Tony Clemente Contracting Officer Request For Information (RFI)
Stratton VA Medical Center Project Name: Correct Paralleling Switchgear Deficiencies Project #: 528A8-21-815 Solicitation#: 36C24222B0007 December 1, 2021
RFI #1
Q; This project requires the removal of the existing control platform from the Paralleling Switchgear. During the period of actual installation and testing of the new control platform, does the VA require the installation of a portable generator to support critical loads?
A: The SOW does not want independent portable generator(s) to be implemented. The SOW requires the Contractor to keep existing generators operational during the upgrade.
RFI #2
Q; What is the minimum required portable generator capacity to support critical loads during an emergency outage?
A: 2 MW
RFI #3
Q; Where will the VA require the portable generator to be placed in relation to the outdoor Paralleling Switchgear Housing?
A: N/A
RFI #4
Q; Will the VA be responsible for filling and maintaining the fuel level of the portable generator during service on-site?
A: N/A
RFI #5
Q; Does this project require the contractor to assess the loads of the emergency plant to correctly create a “Load Shed Scheme” or is the VA providing measured load data to the contractor for this portion of the new control sequence?
A: Please review the SOW. The VA provided a potential load shed scheme, however, it’s only a draft. The Contractor is responsible in reviewing the scheme in terms of compliance (with the VA’s Electrical Design Manual) and feasibility, to organize the loads with respect to the 3 emergency power branches.
RFI #6
Q; Does this project require “Third Party Testing” for confirmation of new control operations?
A: The Contractor is required to certify (their work and) the operation of the upgraded Paralleling Switchgear. Only qualified personnel who have experience with ISO switchgear can perform the work. Who are you proposing to perform the work?
RFI #7
Q; Is the Contractor allowed to perform outages during normal business hours? (Outage is defined as no Automated Emergency Plant Available)
A: Please review the SOW. The VA always requires the availability of emergency power.
