· Q-For the Medical Centers, how far apart are the buildings where service is needed – in other words will our shred truck need to move multiple times to service various locations on one campus?

A- Brooklyn - Normally, the trucks remain in one location and the shred company walks to other buildings (which are in close proximity) and empty the consoles into a totter which is then rolled back to the truck.

Manhattan – Truck remains at 1 location, there is multiple buildings but they are all connected and very close.

St. Albans – Different layout, much more spread out. The truck would visit different buildings at this campus

· Q- Our collection containers cannot negotiate steps, are freight elevators available to move between floors at any location where shred containers are located above/below the egress floor?

A-YES

· Q- Please confirm if there is a loading dock, and is there a ramp to the ground?

A-There is a loading dock with a liftgate and also a ramp.

· Q-Is there sufficient and appropriate parking for our truck at each location for the time it will take to perform the work?

A-YES

· Incumbent

· Q-Is there a current contract for the work being solicited?

A-YES

· Q- If so, please provide that awarded contract number or task order number (not the incumbent GSA contractor number).

A-36C24222D0019

· Q- Please provide the name of the incumbent contractor and when the contract is ending.

A-Griffin Resources LLC. 11/25/2022

· Q-Please provide the annual contract amount.

A-Submit Freedom of Information ACT (FOIA) request.

· Q- Is the level of effort being performed under the current contract fundamentally the same as what will be required to fulfill the new contract? If not, please explain how the work will be different under this solicitation.

A- Similar services, the incumbent contractor is providing the Consoles and bins under the Incumbent contract.

· Q-Is the incumbent eligible to bid on this solicitation?

A-Not applicable.
